HomeMy WebLinkAbout*CC Agenda 06-10-1991 AGENDA DUBLIN CITY COUNCIL REGULAR MEETING - June 10, 1991 DUBLIN CIVIC CENTER Monday - 7:30 p.m. 100 CIVIC PLAZA A complete packet of information containing all Staff Reports and exhibits related to each agenda item is available for public information and perusal several days prior to a Council meeting at the Dublin Library and also in the City Clerk's Office at the Civic Center. 1. CALL TO ORDER 2. PLEDGE OF ALLEGIANCE TO THE FLAG 3. ORAL COMMUNICATIONS At this time, members of the audience are permitted to address the City Council on any item which is NOT on the City Counci l Agenda. Conments should not exceed 5 minutes. If any person feels that this is not sufficient time to address their concern, that person should arrange with the City Clerk to have their particular concern placed on the agenda for a future meeting. The City Council CANNOT deliberate or take action on a non-agenda item UNLESS there is factual ev;dence presented to the Council indicating that the subject brought up falls into one of the exceptions under Government Code Section 54954.2. 4. CONSENT CALENDAR Consent Calendar items are typically of a non-controversial nature and are considered for approval by the City Council with one single action. Members of the audience who would like an item removed from the Consent Calendar for purpose of public input may request the City Council to remove the item. The request may be made at the time that the Mayor asks the audience members if there is anyone interested in removing an item from the Consent Calendar. 4.1 Minutes: Joint City Council/Planning Commission/Park & Recreation Commission study Session of May 20, 1991 and Regular Meeting of May 28, 1991 STAFF RECOMMENDATION: Approve 4.2 City Treasurer's Investment Report for Period Ending May 31, 1991 STAFF RECOMMENDATION: Accept Report 4.3 Investment Policy for City of Dublin for Fiscal Year 1991-92 State Law requires cities to annually adopt an Investment Policy which establishes the guidelines that the City Treasurer will use to invest City monies. STAFF RECOMMENDATION: Adopt Resolution 4.4 Agreements with Access Energy and PG&E to Reduce Natural Gas Costs These agreements provide for purchase of natural gas from Access Energy, a supplier which delivers directly from sources to the user via utility company access lines. The savings to the City are estimated to be from $1,000 to $4,200 annually. STAFF RECOMMENDATION: Adopt Resolution approving Agreements between the City and Access Energy, and between the City, Access Energy and PG&E, to purchase natural gas from Access Energy using PG&E facilities. 4.5 Finance Report for Period Ending May 31, 1991 STAFF RECOMMENDATION: Accept Report 4.6 Citywide Street Lighting Maintenance Assessment District 83-1 This assessment district funds the cost of street lighting maintenance throughout the city. Adoption of the Resolutions approves the preliminary Engineer'S Report and sets a public hearing date of June 24, 1991. STAFF RECOMMENDATION: Adopt Resolutions 4.7 Warrant Register Dated June 10, 1991 STAFF RECOMMENDATION: Approve 5. WRITTEN COMMUNICATION - None 6. PUBLIC HEARING 6.1 No U-Turn on Dublin Boulevard between Golden Gate Drive and Regional Street It has come to Staff's attention that the No U-Turn signs installed at the median break on Dublin Boulevard west of Golden Gate Drive are not included in the Traffic Code. STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive reading and INTRODUCE Ordinance. 6.2 Request for a Variance to Section 2517{b)-7 & Section 3203(b) of the Uniform Building Code Enea Properties is requesting a variance to the Uniform Building Code to waive the requirements for: 1) Class "B" fire retardant roof; and 2) Solid roof sheathing. The structure in question is a 300 square foot gazebo which has been partially constructed without a permit. STAFF RECOMMENDATION: Conduct public hearing; deliberate; adopt Resolution denying variance. 6.3 Urgency Ordinance Amending Chapter 7.28 of the Dublin Municipal Code Relating to Building Regulations This Ordinance is being recommended to correct an error in the codification of the Municipal Code. STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive reading and ADOPT Ordinance on an urgency basis to become effective immediately. 7. UNFINISHED BUSINESS - None 8. NEW BUSINESS 8.1 Initiation of General Plan Amendment Study for 7464 Donohue Drive - Dougherty Regional Fire Authority The City Council will consider a request to initiate a General Plan Amendment Study to amend the General Plan Land Use designation for 7494 Donohue Drive, DRFA's Fire Station #1, from PUblic/Semi-Public to Retail Office STAFF RECOMMENDATION: Authorize General Plan Amendment Study 8.2 Customer Service Program In order to build and improve upon the City's past accomp- lishments in the area of customer relations, a committee comprised of representatives from each City Department was formed to plan a Customer Service Kick-Off celebration; coordinate the selection of a Customer Service Motto Program; develop components of an Employee Recognition Program; and develop an Employee Newsletter. A contest was held for a City motto, with over 80 votes cast for the top 5 mottos submitted. STAFF RECOMMENDATION: Approve Customer Service Motto. 9. OTHER BUSINESS 10.
