PLEDGE OF ALlEGIANCE 'ill THE FLAG 3. ORAL COMMUNICATIONS At this time, members of the audience are permitted to address the City Council on any item which is not on the City Council Agenda. Comments should not exceed 5 minutes. If any person feels that this is not sufficient time to address their concern, that person should arrange with the City Manager to have their particular concern placed on the agenda for a future meeting. 4. CONSENT CAlENDAR Consent Calendar items are typically of a non-controversial nature and are considered for approval by the City Council with one single action. Members of the audience who would like an item removed from the consent calendar for purpose of public input may request the City Council to remove the item from the consent calendar. The request may be made at the time that the Mayor asks the audience members if there is anyone interested in removing an item from the Consent Calendar. 4.1 Minutes of Regular Meeting of May 28, 1985 STAFF RECOMMENDATION: Approve 4.2 Warrant Register dated June 10, 1985 STAFF RECOMMENDATION: Approve 4.3 City Treasurer's Investment Report for Period Ending May 31, 1985 STAFF RECOMMENDATION: Approve 4.4 Claim of Ann Benner On May 28, 1985 the City received a claim submitted on behalf of Ann Benner. The claim submitted is for medical expenses, wage loss and pain and suffering that resulted when the claimant fell in a hole at Shannon Park on February 24, 1985. STAFF RECOMMENDATION: Deny claim and direct Staff to notify claimant and insurance company 4.5 Alameda County Fair Fine Arts Patron Program In 1983 and 1984 the City Council authorized the City's participation in the Fine Arts Patron Program. This program consists of the display of fine art entries and allows patrons to bid on the items. STAFF RECOMMENDATION: Authorize the City's participation in an amount not to exceed $400. 4.6 San Ramon Road Underground Utility District Number 1 Deadline dates for the undergrounding of utilities on San Ramon Road between Dublin Boulevard and Martin Canyon Creek are being requested to be extended by PG&E and Pacific Bell due to construction process delays. STAFF RECOMMENDATION: Adopt resolution revising underground deadlines. 4.7 Conversion of Street Lights to High Pressure Sodium Lamps The City of Dublin owns two street lights which have mercury vapor lamps. I t is proposed to convert these lamps to high pressure sodium which cost about half as much to operate. STAFF RECOMMENDATION: Adopt resolution to authorize PG&E to proceed with the conversion program. 5. WRITTEN COMMUNICATIONS 5.1 Regarding City Recreation Vehicle Ordinance The City has received a letter from Isabel and Clifford Gonsalves requesting that the City Council consider revising the City's existing Ordinance which regulates the storage of mobile homes, recreation vehicles, utility trailers, unmounted camper tops or boats in the front or required side yards in the residential district. STAFF RECOMMENDATION: 1) Determine whether consideration should be given to the review and potential revision of the City's existing Ordinance; 2) If a review of the existing Ordinance is desirable, refer the review to the Planning Commission; 3) Direct Staff regarding appropriate action for violators which have already been notified. 6. PUBLIC HEARING 6.1 Appeal of Planning Commission action to deny PA85-022 Wildis North America Corporation/All Seasons Riding Academy Conditional Use Permit Appeal of the Planning Commission denial of the All Seasons Riding Academy CUP application to operate a therapy center and public gathering place in the Village Square Shopping Center, 7373 Village Parkway. Issues involve 1) land use, 2) property owner opposition, and 3) bingo competition. STAFF RECOMMENDATION: Open public hearing; hear presentation and testimony; pose questions; close public hearing; deliberate; adopt resolution denying application. 6.2 School Safety & Crossing Guard Study The City Traffic Engineer has completed a comprehensive review of school safety needs. The report contains several recommendations related to crossing guard locations, safety markings and establishment of a school safety patrol program by the School District. STAFF RECOMMENDATION: Open public hearing & hear Staff presentation; question Staff; receive public input; close public hearing; deliberate; adopt resolutions as appropriate. 7. UNFINISHED BUSINESS 7.1 Dublin San Ramon Services District Study Proposal Representatives from the Dublin City Council and the San Ramon City Council have met to consider proposals to conduct a study of the Dublin San Ramon Services District services. The subcommittees recommended the selection of Hughes, Heiss'& Associates. The scope of services would undertake the review of park and recreation, garbage, water and sewer services. The results of this study will be coordinated with the current study being conducted related to fire services. STAFF RECOMMENDATION: 1) Approve Hughes, Heiss & Associates as consulting firm to conduct evaluation; 2) approve the scope of services; 3) approve the addition of a DSRSD staff member to the study steering committee; 4) authorize the City Manager, upon review of the City Attorney, to execute a contract with Hughes, Heiss & Associates in amount of $59,010; 5) authorize budget transfer from reserves in the amount of $12,000 to cover those costs incurred prior to the end of Fiscal Year 1984-85. 8. NEW BUSINESS 8.1 Response to Southern Pacific Right-of-Way Acquisition Negative Declaration Alameda County is proposing to acquire Southern Pacific Right-of-Way in Dublin. The acquisition is for future consideration of a Light Rail Transit System. It would seem appropriate for the County to prepare an Environmental Impact Report to address potential effects of the Light Rail Transit System. STAFF RECOMMENDATION: Consider 9. OTHER BUSINESS 10.
