PLEDGE OF ALLEGIANCE 10 THE FLAG 3. ORAL COIVMJNICATIONS At this time, members of the audience are permitted to address the City Council on any item which is not on the City Council Agenda. Corrments should not exceed 5 minutes. If any person feels that this is not sufficient time to address their concern, that person should arrange with the City Manager to have their particular concern placed on the agenda for a future meeting. 4. CONSENT CALENDAR Consent Calendar items are typically of a non-controversial nature and are considered for approval by the City Council with one single action. Members of the audience who would like an item removed from the consent calendar for purpose of public input may request the City Council to remove the item from the consent calendar. The request may be made at the time that the Mayor asks the audience members if there is anyone interested in removing an item from the Consent Calendar. 4.1 Minutes of Regular Meeting of May 13, 1985 STAFF RECOMJVIENDATION: Approve 4.2 Warrant Register dated May 13, 1985 STAFF RECOMJVIENDATION: Approve 4.3 Financial Report for Period Ending April 30, 1985 STAFF RECOMJVIENDATION: Approve 4.4 Request by Imperial Freeholds California Inc., for an Endorsement of the Imperial Court Realignment Imperial Freeholds has requested an extension to Parcel Map 3582 located on the south side of Dublin Boulevard west of Valley High School. A pending condition of approval requires the applicant to pursue access out onto Dublin Boulevard at Sierra Court. The applicant has requested the City Council to endorse the street realignment. STAFF RECOMJVIENDATION: Adopt resolution supporting the realignment of Imperial Court across from Sierra Court at Dublin Boulevard. 4.5 Fourth of July Celebration As part of the approved City Goals & Objectives, the Recreation Department will sponsor six special events for the corrmunity. The Park & Recreation Corrmission has recorrmended the use of the Valley Community Swim Center and the development of a July 4th celebration. STAFF RECOMJVIENDATION: Approve July 4th Celebration 4.6 City Manager's EmplOYment Agreement The terms and conditions of the City Manager's emplOYment are identified in a written agreement and subsequent amendment. The City Attorney has consolidated past actions into a single agreement. STAFF RECOMJVIENDATION: Authorize Mayor to execute agreement. 4.7 Acceptance of Private Vehicle Accessway Maintenance Agreements for the Amador Lakes Project As part of the Planned Development Rezoning for Amador Lakes, the City required an agreement allowing the City to maintain the private vehicle accessways if the developer/homeowners association fail to maintain the accessways. STAFF RECOMJVIENDATION: Adopt Resolution and instruct City Clerk to record the documents. 4.8 Dublin Street Lighting Maintenance Assessment District An Annual Report is needed for the Street Lighting Maintenance Assessment District in order to' spread the cost over those properties within the City of Dublin which benefit from these street lights. STAFF RECOMMENDATION: Adopt Resolution directing the preparation of the Annual Report for the Maintenance Assessment District. 4.9 Landscaping & Lighting District No. 83-2 (Tract 4719) This District maintains all Stagecoach Road landscaping and the mini-park in Sub- division #4719 through annual assessments over the parcels of land within Tract 4719. STAFF RECOMMENDATION: Approve Resolution directing the preparation of the Annual Report for the Landscaping & Lighting District No. 83-2. 4.10 Acceptance of Two Drainage Easements - Automation Electronics Storm drains and easements were required as conditions of development for Automation Electronics. The storm drains carry public street water from Dublin Boulevard to a large drainage channel along I -580. STAFF RECOMMENDATION: Adopt Resolution to accept offer of two easements for drainage purposes. 4.11 Approval of Final Map Tract 4930, Estate Homes, Unit 3 A subdivision agreement, bonds and fees have been submitted guaranteeing the construction of improvements within the subject tract. Plans have been prepared and approved for the construction of grading and public improvements. STAFF RECOMMENDATION: Adopt Resolution accepting Final Map Tract 4930. 5. WRITTEN COIVMJNICATIONS 5.1 Dublin Chamber of Commerce Re Dublin Corrmunity Day at the Alameda County Fair ""-,---1- -~~";"''';'''''''+-:^Y\;n Thl"hl-in'.::: 6.3 Restriping Regional Street and Amador Plaza Road for Two-Way Left Turn Lane The existing streets have one line in each direction, but are wide enough to allow a two-way left turn lane to be added without eliminating parking. The City's Traffic Engineer recommends that the two-way left turn lane striping be added to these streets. STAFF RECOMMENDATION: Open public hearing and hear Staff presentation; take testimony from the public; question Staff and public; close public hearing and deliberate; approve striping plan. 6.4 Amador Valley Boulevard Traffic Study and Proposed Improvements The City Traffic Engineer has undertaken a review of traffic conditions on Amador Valley Boulevard 6 months after the implementation of those mitigation measures approved by the City Council. The City Traffic Engineer and City Engineer will make a presentation regarding their findings and will recommend an ultimate street configuration for the residential portion of Amador Valley Boulevard. STAFF RECOMMENDATION: Open public hearing and receive Staff presentation; receive public input; question Staff and public; close public hearing; approve concept presented for improvements to Amador Valley Boulevard between Village Parkway and Dougherty Road; approve retention of 25 mph speed limit and continue radar enforcement 6.5 San Ramon Road Specific Plan Improvement District 84-1 In 1984, the City Council accepted conditions and passed resolutions setting the San Ramon Road Specific Plan Improvement District (84-1) in motion. The next necessary step is to review the Engineer's Report related to the public improvements which are to be constructed as part of this assessment district. STAFF RECOMMENDATION: Open public hearing; receive Staff presentation and public input; close public hearing; adopt resolutions 7 . UNFINISHED BUSINESS 7.1 School Safety & Crossing Guard Study In December of 1984, the City Council directed the Traffic Engineer to conduct a comprehensive School Safety Study. This report was conducted with input from school officials and representatives of Dublin Police Services. The report identifies several areas for action by the City Council and School District Officials. STAFF RECOMMENDATION: Hear Staff and Consultant presentation; question Staff; receive public input; continue the specific discussion of the provision of Crossing Guards to the joint meeting with Murray School District Officials on May 30, 1985; set public hearing for City Council meeting of June 10, 1985. 8.
