2. ORAL COMMUNICATIONS
At this time. members of the audience are permitted to address the City Council on any item which is NOT on the City Council
Agenda. Conrnents should not exceed 5 minutes. If any person feels that this is not sufficient time to address their
concern. that person should arrange with the City Clerk to have their particular concern placed on the agenda for a future
meeting. The City Council CANNOT deliberate or take action on a non-agenda item UNLESS there is factual evidence presented
to the Council indicating that the subject brought up falls into one of the exceptions under Government Code Section 54954.2.

4. CONSENT CALENDAR
Consent Calendar items are typically of a non-controversial nature and are considered for approval by the City Council with
one single action. Members of the audience who would like an item removed from the Consent Calendar for purpose of public
input may request the City Council to remove the item. The request may be made at the time that the Mayor asks the audience
members if there is anyone interested in removing an item from the Consent Calendar.
4.1 Minutes of Adjourned Regular Meeting (Study Session) of April 18,
1990 and Regular Meeting of April 23, 1990
STAFF RECOMMENDATION: Approve
4.2 Request to Enter Negotiations for Sale of Surplus Property
(PUblic Storage)
Public Storage has requested to purchase approximately 4,925
sq ft of surplus right-of-way along San Ramon Road at the
front of their property.
STAFF RECOMMENDATION: Authorize Staff to enter into negotiations
and adopt Resolution establishing surplus property.
4.3 Agreement with National Elevator for Civic Center Elevator
Maintenance
city Staff is recommending approval of a 3-year maintenance
and extended warranty contract for the 3 elevators in the
Civic Center at a cost of $375 per month.
STAFF RECOMMENDATION: Approve agreement and authorize Mayor to
execute.
4.4 Award of Bid - Contract 90-06 1989-90 Street Slurry Seal Program
Slurry seal is a preventive maintenance technique for
prolonging the life of the City's streets.
STAFF RECOMMENDATION: Adopt Resolution awarding bid to Graham
Contractors and authorize Mayor to execute agreement.
4.5 City Treasurer's Investment Report for Period Ending April 30,
1990
STAFF RECOMMENDATION: Approve
4.6 Cost/Benefit Analysis of Computerized Irrigation Systems
As part of the Goals & Objectives process, the City Council
directed staff to prepare a cost/benefit analysis of
computerized irrigation systems.
STAFF RECOMMENDATION: 1) Receive report; 2) Direct Staff to
continue researching other cities and monitoring the Shannon Park
installation for cost/benefit of computerized irrigation; and 3)
Direct Staff to include computerized irrigation systems on new
projects and on the renovation of the Dublin Sports Grounds.
4.7 Acceptance of Work - Contract 89-10 - Traffic Signal Pre-Emption
System
This project to install an emergency vehicle signal pre-
emption system was completed within funds budgeted.
STAFF RECOMMENDATION: Accept improvements and authorize
retention payment of $9,860 to steiny & Co., Inc.
4.8 Agreement between the City of Dublin and the County of Alameda
with regard to Community Development Block Grant Programs for
Fiscal Year 1990-91
This is an agreement between the City and Alameda County that
is required by the Department of Housing and Urban Development
on an annual basis.
STAFF RECOMMENDATION: Adopt Resolution.
4.9 Request for Budget Transfer - Dublin Municipal Code
The Dublin Municipal Code was recently completed, which
codifies most of the City's Ordinances. The original budget
amount was based on an estimated 285 pages. The completed
Code contains 485 pages. Other minor changes were included to
make the Code easier to use.
STAFF RECOMMENDATION: 1) Authorize budget transfer of $5,937.55
from the Contingent Reserve; and 2) authorize payment in the
amount of $12,937.55 to Book Publishing Company.
4.10 Claim Submitted by Don Rogers (0056DU)
Don Rogers has submitted a claim which alleges that his car
was covered with white paint after driving through the
intersection of Amador Valley Boulevard and Village Parkway.
STAFF RECOMMENDATION: Deny claim and direct Staff to notify
claimant.
4.11 Claim Submitted by Domingo & Nora Bonifacio (0055DU)
Domingo & Nora Bonifacio have submitted a claim which alleges
improper permit approval in conjunction with the construction
of their swimming pool.
STAFF RECOMMENDATION: Deny claim and direct Staff to notify
Claimant and the City's insurance provider.
4.12 Police Patrol Vehicles (3) - Authorization to Solicit Bids
Based on current mileage, 3 marked patrol vehicles should be
replaced during Fiscal Year 1990-91. Warranty on these
vehicles expired on July 21, 1989, and since that time, the
vehicles have incurred substantial maintenance and repair
costs.
STAFF RECOMMENDATION: Authorize Staff to solicit bids for 3
marked patrol vehicles and solicit bids for detailing and
transfer of emergency equipment to all vehicles.
4.13 Finance Report for Period Ending April 30, 1990
STAFF RECOMMENDATION: Accept Report
4.14 Award of Bid - Pool Covers
In April, 1989, the City Council authorized Staff to solicit
bids to replace the pool covers at the Dublin Swim Center.
New pool covers will reduce the swim center's water usage and
utility costs.
STAFF RECOMMENDATION: Award bid to McBall Industries
($11,140.72); authorize Staff to refurbish existing City pool
cover reels in amount not to exceed $1,500; authorize budget
transfer from the Contingent Reserve in amount of $12,640.72.
4.15 Warrant Register Dated May 14, 1990
STAFF RECOMMENDATION: Approve
5. WRITTEN COMMUNICATION
5.1 1990 Census Complete Count Liaison
Alameda County Supervisor Charles Santana, Chairman of the
Complete Count Committee has advised that during the next 2
months, the Committee will sponsor 2 final promotional Census
campaigns in an effort to have everyone counted in the census.
In addition, the Committee has asked that each City make an
announcement regarding the importance of a complete census
count at every Council meeting through June, 1990.
STAFF RECOMMENDATION: Make announcement regarding the importance
of the Complete Census Count.
5.2 Request by Dublin Fine Arts Foundation (DFA) to recognize Donors
on Wall Adjacent to the Dublin Boulevard Fountain
The DFA Foundation has requested permission to develop a donor
recognition program on the civic Center grounds. The concept
is to use an engraved tile which would be mounted on a wall
adjacent to the large fountain. The cost of producing and
installing the tiles would be at the Foundation's expense.
STAFF RECOMMENDATION: Consider request and if appropriate,
direct Staff to develop an agreement between the City and DFA.
6. PUBLIC HEARING
6.1 Hansen Hill/Bren Company 10 Lot General Plan Amendment, Tentative
Map and Planned Development Rezoning, PA 89-115
The Bren Company is requesting a General Plan Amendment,
Tentative Map and PO Rezoning to redesignate, rezone and
subdivide approximately 3.33 acres of open space to low
density single-family residential to allow 10 single-family
custom lots. Staff and the Planning Commission recommend
denial of the request.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; adopt
Resolutions denying the request -OR- give Staff and Applicant
direction and continue the matter.
6.2 Amendment to Solid Waste Management Ordinance
This amendment would allow a recycling transporter to collect
a fee for their service. In addition, the transporter is
required to report to the City on a regular basis. provisions
have also been included to protect against unauthorized
collection of recycled materials. These changes will allow
the City to proceed with implementing programs to meet
requirements in State Law.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive
reading and ADOPT Ordinance.
6.3 Repeal of 94' Passenger Loading Zone and Establishment of 20-
Minute Parking Zone on Village Parkway at Post Office
This Ordinance, which was introduced at the April 23, 1990
Council meeting, would replace an existing passenger loading
zone in front of the Post Office with a 20-minute parking
zone.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive
reading and ADOPT Ordinance.
6.4 Ordinance Amending certain provisions of Subdivision Ordinance
Relating to Soils Reports
This Ordinance, which was introduced at the April 23, 1990
Council meeting, allows the City Engineer to review and, if
necessary, require revisions to soils reports or to reject an
inadequate report.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive
reading and ADOPT Ordinance.
6.5 No Parking Zones on Civic Plaza
Civic Plaza is presently posted as a No Parking Zone along its
entire length. In order to provide additional parking for the
Sports Grounds, Staff is proposing to allow parking on the
east side between the driveways of the 2 Sports Grounds
parking lots.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; Adopt
Resolution establishing no parking zones on Civic Plaza.
6.6 Ordinance relating to Newsracks
This proposed Ordinance would regulate placement and
appearance of news vending racks.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive
reading and INTRODUCE Ordinance relating to newsracks.
6.7 Dublin Municipal Code
Book Publishing Company recently completed a codification of
existing City Ordinances. state Law requires that the City
schedule a public hearing and specifies time lines with
which the City must comply in order to adopt an Ordinance
adopting the Dublin Municipal Code.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive
reading and INTRODUCE Ordinance; schedule public hearing for
adoption of Ordinance on June 11, 1990 and direct staff to
publish notice in accordance with requirements of Government Code
Section 50022.3.
6.8 Establishment of Right-of-Way Lines for 2-Lane Access Road
Connecting to Hacienda Interchange and Parallel to 1-580
This action would establish right-of-way lines for a 2-lane
access road which connects to the Hacienda Interchange and
runs parallel to I-580.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; adopt
Resolution adopting Negative Declaration; waive reading and
INTRODUCE Ordinance establishing right-of-way lines.
7. UNFINISHED BUSINESS - None
8. NEW BUSINESS
8.1 Business Registration Task Force Report
In August, 1989, the City Council authorized the formation of
a Business Registration Task Force to study the concept of a
Business License/Registration Ordinance. During the last
several months, the Task Force has met and completed its
report for City Council consideration. The Ordinance proposed
by the Task Force is a regulatory business registration
ordinance as opposed to revenue raising. The ordinance would
require nearly all businesses in the city to register with the
City annual. The annual registration fee would be $50.
STAFF RECOMMENDATION: Receive Task Force Report and establish
public hearing date for consideration of Ordinance.
8.2 Establish Public Hearing Dates for 1990-91 Budget, CIP and
Contract Evaluation
Each year, the City Council holds public hearings to
consider adoption of an annual Budget and Capital
Improvement Program, as well as a review of all City
contracts.
STAFF RECOMMENDATION: Establish 2 meeting dates during the week
of June 25, 1990.

11. ADJOURNMENT - Due to the Monday, May 28, 1990 Memorial Day Holiday,
the next regular meeting of the Dublin city Council will be held on
Tuesday, May 29, 1990, 7:30 p.m., Civic Center Council Chambers.
