PLEDGE OF ALLEGIANCE TO THE FLAG 3. ORAL COMMUNICATIONS At this time, members of the audience are permitted to address the City Council on any item which is NOT on the City Council Agenda. Comments should not exceed 5 minutes. If any person feels that this is not sufficient time to address their concern, that person should arrange with the City Clerk to have their particular concern placed on the agenda for a future meeting. The City Council CANNOT deliberate or take action on a non-agenda item UNLESS there is factual evidence presented to the Council indicating that the subject brought up falls into one of the exceptions under Government Code Section 54954.2. 4. CONSENT CALENDAR Consent Calendar items are typically of a non-controversial nature and are considered for approval by the City Council with one single action. Members of the audience who would like an item removed from the Consent Calendar for purpose of public input may request the City Council to remove the item. The request may be made at the time that the Mayor asks the audience members if there is anyone interested in removing an item from the Consent Calendar. 4.1 Minutes: Regular Meeting of April 27, 1992 STAFF RECOMMENDATION: Approve 4.2 City Treasurer's Investment Report as of April 30, 1992 The city's investment portfolio totals $16,620,000. STAFF RECOMMENDATION: Receive Report. 4.3 Agreement with Alameda County regarding Mortgage Credit Certificate Program (MCC) This program provides assistance to first time homebuyers of new and existing dwelling units. STAFF RECOMMENDATION: Authorize city Manager to sign agreement. 4.4 Agreement between the City of Dublin and Alameda County with regard to Community Development Block Grant programs for Fiscal Year 1992-93 The total amount budgeted under this agreement for FY92-93 is $49,138 and would include $9,308 for the minor home repair program and $39,830 for Dublin Swim Center improvements. In addition, an advance of $46,520 from FY93-94 and FY94-95 has been approved by HCD to be used for Dublin Swim Center improvements. STAFF RECOMMENDATION: Adopt Resolution. 4.5 Heritage Center Purchase Agreements In order to obtain preliminary title reports for the Heritage Center properties, a budget transfer in the amount of $1,000 is necessary. STAFF RECOMMENDATION: Authorize $1,000 budget transfer from the City Council Community Promotion Account and direct Staff to obtain preliminary title reports. 4.6 Award of Bid - Contract No. 92-08 This contract will place a 1/4" slurry (oil/sand/water mixture) seal maintenance treatment over 56 of Dublin's residential streets. This annual street sealing program adds a new wearing surface to the streets, as well as seals cracks to keep water from entering the street sub-base. STAFF RECOMMENDATION: Adopt Resolution awarding bid to California Pavement Maintenance ($55,554.44). 4.7 Finance Report for Period Ending April 30, 1992 STAFF RECOMMENDATION: Receive Report. 408 Warrant Register Dated May 11, 1992 STAFF RECOMMENDATION: Approve. 4.9 Purchase of Property at 6393 Scarlett Court (Dolan Property) for Dublin Boulevard Extension The City Attorney is requesting authorization to enter a stipulation for final judgment in the purchase of the property for the Dublin Boulevard Extension. STAFF RECOMMENDATION: Authorize City Attorney to enter stipulation for final judgment and authorize Finance Director to release funds for purchase of property~ 5. WRITTEN COMMUNICATION 5.1 Request to Close Frederiksen Court for 4th of July Block Party This request is similar to requests received by the City in the past. If the request is approved, residents of the court would be required to provide insurance coverage and comply with other special conditions such as provision of lighted barricades. STAFF RECOMMENDATION: Approve issuance of encroachment permit, provided residents agree to conditions and purchase insurance. 6. PUBLIC HEARING 6.1 Request for Variance to Section 3305 of Uniform Building Code relating to requirements for Fire-Resistive Corridor Titan Beta has requested a variance to the building code relating to requirements for fire-resistive corridors at 6780-R sierra Court. They wish to connect 2 office sections together and maintain their existing exits. STAFF RECOMMENDATION: Conduct public hearing; deliberate; adopt Resolution granting Variance - OR - provide direction to Staff. 7. UNFINISHED BUSINESS 7.1 Review of Draft site Development Review Guidelines site Development Review Guidelines are intended to provide Staff and Applicants with general design direction for use in the review of development proposals. The Guidelines will help to implement the goals and objectives of the General Plan, together with the Zoning Ordinance and other City ordinances and policies. STAFF RECOMMENDATION: Receive report and provide input; approve Draft SDR Guidelines or continue to future meeting. 8. NEW BUSINESS 8.1 Annual Traffic Safety Report and Downtown Intersection Monitoring This report discusses locations in the city which have a relatively high number of accidents when compared with traffic volumes. The report also discusses increases or decreases in traffic volume at downtown intersections and corresponding levels of service. STAFF RECOMMENDATION: Receive Report. 8.2 Report on Program for Recognition of outstanding Development The City Council will consider a program designed to improve the quality of development in the City, to recognize those who have made special effort to achieve outstanding design, and to encourage others to create a more attractive environment. STAFF RECOMMENDATION: Review the 6 issues and provide direction to Staff on each issue. 9. OTHER BUSINESS 10. CLOSED SESSION - None 11. ADJOURNMENT - The Dublin City Council will hold 2 special meetings related to consideration of the western Dublin General Plan & specific Plan Amendment Studies, on Tuesday, May 12 and Thursday, May 14, 1992, 7:30 p.m., in the Council Chambers.
