Thn requ~st may be ~de at the time that th~ M~yor asks the audience mcmb~rs if there is anyon~ interested in removing an item from the Consent Calend~r 4.1 Minutes: Regular Meeting of April 26, 1993 STAFF RECOMMENDATION: Approve 4.2 Award of Police Vehicle Bid On April 26, 1993, Staff opened the one sealed bid received by the 10:00 a.m., deadline from Shamrock Ford of Dublin. The bid received Was within the amount of Internal Service Funds budgeted for the purchase of 2 marked vehicles. STAFF RECOMMENDATION: Award bid to Shamrock Ford and authorize Staff to issue a purchase order in the amount of $33,876.32 ($27,116.32 + $6,760 for 3-Year/85,OOO mile premium extended service w/maintenance warranty) for 2 Ford Crown Victoria Police Package vehicles. 4.3 city Treasurer's Investment Report as of April 30, 1993 The City's investment portfolio totals $18,690,000. STAFF RECOMMENDATION: Receive Report 4.4 Acceptance of Work Contract 93-04 Topaz Circle Water Service Improvements constructed under Contract 93-04 have been completed satisfactorily and within funds budgeted. STAFF RECOMMENDATION: Accept improvements and authorize payment of $3,690 to Jardin Pipeline. 4.5 Approval to Destroy Building Inspection Department Records Building Department files contain many records of permits, plans and correspondence regarding buildings or structures that no longer exist. It is the opinion of the Building Official that these files are no longer necessary. STAFF RECOMMENDATION: Adopt Resolution approving des1:ruction of records. 4.6 State-Local Transportation Partnership Program - State-Local Entity Agreement Supplement 003 (Cycle 3) This Program Supplement provides for State-Local Partnership Funding for the 1992-93 Annual Street Repair and Overlay Project. STAFF RECOMMENDATION: Adopt Resolution and authorize Mayor to execute supplement. 4.7 Report to Council on the Celebrity's Coffee Company Conditional Use Permit _ The City Council directed Staff to review the need for charging Celebrity's Restaurant a traffic impact fee for adding outdoor seating to their restaurant. It was determined from the review that Staff will not recommend imposing a traffic impact fee as part of the CUP submittal. STAFF RECOMMENDATION: Receive Report. 4.8 Authorization to Solicit Bids for Bi-Annual striping and Marking Contract 93-08 This contract provides for Citywide pavement striping and marking on an as-needed basis. ": """ '.':"\,:,~("?{;:,~citL~~ "I~ '.'i,':~ '~' ~ ~~\,..:;~ " ~~L?1;':':::~ 4.9 Initiation of Proceedings -~an~Caping and Lighting Maintenance Assessment District .93..-1 This assessment district would fund a portion of the City's street and park landscaping maintenance costs. Per the City Council's direction,the1993""94 assessment would not exceed $18 per single-family home. STAFF RECOMMENDATION; Adopt.Resolution. 4.10 Heritage Center Preliminary Environmental Site Assessment aSK has concluded their preliminary site assessment and has identified potential areas where further testing may be warranted, including: 1) Characterization of site soil with respect to.the possible. presence of DDT pesticide; 2) Sample and test on-site well water for potential use by the City for drinking and/or irrigation; and 3) Removal and proper disposal of unknown chemicals in the wellhouse. STAFF RECOMMENDATION: Authorize Staff to direct BSK to proceed with #2 as identified at an estimated fee of $3,400. If the well water is found to be contaminated, an additional cost of $500 - $1,000 would be incurred for proper disposal of the water. 4.11 Approval of Documents Associated with a Proposed 1993 civic Center Certificate of Participation Refinancing In March, the City Council authorized Staff to secure the services of Consultants to initiate proceedings to refund the 1988 Certificates of Participation. Staff and the Consultants have prepared the documents which will position the City to obtain specific pricing data on a refinancing. Documents include: Lease Agreement; Trust Agreement; Escrow Agreement; Preliminary Official Statement; and Contract of Purchase. STAFF RECOMMENDATION: Adopt Resolution. 4.12 Recreation Program Fee Policy A report has been prepared by the Recreation Director identifying proposed fee increases and establishing a policy for the development of recreation program fees. STAFF RECOMMENDATION: Adopt Resolution. 4.13 Warrant Register Dated May 10, 1993 STAFF RECOMMENDATION: Approve 5. WRITTEN COMMUNICATION - None 6. PUBLIC HEARING 6.1 Eastern DUblin General Plan Amendment (GPA), Specific Plan (SP), Environmental Impact Report (EIR) and related project implementation including a property tax exchange agreement, amendment to the Sphere of Influence and annexation to the City of DUblin and the Dublin San Ramon Services District STAFF RECOMMENDATION: Conduct public hearing; deliberate; adopt Resolutions: 1) certifying the adequacy of the Addendum and the Final EIR; 2) approving property tax exchange agreement with Alameda County and Surplus Property Authority; and 3) adopting the Eastern Dublin GPA and SP, making findings pursuant to the California Environmental Quality Act and adopting a Statement of Overriding Considerations for the Eastern DUblin GPA and SP and adopting a Mitigation Monitoring Program for the Eastern Dublin GPA and SP. 6.2 Ordinance Establishing Procedure for Disposal of Surplus Real Property This amendment to the Dublin Municipal Code would establish a procedure for the disposal of public real property. STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive reading and INTRODUCE Ordinance. 6.3 Revision to Fee Schedule for Encroachment Permits This item was continued from the April 26th meeting. The proposed fees have been modified slightly from those previously proposed. Staff has surveyed other agencies and feels that the proposed fees are comparable.
