REPORT QF ,CLOSED SESS!O~ ACTION 3. o,RAL, ,, COMM~ICATIONS 3.1 Request for Support of"Operation: Welcome Home!" to honor returning military troops (File # 150-85) The City Council will consider a request from several Tri-Valley community groups for the City of Dublin to co-sponsor "Operation: Welcome Home!", a day-long event planned for Saturday, August 16, 2003 to welcome home and honor returning troops as the military phase of Operation Iraqi Freedom concludes. Event coordinators are requesting volunteer support, as well as a $500 contribution to offset event costs. STAFF RECOMMENDATION: Provide Staff with appropriate direction regarding requested volunteer and monetary support and approve Budget Change if the City Council desires to provide monetary support. 3.2 Public Comments At this time, the public is permitted to address the City Council on non-agendized ltems. CONSENT C~ENDAR Consent Calendar items 'are" tYPically non.controversial in nature and are considered for approval by the City Council with one single action. IVlembers of the audience, Staff or the City Council who would like an item removed from the Consent Calendar for purposes of public input may request the Mayor to remove the/tern. 4.1 Minutes of Regular Meeting of April 15, 2003 STAFF RECOMMENDATION: Approve 4.2 Disposal of Proper~ - Accept City of Antioch offer to purchase the surplus Civic Center and Shannon Center telephone system (File # 350-40) The Civy Council will consider accepting the offer by the City of Antioch to purchase the surplus Civic Center and Shannon Center telephone system ($500). STAFF RECOMMENDATION: Adopt Res0!..ution accepting offer. 4.3 CiOy Treasurer's Investment Report for 3r~ Quarter of FY 2002-03 (Fi]e# 320-30) The City's investment por~olio totals $92,194,338 (market value). Funds during thc 3rd quarter were invested at an average yield of 2.g66%. STAFF RECOMMENDATION: Receive Report. 4.4 Award of Bid for Dublin Fire Station 17, Data, Voice and Television Cabling Project As part of thc construction of thc new Fire Station 17~ data cabling will be required to complete thc project. Staff solicited bids to install dam, voice and television cabling and five bids were received. The lowest most responsive bidder was Data Line Cable~ Inc., with a bid of $12,985. STAFF RECOMMENDATION: Adopt Resolution awarding bid. 4.5 Acceptance of ~¥ork - Contract 02-16, 2002-011 Annual Sidewalk Safety Repair Program and Curb Ramp Installation (File # This project removed and replaced sidewalks with offsets of%' or more that posed a tripping hazard. This project also constructed two pedestrian curb ramps as well as reconstructed thc walkway at the Dublin Swim Center for ADA compliance. STAFF RECOMMENDATION: Accept improvements and authorize the release of retention after 35 days if there arc no subcontractor claims. Acceptance of Improvements for Arnold Road, Central Parkway, Dublin Boulevard and Hacienda Drive, Paree! Map 72:t11 (Opus West Construction Corporation) (File # 600-60) This Parcel Map established 4 non-residential lots located generally between Hacienda Drive and Arnold Road and 1-580 and Crceksidc Business Park (on thc nomh). The required improvements have now been completed and it is appropriate to accept the public improvements for maintenance. STAFF KECOIVhMENDATION: Adopt R_~_~olution accepting improvements and approving traffic control devices installed. 4.7 Approval of Fin~! Maps and Tract Improvement Agreements for Tracts 71~9 and 7140, Areas A.4 and A-5 of Dublin l~neh (Toll CA II, LP), Acceptance of In-Lieu Parkl:md Fees and Author~zatien to Use Impact Fee Credit Transfers and Landscaping Improvement Agreement for Tracts 71~7, 71118, 71119 and 7140 (File # These two tracts are located northeast of the new Fallon Road Extension in Dublin Ranch. Tract 7139 subdivides 18.9 acres into 54 single family lots and Tract 7140 subdivides t4.1 acres into 62 single family residential lots. STAFF RECOMMENDATION: Adopt ~ approving Final Tract Maps and Tract Improvement Agreements; adopt .Resolution for Acceptance of In-Lieu Parkland Dedication Fees and Credits; and adopt l~esoluiion approving Tract Improvement Agreement for Landscaping. 4.8 Civic Center HVAC (Heating, Vent~g and Air Conditioning) Replacement Project, Contract 011-14 - Change Orders (File # This item requests approval of four change orders which exceed the cumulative lhuit of change orders that can be approved by Staff. The total contract cost with change orders is within funds budgeted for th~s project. STAFF RECOMMENDATION: Approve Change Orders. 4.9 Proposed Memorandum of Agreement regarding Cost Sharing with the City of Livermore and Alameda County Flood Control & Water Conservation District Zone 7 for services provided by HJW Geospatial, Inc., and proposed Consulting Agreement with HJW Geospafial, Inc. (File # 600-600-30) The City Council will consider approving a Memorandum of Agreement with the City of Livermore and Alameda County Flood Control & Water Conservation District Zone 7 for cost sharing agreement for aerial photos and a contract agreement with HJW Geospatiat, Inc., to purchase aerial orthophotography. STAFF RECOMMENDATION: Adopt Resolufionts) approving Memorandum of Agreement and Consulting Agreement. 4.10 Award of Bid - Contract 03-06, 2002-03 Annual Street Overlay Project (File # 600-35) This project will repair failed pavement areas and overlay various City streets with 1 ½' of asphalt concrete. Eleven bids were received. STAFF RECOMMENDATION: Adopt Resolutio~n awarding contract to Top Grade Construction ($386,860.70). 4.11 Fee Adjustments to existing Consultant Agreements for overflow services in the Community Development Department (File # 600-30) Staff is recommending fee adjustments to existing consultant agreements with: Stevenson, Porto & Pierce, Inc., Cannon Design Group, Jerry Haag and Associates, David Babcock and Associates, Deborah Ungo-McCormick, LSA Associates, Inc., Jeffrey F. Gamboni Landscape Architect, Jim Hemmann Associates Landscape Architects, Paul Niemuth Associates, and Wolfe-Mason Associates, STAFF RECOMMENDATION: Adopt Resolution approving Fee Amendment Agreements. 4.12 Warrant Register ($4,295,726.77) dated May 6, 2003 (File # 300-40) STAFF RECOMMENDATION: Approve 5. WRITTEN COM~ICATIO,N,S - None 6. PUBLIC .HEARING 6.1 Dublin Transit Center Master Development Agreement PA 00-013 (File # 600-30) This is the second reading of an Ordinance approving a Master Development Agreement between the City of Dublin and Alameda County Surplus Property Authority for the Transit Center. STAFF RECOMMENDATION: Conduct Public Hearing; deliberate; waive reading and ADOPT Ordinance. 7. trNFINISHED,, US NES,,S 7.1 Award of Bid - Vffiage Parkway Improvements, Amador Valley Boulevard to Dublin Boulevard, Contract 03-01 (File # 600-35) This contract will enhance pedestrian movement at the Village Parkway/Lewis Avenue intersection by constructing sidewalk bulbouts and a pedestrian plaza. This contraet will also improve the median landscaping on Village Parkway between Amador Valley Boulevard and Dublin Boulevard as well as extend the northbound left turn lane on Village Parkway to accommodate additional vehicles. STAFF RECOMMENDATION: Approve $10,672 Budget transfer and adopt Resolution awarding bid to Granite Construction ($221,576). 7.2 America Supporting Americans Program and the City of Dublin's Proposed Adoption of Delta Company of the 2aa Battalion of the 502aa Infantry Regiment of the 101st A~rborne Division (File # 150-85) At the April 15, 2003 City Council meeting, the City Council gave direction to Staff to advertise for individuals to serve on the Citizen's Committee and to bring back a formal Resolution to adopt the 2aa Battalion of the 502"a Infantry Regiment of the 101~t Airborne Division. Four individuals have already volunteered to serve on the committee. STAFF RECOMMENDATION: Adopt ~; appoint individuals to serve on the Citizen's Committee; and direct Staffto present each member of the Airborne Division with a City key pin and other City of Dublin related materials. 7,3 Update on the Yellow Ribbon Project to Recognize the United States Armed Forces (File # 610-50) At its April t 5, 2003 meeting, the City Council approved a request from Dublin resident Millie Wasik to place yellow ribbons on the trees throughout Dublin while our Armed forces are serving overseas. Four hundred yellow ribbons were placed throughout Dublin on Sunday, April 27, 2003. STAFF RECOMMENDATION: Approve the removal of the ribbons in coordination with the "Tri- Valley Welcome Home Celebration of our United States Armed Forces" (estimated date August 2003). 7.4 Dublin Senior Center Design Development Presentation (File # 600-30) The City Council will receive a presentation of renderings, proposed elevations and materials options for the interior and exterior building finishes and colors for the proposed Senior Center project. STAFF RECOMMENDATION: Receive presentation and public comments, and approve preferred Design Development Package. 1 USlNESS Sablieense Agreement between the City of Dublln and the East Bay Regional Park District (EBRPD) relating.to a segment of the Iron Horse Regional Tr~ between Alamo Creek and the l)nbtin/Pleasanton BART Station (File # This agreement would transfer the maintenance and responsibility for the Iron Horse Trail and the trail shoulders to EBRPD between the Alamo Creek Channel at Park Sierra southerly to the eastern Dublin BART Station. STAFF RECOMMENDATION: Adopt Resolution approving Sublicense Agreement and First Amendment to the 1995 Sublicense Agreement to include the segment of the Iron Horse Trail owned by Zone 7 and built by Shea Homes. 8.2 Annual Contract Review - Crossing Guard Services (File # 600-30) The City Council will review a report on the annual performance of the City's Crossing Guard Services contractor, All City Management Services, Inc. STAFF RECOMMENDATION: Adopt Resolution and authorize City Manager to execute Amendment to Agreement with All City Management Services, Inc., for FY 2003-04. 8,3 Authorization to Solicit Bids - Contract 03-08, Alamo Creek Bike Path (Amador Valley Boulevard) to North City Limits (File # 600-35) This project will construct an asphalt concrete path along Alamo Creek between the north City limits (near the end of Crossridge Road) and Amador Valley Boulevard. STAFF RECO1VRvIENDATION: Authorize Staffto advertise for bids. 8,4 Consideration of Assembly Bill 1125 (Houston) re the Alameda County Flood Control & Water Conservation District (Zone 7) (File # 660-40) Mayor Loekhart has requested that the City Council consider a proposed modification to Assembly Bill 1125 relative to the Zone 7 Board of Directors. STAFF RECOMMENDATION: Provide Staffwith appropriate direction relative to AB 1 !25. 8.5 Designation of Two Conncilmembers as City Representatives to discuss compensation with City Attorney (File # 600-30) This item provides for the designation of two members of the City Council as the City's representatives to discuss te~ms of the City Attorney's contract, including compensation, with the City Attorney. The two members would report their recommendation to thc futl Council in open session following meetings with the City Attorney. STAFF RECOMMENDATION: Designate two members of the City Council to discuss compensation with the City Attorney. 9.
