3.2 Presentation by the Alameda County Health Care Services Agency regarding "Tri-Valley
Initiative to Expand Adolescent Health and Wellness Services" (File # 560-10)
This initiative is to improve access to and expand health and wellness services for adolescents
living in the Tri-Valley, Alameda County Supervisor Scott Haggerty is requesting
participation of the Cities of Dublin, Livermore and Pleasanton with Alameda County in the
TriNalley Adolescent Health Initiative,
STAFF RECOMMENDATION: Receive presentation; determine if Dublin should participate;
authorize Staff to advertise for interested youth participants.

4. CONSENT CALENDAR
Consent Calendar items are typically non-controversial in nature and are considered for approval by the City
Council with one single action. Members of the audience, Staff or the City Council who would like an item
removed from the Consent Calendar for purposes of public input may request the Mayor to remove the item.
4.1 Minutes of Special Meeting of April 5'\ Special Meeting of April 12'h, and Regular Meeting of
April 19, 2005
STAFF RECOMMENDATION: Approve
4.2 Used Oil Recycling and Household Hazardous Waste Grants (File # 850-50)
The Used Oil Recycling Grant is distributed on a non-competitive basis to all qualified local
Califomiajurisdictions based on population forthe implementation and maintenance of used
oil recycling programs, A Resolution has been prepared which authorizes the submittal of the
FY 2005-06 Used Oil Block Grant and other unspecified used oil and household hazardous
waste grant applications.
STAFF RECOMMENDATION: Adopt Resolution.
4.3 Murray Schoolhouse Exhibit Design Consultant Services Change Order (File # 600-30)
On March 1, 2005, the City entered into a contract with Vieira Designs to provide graphic
design and project management services for the Murray Schoolhouse Exhibit Restoration
project. The City would like to initiate a Change Order to the scope of work to provide
content development services for the project.
STAFF RECOMMENDATION: Approve Change Order # 1,
4.4 Improvement Agreement with the Lin Family aud Sierra Land Development Corporation
for Lockhart Street (Central Parkway to Gleason Drive) (File # 600-60)
As part ofthe infrastructure for Dublin Ranch, the Sierra Land Development Corporation has
been constructing various roadway improvements for the Lin Family. The hnprovement
Agreement with the Lins and Sierra Land Development Corporation will cover the
construction of Lockhart Street between Central Parkway and Gleason Drive. This section of
roadway will also form the western frontage of the future Fallon Sports Park.
STAFF RECOMMENDATION: Adopt Resolution,
4.5 Authorization to Solicit Bids for Contract 05-06, Striping and Marking Contract (File #
600-35)
This is a proposed 3-year contract for street striping and marking services. The cost of these
services is budgeted on aD annual basis in the Street Maintenance Operating Budget and is
proposed to be paid from Gas Tax funds.
STAFF RECOMMENDATION: Authorize Staff to solicit forbids.
4.6 City Treasurer's Investment Report for 31'<1 Quarter of FY 2004-05 (File # 320-30)
The City's investment portfolio totals $102,070,919 (market value). As of March 31, 2005,
funds were invested at an average yield of3.l29%.
STAFF RECOMMENDATION: Receive Report.
4.7 Acceptance of Donation to City (File # 150-70)
The Community Development Department has received a donation of used office furniture
from Dan Plute. The furniture will be used in the Building Inspectors' trailer.
STAFF RECOMMENDATION: Accept donation and direct Staff to prepare a formal
acknowledgement to the donor.
4.8 Financial Reports for the Month of March 2005 (File # 330-50)
STAFF RECOMMENDATION: Receive Reports.
4.9 Budget Change for the Dougherty Road Improvements - Houston Plaee to 1-580 Capital
Improvement Project (CIP) (File # 670-20)
This CIP project will widen Dougherty Road between 1-580 and Houston Place and improve
the intersection at Dublin BoulevardIDougherty Road. In order to acquire the necessary right-
of-way for this project, a budget change is required to cover appraisals that were higher than
previously anticipated.
STAFF RECOMMENDA nON: Approve budget change in the amount of $2,244,800.
4.10 Warrant Register ($1,607,863.71) dated May 3, 2005 (File # 300-40)
STAFF RECOMMENDATION: Approve

6. PUBLIC HEARING
6.1 Appeal of Planning Commission Approval of a Conditional Use Permit (CUP) for the
Cuellar Garage Conversion for the Property at 7697 Canterbury Lane PA 04-036
(File # 410-30)
The City Council will hear an appeal of the decision made by the Dublin Planning
Commission on March 22, 2005, approving a CUP to convert the garage to residential living
space at 7697 Canterbury Lane.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; adopt appropriate
Resolution: I) Resolution denying the appeal and affirming the Planning Commission's decision
of March 22, 2005, approving the CUP to convert the garage to residential living space; 2)
Resolution with modifications or additional conditions of approval, to the resolution denying the
appeal and affirming the Planning Commission's decision of March 22, 2005, approving the
CUP; or 3) Resolution reversing the Planning Commission's decision of March 22, 2005,
thereby denying the CUP,
6.2 Condominium Conversion Ordinance PA 04-044 (File # 430-20)
This is the second reading of an Ordinance which would regulate the conversion of existing
residential apartment units held in single ownership to for-sale condominiums,
STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive the reading and
ADOPT Ordinance.
6.3 Quarry Lane School- Dr. Sabri Arac - Development Agreement P A 99-064 (File # 600-60)
This Ordinance would approve a Development Agreement (DA) between the City of Dublin
and Dr. Sabri Arac for the expansion of the Quarry Lane School at 6363 Tassajara Road. The
DA proposed for approval will serve to implement the conditions of approval, physical
improvements and other requirements for the project.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive the reading and
INTRODUCE the Ordinance.
6.4 Adoption of Rates for Garbage Collection, Disposal and Recycling Services provided by
Amador Valley Industries (A VI) and Establishing the 2005-06 Annual Assessment
(File # 810-30)
The agreement betwcen the City and A VI requires the City to adopt a rate schedule, which is
estimated to produce a specified revenue amount as identified in the Agreement. The City has
also adopted an Ordinance, which requires all parcels in the City to subscribe to weekly
minimum garbage service. For residential properties that are serviced with individual
containers, the City collects the armual cost of minimum service with the property tax bill.
The Council will consider adopting 2 separate resolutions establishing the garbage rates
effective July I, 2005 and establishing the FY 2005-06 refuse related property tax assessment.
STAFF RECOMMENDATION: Conduct public hearing; determine number of any written
protests received for the record; deliberate; adopt Resolution(s) if written protests are
insufficient.
6.5 Nonresidential Development Affordable Houslug Impact Fee Ordinance and Revised Fee
Resolution PA 01-039 (File # 430-80/390-20)
On April 19, 2005, the City Council waived the reading and introduced an Ordinance Adding
Chapter 7.86 ofthe Dublin Municipal Code Establishing a Nonresidential Development
Affordable Housing Impact Fee Ordinance. In addition, the City Council directed Staff to revise
the Fee Resolution to exempt both pipeline projects and projects 0£20,000 square feet or less_
The item before the City Council is the second reading and adoption of the Ordinance and
consideration ofthe revised Fee Resolution,
STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive reading and adopt
Ordinance; and adopt Resolution.

8. NEW BUSINESS
8.1 San Ramon Village Plaza Development - Public Art (File # 900-50)
The City Council has required the developer of the San Ramon Village Plaza project to
include a public art element as a condition of construction. The developer has selected artist
Rachel Davis to create the artwork for the project. The Heritage & Cultural Arts Commission
recommends approval of the artwork by the City Council.
STAFF RECOMMENDATION: Approve artwork - OR - provide alternate direction.
8.2 Agreement with Alameda County for Purchase of Fuel (File # 600-40)
This agreement would allow the City to fuel City-owned vehicles at any Alameda County
fueling station. It is proposed to discontinue operation of the on-site fueling station at the
Civic Center as a cost-saving meaSUTe.
STAFF RECOMMEND A nON: Adopt Resolution approving Agreement.
8.3 Grand Opening of the New Dublin Senior Center (File # 240-10)
Planning is underway for the Grand Opening ofthe new Dublin Senior Center. Although a
specific date has not been established for the opening, it is estimated that the opening will
occur during summer 2005. The Council will consider the proposal to celebrate the opening,
including a Gala Dinner Event and a Community Open House.
STAFF RECOMMENDATION: Provide input on the preliminary event plans and direct Staff to
move forward with planning.
