At this time, the public is permitted to address the City Council on non-agendized items. Please step to the podium and clearly state your name
for the record. COMMENTS SHOULD NOT EXCEED THREE /31 MINUTES. In accordance with State Law, no action or discussion may take
place on any item not appearing on the posted agenda. The Council may respond to statements made or questions asked, or may request
Staff to report back at a future meeting concerning the matter. Any member of the public may contact the City Clerk's Cfifice related to the
proper procedure to place an item on a future City Council agenda. The exceptions under which the City Council MAY discuss and/or take
action on items not appearing on the agenda are contained in Government Code Section 54954.2(b)(1)(2)(3).
4. CONSENT CALENDAR
Consent Calendar items are typically non-controversial in nature and are considered for approval by the City Council with one single action. Members
of the audience, Staff or the City Council who would like an item removed from the Consent Calendar for purposes of public input may request the
Mayor to remove the item.
4.1 Minutes -None
4.2 Disposal of Surplus Property (350-40)
The City Council will consider declaring certain items surplus property and authorizing Staff
to send the items to a professional auction company for auction.
STAFF RECOMMENDATION: Adopt Resolution Declaring Certain Items as Surplus
Property; and authorize the transfer of these items to a professional auctio'h company for sale.
4.3 Green Building Ordinance (530-10)
The City Council will consider adopting a Green Building Ordinance. This is the second
reading of this ordinance.
STAFF RECOMMENDATION: Waive reading and adopt Ordinance Adding Chapter 7.94 to
the Dublin Municipal Code relating to Green Building.

4.4 Request to Waive Competitive Bid Process and Authorize Staff to Purchase Specialized
Police Motorcycles Directly from Vendor (350-20)
The City Council will consider waiving the competitive bid process pursuant to Dublin
Municipal Code §2.36.050(a)(11) (as amended) and authorize Staff to purchase three (3)
replacement Harley Davidson FHLP Road Kings directly from lowest cost vendor. Adequate
funding exists in the Internal Service Fund for purchase of these replacement motorcycles. To
adopt the proposed resolution, the City Council must approve it by a four-fifths (4/5) vote.
STAFF RECOMMENDATION: Adopt Resolution Waiving the Competitive Bid Process and
Authorizing Staff to Purchase Specialized Police Motorcycles Directly from Vendor.
4.5 Appropriation of Funds for Maintenance Yard Facility Improvements (Project 93571)
(230-30)
The City Council will consider the appropriation of $94,000 in order to proceed with the
design of improvements at 5777 Scarlett Court, which was recently acquired to serve as a City
Maintenance Facility. The entire improvement project is estimated to cost $844,625 and the
costs will be incurred over two fiscal years. It is expected that the bidding and construction of
the improvements will occur in Fiscal Year 2009-2010.
STAFF RECOMMENDATION: Adopt Resolution Amending the Adopted 2008-2013 Five-
Year Capital Improvement Program to Add a New Project -Maintenance Yard Facility
Improvements Project 93571; and approve budget change for the estimated Fiscal Year 2008-
2009 project expenditures.
4.6 Adoption of Ordinance Temporarily Suspending Public Art Requirement for Residential
Projects as an Economic Stimulus Measure (450-20)
The City Council will consider adopting an ordinance temporarily suspending the Public Art
requirement identified in the Public Art Ordinance for Residential Developments, for a two
year period, as an economic measure to encourage residential construction during the current
economic downturn. This is the second reading of this ordinance.
STAFF RECOMMENDATION: Waive reading and adopt Ordinance Temporarily Suspending
the Provisions of Section 8.58.OSO.A and 8.58.OSO.D of the Dublin Municipal Code relating to
Public Art Contribution Requirements for Residential Projects in Excess of 20 Units.
4.7 Warrant Register ($899,841.55) dated Apri121, 2009 (300-40)
STAFF RECOMMENDATION: Review and authorize the issuance of payments.

6. PUBLIC HEARINGS
6.1 Resolutions Revising the Public Facilities Fee, the Fire Facilities Impact Fee the Downtown
Traffic Impact Fee to Include Second Units as a Separate Category of Residential
Development and Establishing a Fee for Second Units for Each Fee (390-20)
The City Council will consider revisions to the Public Facilities Fee (PFF), Fire Facilities Fee
(FFF), and the Downtown Traffic Improvement Fee (DTIF) to include Second Units as a
separate category of residential development and to establish a fee for second units for each
fee.
STAFF RECOMMENDATION: Conduct public hearing; deliberate and adopt Resolution
Revising the Public Facilities Fee to Include Second Units as a Separate Category of Residential
Development and Establishing a Fee for Second Units; adopt Resolution Revising the Fire
Facilities Impact Fee to Include Second Units as a Separate Category of Residential
Development and Establishing a Fee for Second Units; and adopt Resolution Revising the
Downtown Traffic Impact Fee to Include Second Units as a Separate Category of Residential
Development and Establishing a Fee for Second Units.

7. UNFINISHED BUSINESS
7.1 Status of Comprehensive Update to Dublin Municipal Code and Zoning Ordinance
(660-60)
At its March 22, 2006 Goals and Objectives meeting, the City Council approved with high
priority the comprehensive update of the Dublin Municipal Code (DMC or Code). The
purpose of this report is to apprise the City Council of the current status of the update.
STAFF RECOMMENDATION: Receive the presentation and provide Staff direction on the
update.
8. NEW BUSINESS
8.1 Senior Center Webpage Conceptual Plan (240-10)
The City Council will receive a presentation on the plans to update the Senior Center webpage
on the City's website. The new webpage will be utilized to expand electronic promotions of
the programs at the Senior Center.
STAFF RECOMMENDATION: Receive report and approve the conceptual webpage layout or
provide direction on modifications.
8.2 Proposed Community Development Block Grant Rating Criteria (480-20)
The City Council will consider a Community Development Block Grant (CDBG) Rating
Criteria.
STAFF RECOMMENDATION: Receive Staff presentation and approve the CDBG Rating
Sheet.
8.3 Residential Evening Inspection Program (440-10)
The City Council will review the results of a Residential Evening Inspection Program.
STAFF RECOMMENDATION: Receive Staff presentation and direct Staff to continue to offer
Tuesday evening inspections.
9. OTHER BUSINESS
9.1 Brief INFORMATION ONLY reports from Council and/or Staff, including Committee
Reports and Reports by Council related to Meetings Attended at City Expense (AB 1234).
