PLEDGE OF ALLEGIANCE 'ill THE FLAG 3. ORAL COMMUNICATIONS At this time, members of the audience are permitted to address the City Council on any item which is not on the City Council Agenda. Corrments should not exceed 5 minutes. If any person feels that this is not sufficient time to address their concern, that person should arrange with the City Manager to have their particular concern placed on the agenda for a future meeting. 4 . CONSENT CALENDAR Consent Calendar items are typically of a non-controversial nature and are considered for approval by the City Council with one single action. Members of the audience who vvould like an item removed from the consent calendar for purpose of public input may request the City Council to remove the item fram the consent calendar. The request may be made at the time that the Mayor asks the audience members if there is anyone interested in removing an item fram the Consent Calendar. 4.1 Minutes of Adjourned Regular M2eting of March 13, 1986 & Regular M2eting of March 24, 1986 STAFF RECOMMENDATION: Approve 4.2 City Treasurer's Investment Report for Period Ending March 31, 1986 STAFF RECOMMENDATION: Approve 4.3 Grant of Easement - Tract 4719 Open Space This action will grant to Zone 7 an access easement along an existing paved road in the City's open space parcel in the Dougherty Hills. STAFF RECOMMENDATION: Adopt resolution to grant easement. 4.4 Dougherty Road Right-of-Way Parks RFTA This item will approve revisions to the City's previous request to the U. S. Army for an easement for Dougherty Road widening. It will also cornni t the City to various items. STAFF RECOMMENDATION: Authorize Staff to make revised request to Parks RFTA. 4.5 Approval of Contract, City Hall Project, Landscape Design for Sports Grounds In order to extend Sierra Court into the proposed City Hall site, it is necessary to exchange properties associated with the Dublin Sports Grounds and redesign some of the fields. Approval of this contract will authorize Callander Associates to perform this necessary landscape and irrigation design vvork. STAFF RECOMMENDATION: Approve agreement with Callander Associates for landscape design services. 4.6 Award of Bid - 1986 Sidewalk Repair Program & Arroyo Vista Sidewalk Connections The City received 4 bids on the 1986 Sidewalk Repair program. The low bidder is P & W & S & W Construction, Inc., a Joint Venture with a bid of $33,558.89. STAFF RECOMMENDATION: Award bid to P & W & S & W Construction, Inc. and authorize Mayor to execute agreement. 4.7 Claim submitted April 1, 1986 on behalf of Kevin Peacock This claim alleges wrongful detention and arrest of Kevin Peacock. The claimant requests $30,000 in damages as a result of loss of freedom, defamation and severe emotional distress. STAFF RECOMMENDATION: Deny claim and direct Staff to notify claimant and insurance carrier. 4.8 PA85-035.4, .5 & .6 Hatfield Development Corporation Investec, Inc., LAFCO Annexation Applications LAFCO is requiring 3 separate annexation applications for the Hatfield/Investec annexation. Two resolutions relating to this annexation must be amended to reference the 3 applications. STAFF RECOMMENDATION: Adopt resolutions 4.9 Earthquake Preparedness week, April 14-19, 1986 The Sheriff's Department of Alameda County has requested that the City of Dublin, in cooperation with the Governor's Office of Emergency Services, adopt a resolution proclaiming the week of April 14-19, 1986 as Earthquake Preparedness Week and urge all residents to learn what to do before, during and after an earthquake to prevent injuries, loss of life and property damage. The City will provide appropriate earthquake safety information to residents during this special week and throughout the year. STAFF RECOMMENDATION: Adopt Resolution 4.10 Request for Banner Installation - Dublin Chamber of Corrmerce - Dublin Pride week The Chamber of Commerce is requesting permission to install a banner on the Shannon Center fence during Dublin Pride Week, April 20-26, 1986. STAFF RECOMMENDATION: Approve installation of banner, consistent with City policy 4.11 Establishment of Internal Service Fund - Equipment Replacement In order to show the true year-to-year cost of operation, an Internal Service Fund needs to be established to account for the operation and replacement of rrotorized and major office equipment. This Internal Service Fund will be included in the Fiscal Year 1986-87 Budget. STAFF RECOMMENDATION: Authorize establishment of Internal Service Fund to be included in the 1986-87 Budget. 4.12 Camp Parks Annexation Consultant Services Alameda County and City of Dublin representatives have met to negotiate a property tax exchange agreement in order that the Camp Parks Annexation Application could be processed by LAFCO. Both the County and the City agree that it would be beneficial to hire an outside consultant to develop a cost sharing formula with respect to the Santa Rita property portion of the Camp Parks Annexation. Mr. John Heiss of Hughes, Heiss & Associates is being recorrmended to perform this service. STAFF RECOMMENDATION: Authorize Staff to secure the services of Hughes, Heiss & Associates. 4.13 Warrant Register dated April 14, 1986 STAFF RECOMMENDATION: Approve 5. WRITTEN COMMUNICATIONS 5.1 Letter from Tri-Valley Wastewater Authority dated March 25, 1986 The City has received a letter from Mr. Robert Whitley on behalf of the Tri- Valley Wastewater Authority. This Authority was formed in March, 1986 by a Joint Powers Agreement between the County of Alameda, DSRSD and the City of Pleasanton. The Authority has invited the City of Dublin to participate and designate a representative on the Environmental Review Advisory Cornnittee to assist the Authority in the environmental review process. STAFF RECOMMENDATION: Designate a representative from the City to sit on the Tri-Valley Wastewater Authority Environmental Review Advisory Corrmittee 5.2 Letter fram Dublin San Rarron Services District to provide free trash service and a proposed agreement to provide refuse service to the Camp Parks area Dublin San Rarron Services District Board of Directors has requested that the City of Dublin administer the garbage franchise in the Camp Parks area. The City has already submitted an application to LAFCO to bring this area under the jurisdiction of the City. DSRSD has also requested that the City continue arrangements with Oakland Scavenger Company to provide collection at District facilities at no charge. STAFF RECOMMENDATION: Approve and authorize Mayor to execute Agreement and provide direction to Staff on continued service to DSRSD facilities at no cost. 5.3 Letter from Ms. Debra Hunt, Tenant Corrmissioner, Pleasanton Housing Authority The City has received a letter fram Ms. Debra Hunt, the Pleasanton Housing Authority Tenant Corrmissioner, who resides at Arroyo Vista, expressing concern over action taken by the Dublin Housing Authority to select Alameda County Housing Authority to manage Arroyo Vista. STAFF RECOMMENDATION: Determine whether special meetings of the Dublin Housing Authority should be conducted prior to the completion of the HUD approval process. 5.4 Letter from Dublin San Rarron Services District regarding various park construction and maintenance issues The City is in receipt of a letter dated March 21, 1986 fram the DSRSD Board of Directors requesting that the City consider a proposal regarding various park construction and maintenance issues. STAFF RECOMMENDATION: 1) Defer consideration of the Shannon COITmuni ty Center park maintenance until the entire issue of service and revenue transfer fram the District and the City can be negotiated; 2) Agree to accept responsibility for field scheduling effective July 1, 1986; 3) Agree to accept DSRSD,s proposal regarding the land swap; 4) Agree to accept DSRSD' s proposal regarding the Shannon deck replacement and other capital improvements, provided the City concurs with DSRSD's design standards. 6. PUBLIC HEARING 6.1 PA85-041.1 & .2 Villages at Alarro Creek - Rafanelli & Nahas Planned Development (PD) Rezoning and Subdivision Map (Tentative Map 5511) On March 24, 1986, the City Council adopted a resolution approving the Villages At Alarro Creek Rezoning. The City Council introduced an ordinance amending the Zoning Ordinance. The proj ect involves the rezoning of approximately 135 + acres for the planned future development of up to 1,165 dwelling units. - STAFF RECOMMENDATION: Open public hearing; hear presentation and testirrony; pose questions; close public hearing; deliberate ; waive reading and adopt ordinance. 6.2 Ordinance Prohibiting Cruising As a result of Dublin's third organized cruise within the last 5 rronths, an ordinance has been drafted which vvould prohibit cruising by allowing police to cite cruisers after they pass a control point twice within two hours time in a congested traffic situation. STAFF RECOMMENDATION: Open public hearing; receive Staff report and public testirrony; close public hearing; deliberate, waive reading and adopt ordinance on an urgency basis. 6.3 Variance to Building Code - Kaufman & Broad of Northern California, Inc. Kaufman & Broad has requested a variance to Section 1709 (a) of the Uniform Building Code to allow the omission of a 30" parapet wall if the underside of the roof is fire protected for a distance of 5' perpendicular to the wall. STAFF RECOMMENDATION: Open public hearing; receive Staff report and public testirrony; close public hearing; deliberate, waive reading and adopt resolution granting variance. 6.4 PA86-0l8 Moret - Request for Authorization of San Rarron Road Specific Plan Amendment Study for a 1.4+ acre property identified as 7436 San Rarron Road This item is a request for authorization of a Specific Plan Amendment Study to allow consideration of office developments in excess of the aIrOunt provided for in the Plan in Area 3 of the San Rarron Road Specific Plan Area. STAFF RECOMMENDATION: Open public hearing; take testimony; question Staff, Applicant and Public; close public hearing; deliberate; by minute order, deny the requested Specific Plan Amendment Study OR authorize the requested Specific Plan Amendment Study. 6 . 5 Sign Ordinance The Planning Corrmission and Staff have prepared a draft sign ordinance which makes comprehensive revisions to the City's existing sign ordinance. STAFF RECOMMENDATION: Open public hearing & hear Staf presentation; take testirrony from public; question Staf & public; close public hearing & deliberate; Direct Staff to make revisions and continue the public hearing OR adopt resolution, waive reading and introduce ordinance amending zoning ordinance. 7 . UNFINISHED BUSINESS 7.1 Tri-Valley Citizens' Corrmittee On March 24, 1986, the City Council decided it would appoint 1) the Dublin Citizen Member and 2) an At-Large Member to the Tri-Valley Citizens' Corrmittee at the April 14, 1986 meeting. STAFF RECOMMENDATION: Appoint Dublin Citizen Member and At-Large Member. 8. NEW BUSINESS 8.1 Amador Lakes Mini-Park The developer of Tract 5180 (Amador Lakes) was required to dedicate Lot 153 (approximately 3/4 acre) as a park and spend $75,000 towards development of the park. In addition, the Council appropriated $40,000 in Park Dedication Fees towards development of the park. The final park design has been submitted by Gates & Associates for Council review. STAFF RECOMMENDATION: Consider revised park design. 8.2 East Dougherty Hills Park Design The review process for the preliminary design of the east Dougherty Hills Park has been completed. The Park & Recreation Corrmission has recommended the attached design. Phil Singer of Singer & Hodges will be present at the Council meeting to explain the specifics of the design recommended by the Corrmission. STAFF RECOMMENDATION: 1) Hear presentation from Singer & Hodges; 2) Consider park design alternatives; 3) Direct Staff to take necessary steps to implement City Council's adopted park design. 8.3 Mandated District Elections - AB 4303 (Molina) This bill, pending in the State Assembly requires all cities, school boards and special districts to elect their governing bodies by districts. STAFF RECOMMENDATION: Consider 9 . OTHER BUSINESS 9.1 Oral report from City Engineer on proposed 1/29 Gas Tax Ballot M2asure 10.
