At this time, members of the audience are permitted to address the City Council on any item which is NOT on the City
Counci l Agenda. Conments should not exceed 5 minutes. If any person feels that this is not sufficient time to
address their concern, that person should arrange with the City Clerk to have their particular concern placed on the
agenda for a future meeting. The City Council CANNOT deliberate or take action on a non-agenda item UNLESS there is
factual evidence presented to the Counci l indicating that the subject brought up falls into one of the exceptions
under Government Code Section 54954.2.
4. CONSENT CALENDAR
Consent Calendar items are typically of a non-controversial nature and are considered for approval by the City Council
with one single action. Members of the audience who would like an item removed from the Consent Calendar for purpose
of public input may request the City Council to remove the item. The request may be made at the time that the Mayor
asks the audience members if there is anyone interested in removing an item from the Consent Calendar.
4.1 Minutes: Regular Meeting of March 23, 1992
STAFF RECOMMENDATION: Approve
4.2 Authorization to Prepare Engineer's Report for Street Lighting
Maintenance Assessment District 83-1
This assessment district funds street lighting energy and
maintenance costs throughout the City.
STAFF RECOMMENDATION: Adopt Resolution.
4.3 Authorization to Prepare Engineer's Report for Tract 4719
Landscaping and Lighting Maintenance Assessment District 83-2
This assessment district provides for maintenance of
landscaping improvements along Stagecoach Road and on the
interior slopes of Tract 4719.
STAFF RECOMMENDATION: Adopt Resolution.
4.4 Authorization to Prepare Engineer's Report for Tract 5511
Landscaping and Lighting Maintenance Assessment District 86-1
This assessment district maintains landscaping improvements
associated with the Villages at willow Creek development.
STAFF RECOMMENDATION: Adopt Resolution.
4.5 Award of Purchase Order - Infield Soil Mix for 90' Diamond at
Murray School - Project No. 90-05
The City and Dublin Little League are involved in a project
to construct a 90' baseball diamond at Murray School. The
City is providing certain materials, including infield soil
mix, for the project. The low bid received, $9,093, is
within funds budgeted for the material.
STAFF RECOMMENDATION: Adopt Resolution awarding purchase
order to C. L. Smith Trucking Co.
4.6 Award of Bid - Contract 92-03, Dublin Boulevard Bridge Deck
Repair, Phase I
This is a maintenance project to seal cracks in the
concrete deck surface of the Alamo Creek Bridge at Dublin
Boulevard. The sealer will provide additional life to the
deck surface and protect the imbedded reinforcing bars from
corrosion. Five bids were received for this work.
STAFF RECOMMENDATION: Adopt Resolution awarding bid to
American Grouting ($12,127), and authorize Mayor to execute
agreement.
4.7 Authorization to Solicit Bids for the Annual Slurry Seal
Program, Contract 92-08
This annual program places about 1/4" of a sand and paving
oil mixture on various City streets for maintenance
purposes. This slurry seal replaces the wearing surface of
the streets and seals cracks to keep rainwater from
entering the street base material.
STAFF RECOMMENDATION: Authorize Staff to advertise for bids.
4.8 Agreement with BSK & Associates for Engineering Services to
Conduct Soils and Construction Materials Testing and
Observation for Dublin Boulevard Extension from Dougherty Road
to Tassajara Road
The Dublin Boulevard Extension projects, Dougherty Road to
Tassajara Road are to be constructed between April and
December, 1992. Soil and roadway compaction and material
testing are needed for control of the work. City staff do
not have these skills, and these services are contracted to
consulting soils engineering firms.
STAFF RECOMMENDATION: Adopt Resolution.

5. WRITTEN COMMUNICATION
5.1 Robert Jean Art Company Request for Outdoor Display and Sale
of Merchandise
Robert Jean Art Company is requesting the City Council to
consider permitting the outdoor display and sale of
merchandise for businesses located in the City of Dublin.
STAFF RECOMMENDATION: Consider request.
5.2 Request Related to the Tri-Valley Affordable Housing Committee
Concept
Pleasanton Mayor Mercer is requesting that the City of
Dublin forward a recommendation to the Tri-Valley Joint
Council in favor of the reorganization of the Tri-Valley
Affordable Housing Committee into a Committee of the Tri-
Valley Joint Council and requesting appointment of official
representatives to that Committee.
STAFF RECOMMENDATION: Consider request and either take no
action, or appoint official representative, alternate
representative and Staff representative and authorize Mayor to
sign a letter to the Tri-Valley Joint Council members
notifying them of the decision.
6. PUBLIC HEARING
6.1 Request for stop Signs @ Intersection of York & Maple Drives
City Staff received a request from a resident that stop
signs be installed on York Drive at the intersection of
Maple Drive. After conducting a stop sign warrant study,
Staff recommends that the stop signs be installed.
STAFF RECOMMENDATION: Conduct public hearing; deliberate;
adopt Resolution.
6.2 Revisions to Ordinance Relating to Alarm Systems
An amendment is being proposed to the City's existing Alarm
Systems Ordinance related to false alarms. The modifica-
tions would educate alarm users and agents/businesses to
the problems associated with response to false alarms and
to ensure that false alarms are dramatically reduced. The
Ordinance also has provisions for establishing fines to
businesses and residents not correcting faulty alarms.
STAFF RECOMMENDATION: Conduct public hearing; deliberate;
waive reading and INTRODUCE Ordinance.

8. NEW BUSINESS
8.1 Review of Draft site Development Review Guidelines
site Development Review Guidelines are intended to provide
Staff and Applicants with general design direction for use
in the review of development proposals. The Guidelines
will help to implement the goals and objectives of the
General Plan, together with the Zoning Ordinance and other
City Ordinances and policies.
STAFF RECOMMENDATION: Review and provide input regarding the
Guidelines and direct Staff to bring item back to a future
meeting for adoption.
8.2 Job Training Partnership Act (JTPA) Organizational Structure
Cm. Moffatt has been meeting with elected officials
throughout the County regarding a role for cities in
reviewing the County JTPA programs. A proposed structure
has been presented for consideration by the City.
STAFF RECOMMENDATION: Consider the concepts being discussed
by the Private Industry Council and provide appropriate
direction to Cm. Moffatt.
