A complete packet of information containing all Staff Reports and exhibits related
to each agenda item is available for public information and perusal several days
prior to a Council meeting at the Dublin Library and also in the City Clerk's
Office at the civic Center.

At this time, members of the audience are permitted to address the City Council on any item which is NOT on the City
Counci l Agenda. Comments should not exceed 5 MINUTES. If any person feels that this is not sufficient time to
address their concern, that person should arrange with the City Clerk to have their particular concern placed on the
agenda for a future meeting. The City Council CANNOT deliberate or take action on a non-agenda item UNLESS there is
factual evidence presented to the Counci l indicating that the subject brought up falls into one of the exceptions
under Government Code Section 54954.2.
4. CONSENT CALENDAR
Consent calendar items are typically of a non-controversial nature and are considered for approval by the City Council
with one single action. Members of the audience who would like an item removed from the Consent Calendar for purpose
of public input may request the City Council to remove the item. The request may be made at the time that the Mayor
asks the audience members if there is anyone interested in removing an item from the Consent Calendar.
4.1 Minutes: Joint Planning Commission/City Council West Dublin

STAFF RECOMMENDATION: Approve
4&2 Tri-Valley Community Television (CTV) six Month Progress
Report
The approved Fiscal Year 1990-91 Budget included an
appropriation of $46,000 for the Tri-Valley Community
Television Corporation (CTV), with funding to be released
in 2 installments. The City Council has an established
process of reviewing the accomplishments during the first 6
months. Upon satisfactory review of CTV performance, the
second installment is issued. CTV produces and broadcasts
local programming on Channel 30.
STAFF RECOMMENDATION: Review performance of CTV and authorize
final payment of Fiscal Year 1990-91 funding.
4.3 Request for Proposal for City Audit Services
The City'S Audit Committee has recommended that the City
Council authorize the issuance of an RFP for a new City
Auditing Firm in order to obtain a fresh independent
opinion of the City'S financial records for the next 4 year
period. Maze and Associates have provided audit services
to the City for the past 5 years.
STAFF RECOMMENDATION: Authorize Staff to issue RFP for Audit
Services.
4.4 City Treasurer's Investment Report for PIE March 31, 1991
STAFF RECOMMENDATION: Accept Report.
4.5 Status Report on Drought Restrictions
This report provides an update of actions taken by the
Dublin San Ramon Services District as a result of proposed
water rationing by DSRSD.
STAFF RECOMMENDATION: Receive Report.
4.6 Finance Report for Period Ending March 31f 1991
STAFF RECOMMENDATION: Accept Report.
4.7 Warrant Register Dated April 8, 1991
STAFF RECOMMENDATION: Approve.
5~ WRITTEN COMMUNICATION - None
6. PUBLIC HEARING
6.1 Chevron Conditional Use Permit and site Development Review at
5933 Dougherty Road, PA 90-066
This proposal is for the construction and operation of a
24-hour service station and drive through car wash with 12
self-service fueling positions and a food mart. The
Applicant is requesting a continuance to the April 22, 1991
City Council meeting. staff is recommending a continuance
to a date uncertain.
STAFF RECOMMENDATION: Conduct public hearing; continue to a
future unspecified date.
7. UNFINISHED BUSINESS
7.1 Consideration of Filing a Notice of Dispute with Alameda
County on Jail Booking Fees
State Law allows the County to withhold revenues from the
City, in the event that the City owes the County for
certain invoices. The law requires certain noticing and
waiting procedures. Alameda County is attempting to
collect Jail Booking Fees pursuant to this law. The city
is entitled to file a Notice of Dispute over the invoice.
In the event that the City does not prevail in the dispute,
State Law requires the payment of interest at 10% per year.
STAFF RECOMMENDATION: Consider issuing a Notice of Dispute
pursuant to Government Code section 907, and if appropriate,
direct City Manager to execute and transmit Notice.
7.2 Tri-Valley Welcome Home Celebration
Councilmember Jeffery serves on a planning committee which
has scheduled events welcoming home troops on Saturday, May
18th (Armed Forces Day). Plans are for a parade, followed
by a picnic, ceremonies and entertainment in the Hacienda
Business Park in Pleasanton. The Committee is recommending
that each City purchase and fly a similar banner which
would be 3' x 20' with the wording, "Dublin Welcomes Home
Town Heroes - Parade, Picnic, Celebration - May 18, 1991,
11:00 a.m., Hacienda Business Park". The Council will
discuss the purchase and location of display for this
banner.
STAFF RECOMMENDATION: Approve location of Welcome Home
banner; and approve a $1,000 budget transfer from the
Contingent Reserve to the City Council's Community Promotion
Account.
8. NEW BUSINESS
8.1 Alameda County Congestion Management Program
It is proposed that the city Council consider ]olning a
Joint Powers Agency consisting of Alameda County and all
Alameda County cities which would have responsibility for
developing, adopting and implementing a Congestion
Management Program as required by Proposition 111. This
program will have the potential for setting standards for
major highway systems through the City which could
ultimately influence land use decisions within the City of
Dublin. The City's participation in this program is
required if the City wishes to see those new gas tax funds
authorized under Proposition 111.
STAFF RECOMMENDATION: Adopt Resolution approving JPA and
authorize Mayor to execute agreement.
