3. ORAL COMMUNICATIONS
At this time, members of the audience are permitted to address the City Council on any item
which is not on the City Council Agenda. Comments should not exceed 5 minutes. If any
person feels that this is not sufficient time to address their concern, that person should
arrange with the City Manager to have their particular concern placed on the agenda for a
future meeting.

4. CONSENT CALENDAR
Consent Calendar items are typically of a non-controversial nature and are considered for
approval by the City Council with one single action.
Members of the audience who would like an item removed from the consent calendar for
purpose of public input may request the City Council to remove the item from the consent
calendar. The request may be made at the time that the Mayor asks the audience members if
there is anyone interested in removing an item from the Consent Calendar.

4.4 Award of Bid - Contract #85-2, Landscaping & Irrigation Dublin Boulevard, Amador
Valley Boulevard and Village Parkway
This project will provide street trees, shrubs, ground cover and irrigation on the
three streets. Three bids were received and opened on April 2, 1985.
STAFF RECOMMENDATION: Award Bid to Valleycrest Landscaping at the bid price of
$370,736
4.5 San Ramon Road Underground Utility District No.1
The plans for the construction of the undergrounding of utilities on San Ramon
Road are behind schedule. This necessitates that modifications be made to the
mandatory dates of undergrounding set by Resolution No. 124-84.
STAFF RECOMMENDATION: Adopt Resolution modifying Resolution No. 124-84, which
extends the time schedule to June 14 and June 30, 1985
4.6 Claim of Dennis L. Herrington
Dennis L. Herrington has filed a claim against the City alleging false arrest.
The claim is in the amount of $10,000.
STAFF RECOMVIENDATION: Deny claim and notify insurance carrier and claimant.
4.7 Acceptance of Storm Drain Easement Deed - Parcel Map 2817
This storm drain easement is located at the rear of a Dougherty Road parcel which
is opposite Sierra Lane. The easement is for the installation and maintenance of
a 48" storm drain to be installed by the developers of the adjacent tracts.
STAFF RECOMMENDATION: Adopt Resolution to accept easement
4.8 Agreement with City of San Ramon for Maintenance of Landscaping on Stagecoach Road
The approvals of Tract 4719 (Dougherty Hills-Single Family) and Amador Lakes
require the developers to maintain landscaping along Stagecoach Road. The devel-
oper will initially finance these costs through an assessment district. Due to
the fact that a portion of Stagecoach Road is in San Ramon, it is proposed that
the Dublin assessment district maintain the landscaping as required in the condi-
tions of approval. The agreement would cease to be operative for the entire
street once the vacant property adjacent to Stagecoach Road in San Ramon is
developed. At that time, San Ramon would assume responsibility for the
maintenance.

4.9 Resolution of Intent Re Additional 1.28 MGD of Wastewater Discharge
The East Bay Discharge Authority (EBDA) recently reviewed a request by the
Livermore-Amador Valley Waste Management Authority to export 1.28 mgd of
wastewater from the Valley. EBDA indicated its support provided that the Valley
communities adopted a resolution supporting the planning of the Valley's long term
wastewater needs.

4.10 Authorization to Seek Bids for Automated Traffic Safety Records System
The Traffic Safety and Engineering Study undertaken with grant funding from the
California Office of Traffic Safety includes the development of an Automated
Traffic Records System. Staff has reviewed available microcomputer systems in
conjunction with the consultant. The hardware selected is flexible and will allow
the City to expand the use of the system as other uses are identified.
STAFF RECOIVllVlENDATION: Authorize Staff to proceed with the formal bid process for
a system as outlined in the bid specifications.
5. WRITTEN COMMUNICATIONS
5.1 Valley Memorial Hospital Request for Support
Alameda County is divided into specific zones and one hospital within each zone
will be selected to direct pre-hospital advanced life support performed by
paramedics. Valley Memorial Hospital is bidding to be designated as the Advanced
Life Support Base Station Hospital in this area. Valley Memorial Hospital is in
the same zone as Eden Hospital in Castro Valley.

6. PUBLIC HEARING
6.1 PA84 084 Morrison Homes Planned Development Rezoning and Tentative Map Application
- 177 Unit Multi-Family Residential Project
Morrison Homes is requesting a Planned Development Rezoning and Tentative Map to
allow a 177 unit multi-family residential condominium project north of Donlon Way
behind Dublin Icelend. Issues related to the application include a requirement to
rent 10% of the units for one year and a requirement for a pedestrian/bicycle
bridge to the adjoining school or park site.
STAFF RECOIVllVlENDATION: Open public hearing; hear presentation and testimony; close
public hearing; deliberate; adopt resolution regarding Negative Declaration;
adopt resolution regarding Planned Development Rezoning; adopt resolution
regarding Tentative Map ; waive reading and introduce ordinance.
6.2 Ordinance Amending Ordinance No. 15-84 Providing Salary for Members of the City
Council
Governor Deukmejian signed into law AB 2281 on April 4, 1984, which became
effective January 1, 1985. This legislation adjusted the schedule utilized for
establishing salaries for City Councilmembers in General Law Cities. At a
previous City Council meeting, the Council requested that the issue be placed on
the agenda after the effective date of the legislation. The law would allow for
the City Council to establish the City Councilmembers salary at a maximum of $300
per month. If enacted, the proposed ordinance would not take effect until
December 16, 1985

7 . NEW BUSINESS
7.1 Shannon Community Center Lease Renewal
The lease on the Shannon Community Center expires June 30, 1985. As the center is
used as the Recreation Department Office as well as a site for a majority of the
City's recreation programs, it's important to have the lease renewed. The
operating costs through February are $37,854 and the revenue $48,147. The net
gain to the City is $10,293.
STAFF RECOIVllVlENDATION: Direct Staff to notify DSRSD of the City's desire to renew
the lease on Shannon Center for the 1985-86 Fiscal Year
7.2 Downtown Improvement Study and Committee
The City Council identified a goal of developing a Downtown Improvement Plan and
Ad Hoc Downtown Improvement Committee. The following issues should be addressed:
1) area to be included in the Downtown Improvement Plan; 2) formation and makeup
of the Ad Hoc Downtown Improvement Committee; and 3) suggested issues for review
in the plan.
STAFF RECOIVllVlENDATION: 1) Identify the area to be studied as part of the downtown
improvement plan. 2) Form a blue-ribbon ad hoc downtown improvement committee.
The method of appointment suggested would be for each City Councilmembers to ap-
point two members to the committee, one member from the business community and
one member from the residential community. The appointments to this committee be
made at the first City Council meeting in May. 3) Staff be directed to work with
the committee in developing a scope of services for a project consultant. The
scope of services should be presented to the City Council for its approval prior
to entering into the contract with the consultant. 4) Upon completion of the
committee's report, that report would be reviewed and acted upon by the Planning
Commission and subsequently by the City Council. 5) Identify those issues which
the City Council believe should be considered by the committee as part of the
plan.
7.3 Landscaping Schematics: San Ramon Road and Village Parkway (north of Amador
Valley Boulevard)
As part of the 5 Year Capital Improvement Program, Staff has begun the design of
landscape improvements on San Ramon Road and Village Parkway. The elements
included are the use of interlocking paving stones and the planting of trees and
shrubs. A determination is required as to whether ground cover or lawn should be
established on the center medians. A third option is to design the project with a
combination of grass and ground cover.
STAFF RECOIVllVlENDATION: Receive Staff presentation; discuss & comment on concepts
presented and provide direction to Staff on lawn vs ground cover.
8. UNFINISHED BUSINESS
8.1 Report on Dougherty Road/Hopyard Road Overcrossing
At a previous City Council meeting, the Council reviewed temporary detours
proposed in conjunction with the Dougherty Road/I-580 interchange improvements.
The cost of the improvements are being paid by the developments in the northern
area of Pleasanton. The proposal includes the temporary detour of traffic onto
Scarlett Court during construction. This would require the elimination of parking
along Scarlett Court. To alleviate the impacts of this measure, a temporary
parking lot is proposed on highway right of way.
STAFF RECOIVllVlENDATION : Receive report by Bissell & Karn ; receive public testimony
and questions; approve the temporary elimination of parking and shifting of
traffic lanes on Scarlett Court during retaining wall construction; approve
the use of Scarlett Court as a temporary off-ramp which will require the
elimination of parking on Scarlett Court.
