3.1 Acceptance of Gifts to City from St. Patrick's Day Sponsors (150-70)
The City Council will receive a report on event sponsors for the St. Patrick's Day 25th
Anniversary Celebration.
STAFF RECOMMENDATION: Recognize the sponsors and formally accept the contributions.
3.2 Recognition and Congratulations to City of Dublin's 2007 Young Citizen of the Year,
Citizen of the Year, and Organization of the Year (610-50)
3.3 Appointment of New Member to the Housing Committee and Extension of Term of
Existing Housing Committee Members (110-30)
The City Council will consider the Appointment of new Housing Committee Member as well
as the extension of the current Housing Committee Members' term. .
STAFF RECOMMENDATION: Staff recommends the City Council confirm the Appointment
of Rick Runnels to the Housing Committee and extend the term of the existing Housing
Committee Members to the completion of the Housing Element.

3.4 Appointment of Alternate to Livermore-Amador Valley Transit Authority, Joint Powers
Authority (JPA), Board of Directors (140-95)
The City Council will consider confirming the Mayor's Appointment of a Councilmember as
the alternate to the City's representatives on the Livermore-Amador Valley Transit Authority
JPA.
STAFF RECOMMENDATION: Staff recommends the City Council approve the appointment
ofa Councilmember as an alternate to the Livermore-Amador Valley Transit Authority JPA.
3.5 Public Comments
At this time, the public is permitted to address the City Council on non-agendized items. Please step to the podium and clearly state your name
for the record. COMMENTS SHOULD NOT EXCEED THREE (3) MINUTES. In accordance with State Law, no action or discussion may take
place on any item not appearing on the posted agenda. The Council may respond to statements made or questions asked, or may request
Staff to report back at a future meeting concerning the matter. Any member of the public may contact the City Clerk's Office related to the
proper procedure to place an item on a future City Council agenda. The exceptions under which the City Council MAY discuss and/or take
action on items not appearing on the agenda are contained in Government Code Section 54954.2(b)(1)(2)(3).
4. CONSENT CALENDAR
Consent Calendar items are typically non-controversial in nature and are considered for approval by the City Council with one single action. Members
of the audience, Staff or the City Council who would like an item removed from the Consent Calendar for purposes of public input may request the
Mayor to remove the item.
4.1 Minutes - None
4.2 Approval of Partial Release of Security for Tract 7642, Sorrento at Dublin Ranch,
Neighborhood 1 (600-60)
The Tract 7642 improvements are more than 80% complete and the bonds for these
improvements may now be reduced. The City Council will consider approving the partial
release of the security for this Tract.
STAFF RECOMMENDATION: Adopt the Resolution approving partial release of security for
Tract 7642, Sorrento at Dublin Ranch, Neighborhood 1.
4.3 Award of Bid - Contract No. 08-02, 2007-2008 Annual Sidewalk Safety Repair Program
and Curb Ramp Installation (600-35)
This project will remove and replace damaged sidewalk with offsets of %" or more that may
pose a tripping hazard and construct 11 new pedestrian curb ramps.
STAFF RECOMMENDATION: Adopt the Resolution awarding Contract No. 08-02, 2007-
2008 Annual Sidewalk Safety Repair Program and Curb Ramp Installation, to AME Contracting
Company.
4.4 Acceptance of Work - Contract 07-10, Village Parkway Soundwall Painting (600-35)
This project painted the street side of the Village Parkway Soundwall along the west side of
the street from Amador Valley Boulevard to Kimball Avenue (City Limit), and along the east
side of the street from just south of Wine berry Way north to the City Limit. The City Council
will consider accepting these improvements and authorizing final payment to the contractor.
STAFF RECOMMENDATION: Accept improvements under Contract No. 07-10, Village
Parkway Soundwall Painting.
4.5 Award of Bid - Contract 08-03, Citywide Street Storm Drain Condition Assessment
(600-35)
This portion of the project will clean and record the condition of the storm drain system
within the City limits. The first year of the five-year project will focus on the oldest section
of the City.
STAFF RECOMMENDATION: Adopt the Resolution awarding Contract 08-03, Citywide
Street Storm Drain Condition Assessment, to AES Enterprises, Inc.

4.6 Approval of Partial Release of Security for Traffic Signal Improvements at Central
Parkway and Fallon Road (600-60)
The improvements for the traffic signal at Central Parkway and Fallon Road are partially
complete, but the City has requested that this traffic signal not be fully completed until the
City has constructed the I-580/Fallon Road Interchange Project, at which time Central
Parkway will be opened to Fallon Road. The bonds provided by Sierra Land Development
Corporation that included the traffic signal improvements at Central Parkway and Fallon
Road may now be reduced to an amount sufficient to complete the traffic signal
improvements.
STAFF RECOMMENDATION: Adopt the Resolution approving partial release of security for
traffic signal improvements at Central Parkway and Fallon Road.
4.7 Adoption of Ordinance amending Dublin Municipal Code Chapter 4.08 (Fortunetelling)
(585-55)
The City Council will consider amending the Dublin Municipal Code relating to
F ortunetelling, setting forth application requirements, provisions for suspension or revocation
of permit and procedures for appeal.
STAFF RECOMMENDATION: Waive reading and adopt the Ordinance amending Chapter
4.08 of the Dublin Municipal Code relating to Fortunetelling.
4.8 Preliminary Financial Reports for the Months of January 2008 and February 2008
(300-40)
This item provides the report of the financial statements for the months of January 2008 and
February 2008.
STAFF RECOMMENDATION: Receive reports.
4.9 Adoption of Ordinance Amending Dublin Municipal Code Chapter 5.44 (Bingo)
The City Council will consider amending the Dublin Municipal Code relating to Bingo,
setting forth certain non-profit organizations to conduct bingo games upon application for,
and receipt of a license, provisions for suspension and revocation of an issued license and
procedures for appeal.
STAFF RECOMMENDATION: Waive reading and adopt the Ordinance amending Chapter
5.44 of the Dublin Municipal Code relating to Bingo.
4.10 Ordinance Prohibiting Smoking within Licensed Care Center Facilities by Amending
Chapter 5.56 of the Dublin Municipal Code (560-90)
The City Council will consider amending the Dublin Municipal Code to include a prohibition
of smoking with private residences that are licensed to provide childcare, adult-care, or other
healthcare related services. This Ordinance would prohibit smoking 24 hours a day and 7
days a week within all such care centers that are operating within the City of Dublin.
STAFF RECOMMENDATION: Waive reading and adopt Ordinance amending Chapter 5.56
of the Dublin Municipal Code.
4.11 Warrant Register ($4,696,499.31) dated April 1, 2008 (300-40)
STAFF RECOMMENDATION: Approve.
5. WRITTEN COMMUNICATIONS - None
6. PUBLIC HEARINGS
6.1 Amendment of Dublin Municipal Code Chapter 4.24 (Drug Paraphernalia) (660-60)
This Ordinance will amend the Chapter to prohibit, and provide for the sanction of, activity
that is not otherwise regulated by State law.
STAFF RECOMMENDATION: Conduct public hearing; deliberate, waive reading and
INTRODUCE the Ordinance Amending Chapter 4.24 of the Dublin Municipal Code relating to
Drug Paraphernalia.

7. UNFINISHED BUSINESS
7.1 PA 02-053 General Plan Amendment Study for the 19-Acre Union Pacific Railroad and
Alameda County parcels adjacent to the Iron Horse Trail (420-30)
The City Council will receive the General Plan Amendment Study and provide direction to
Staff.
STAFF RECOMMENDATION: Staff recommends that the City Council receive the Staff
presentation and General Plan Amendment Study report and provide Staff with direction on the
five General Plan land use options presented.
7.2 FY 2007-2008 Funding for Tri-Valley Business Council (140-80)
The City Council will consider payment of$12,500 to support the FY 2007-2008 efforts of
the Tri-Valley Business Council.
STAFF RECOMMENDATION: Authorize Staff to disburse $12,500 to the Tri-Valley Business
Council.
8. NEW BUSINESS
8.1 Report on 2008 Dublin Pride Week Activities (150-80)
The City Council will receive a report on the planned activities for the 2008 Dublin Pride
Week, scheduled for April 25th - May 3rd.
STAFF RECOMMENDATION: Staff recommends the City Council receive the 2008 Dublin
Pride Week activities report.
8.2 Request from Councilmember Hildenbrand to Designate a Street for Naming by a
Nonprofit Organization (820-60)
This request proposes to utilize the City's street naming policy for nonprofit organizations to
raise funds to benefit Dougherty Elementary School. The City Council will consider
approving the request to designate a street with the Positano development, which is located in
eastern Dublin.
STAFF RECOMMENDATION: Approve the request to designate a street with Positano for
naming by a nonprofit organization subject to the provisions of the City of Dublin's policy for
street naming by or for benefit of nonprofit organizations.
8.3 Review of Draft Tri-Valley Transportation Plan and Action Plan 2008 Update (590-80)
This presentation will allow the City Council to provide comments on the Draft Tri- Valley
Transportation Plan and Action Plan Update.
STAFF RECOMMENDATION: Receive the presentation and provide comments on the Draft
Plan Update that will be documented by Staff and provided in writing to the Tri-Valley
Transportation Council (TVTC).
9. OTHER BUSINESS
