CALL TO ORDER 2. PLEDGE OF ALLEGIANCE TO THE FLAG 3. ORAL COMMUNICATIONS 3.1 Presentation of Proclamation to Mary Gibbert, citizen of the Year 3.2 Presentation of Proclamation to Hope Hospice, organization of the Year 3.3 Announcement by Cm. Moffatt of his Appointment to the Senior Center Advisory Committee At this time, members of the audience are permitted to address the City Council on any item which is NOT on the City Counci l Agenda. Comments should not exceed 5 minutes. If any person feels that this is not sufficient time to address their concern, that person should arrange with the City Clerk to have their particular concern placed on the agenda for a future meeting. The City Council CANNOT deliberate or take action on a non-agenda item UNLESS there is factual evidence presented to the Counci l indicating that the subject brought up falls into one of the exceptions under Government Code Section 54954.2. 4. CONSENT CALENDAR Consent Calendar items are typically of a non-controversial nature and are considered for approval by the City Council with one single action. Members of the audience who would like an item removed from the Consent Calendar for purpose of public input may request the City Council to remove the item. The request may be made at the time that the Mayor asks the audience members if there is anyone interested in removing an item from the Consent Calendar. 4.1 Minutes: special Goals & Objectives Meeting of February 27, 1991; & Regular Meeting of March 11, 1991 STAFF RECOMMENDATION: Approve 4.2 Dublin Police Services 1990 Calendar Year Report This Annual Report reflects an overview of Police activities for calendar year 1990, and compares statistics to the previous year. STAFF RECOMMENDATION: Receive Report. 4.3 Award of Bid Contract 91-02 Annual Street Overlay/Dougherty Road Bike Path The low bid received, $546,029.20, is within funds budgeted for construction. STAFF RECOMMENDATION: Adopt Resolution awarding bid to Les McDonald Construction; authorize Mayor to execute agreement; and authorize Staff to increase items of work related to bike path up to the budgeted amount. 4.4 Landscaping and Lighting Maintenance Assessment District No. 83-2 (Tract 4719) This District maintains certain landscaping improvements within Tract 4719 (Stagecoach Road Subdivision). Assessments are set on an annual basis based on the approved budget for the District. Approval of this Resolution directs the preparation of the required annual report. STAFF RECOMMENDATION: Adopt Resolution. 4.5 Landscaping and Lighting Maintenance Assessment District No. 86-1 (Tract 5511 - Villages @ willow Creek) This Resolution authorizes preparation of the required annual Engineer's Report for the Tract 5511 Maintenance Assessment District. STAFF RECOMMENDATION: Adopt Resolution. 4.6 Citywide Street Lighting Maintenance Assessment District No. 83-1 This Resolution authorizes preparation of the required annual Engineer'S Report for the Citywide Street Lighting Maintenance Assessment District. STAFF RECOMMENDATION: Adopt Resolution. 4.7 Warrant Register Dated March 25, 1991 STAFF RECOMMENDATION: Approve 4.8 Contract for Geotechnical Inspection and Testing Services for San Ramon Road, Phase IV This agreement provides for geotechnical and materials testing for the San Ramon Road Phase IV project. The contract amount is not to exceed $15,000. STAFF RECOMMENDATION: Adopt Resolution approving agreement and authorize Mayor to execute same. 4.9 Finance Report for Period Ending February 28, 1991 STAFF RECOMMENDATION: Receive Report. 5. WRITTEN COMMUNICATION 5.1 Request from the Dublin Rotary Club for use of Dublin Sports Grounds for the 5th Annual Shamrock Ascot Concours d'Elegance The City Council will consider a request for exclusive use of the Dublin Sports Grounds by the Dublin Rotary Club for the 5th Annual Shamrock Ascot Concours d'Elegance. The Rotary Club is requesting that the $660 use fee be waived, and that the City provide Public Works personnel to assist with traffic control and site maintenance for the event which is scheduled for Sunday, August 18, 1991. STAFF RECOMMENDATION: Consider request. 6. PUBLIC HEARING - None 7. UNFINISHED BUSINESS - None 8. NEW BUSINESS 8.1 Drought Report This report provides information regarding the potential impacts of water rationing on City facilities and projects, measures that can be taken to reduce those impacts, and recommended priorities for total facility water shutdown. STAFF RECOMMENDATION: 1) Direct Staff to take measures to address reductions; 2) Review and provide input regarding proposed Staff Comments to the DSRSD Board; 3) Direct Staff to investigate the possibility of postponing the landscaping on San Ramon Road Phase IV; 4) Consider deferring the DHS athletic fields project; 5) Direct Planning and Building Inspection Staffs to pursue changes to private development landscaping requirements and prepare a report to the City Council; 6) If it appears that wells are feasible and necessary, authorize Staff to prepare plans and specifications for development of wells; 7) Review priority list for total irrigation shutdown and provide direction to Staff; 8) Direct Staff to continue monitoring drought restrictions and to research solutions, and to report back to the City Council as changes occur. 8.2 Dublin High School Athletic Fields Renovation The City Council will consider delaying the renovation of the DHS athletic fields until the drought restrictions are eased. STAFF RECOMMENDATION: Direct consultant to complete work on the construction documents; authorize staff to delay bidding the project; and direct staff to notify School District of the city's intention to delay the project. 8.3 Request from Dublin Little League for City Assistance with Construction of a 90' Baseball Field at Murray School The City Council will reconsider this request which was made at the March 11, 1991 City Council meeting, in light of new information presented by Staff. STAFF RECOMMENDATION: Direct Staff to consider request as part of the 1991-92 Update to the Five-Year Capital Improvement Program. 8.4 Ten Year Cityhood Celebration The City Council will consider the formation of a planning committee to develop plans for the ten year Cityhood celebration. STAFF RECOMMENDATION: Approve formation of committee; provide input on the make-up of the committee; and appoint Mayor and Vice Mayor as City Council representatives to the committee. 8.5 City Participation in Dublin Pride Week Activities have been planned for Dublin Pride Week April 14-20, 1991, to promote pride in the community. A committee has been formed consisting of representatives from the Chamber of Commerce, Dublin School District, and City Staff. The Council will discuss preliminary proposed activities. STAFF RECOMMENDATION: Approve participation with a City contribution not to exceed $1,900. 8.6 1991-92 Annual Budget and Update to Five-Year Capital Improvement Program Hearings and Contract Review Two meeting dates in late June need to be scheduled for the purpose of conducting the City's annual review of contracts and to hold public hearings for adoption of the 1991-92 Budget and Update to the Five-Year CIP. STAFF RECOMMENDATION: Schedule meeting dates. 8.7 Dublin Boulevard Extension/I-580 Freeway Agreements These agreements would facilitate the construction of certain interchange improvements located at the I-580/ Hacienda Drive and I-580/Santa Rita Road interchanges; and the construction of the extension of Dublin Boulevard and a 2-lane access road parallel to I-580. Both agreements provide for financing and reimbursement provisions between the City of DUblin, the City of Pleasanton, the County of Alameda, and the Alameda County Surplus Authority. STAFF RECOMMENDATION: Approve Agreements and authorize Mayor to execute same. 9. OTHER BUSINESS 10.
