PLEDGE OF ALLEGIANCE TO THE FLAG 3. ORAL COMMUNICATIONS At this time, members of the audience are permitted to address the City Council on any item which is not on the City Council Agenda. Comments should not exceed 5 minutes. If any person feels that this is not sufficient time to address their concern, that person should arrange with the City Manager to have their particular concern placed on the agenda for a future meeting. 4. CONSENT CALENDAR Consent Calendar items are typically of a non-controversial nature and are considered for approval by the City Council with one single action. Members of the audience 1iIIho would like an item removed from the consent calendar for purpose of public input may request the City Council to remove the item from the consent calendar. The request may be made at the time that the Mayor asks the audience members if there is anyone interested in removing an item from the Consent Calendar. 4.1 Minutes of Regular Meeting of March 11, 1985 STFFF RECOMMENDATION: Approve 4.2 Warrant Register dated March 25, 1985 STAFF RECOMMENDATION: Approve 4.3 Financial Report for Period Ending January 31, 1985 STAFF RECOMMENDATION: Approve 4.4 Financial Report for Period Ending February 28, 1985 STAFF RECOMMENDATION: Approve 4.5 Acceptance of Right-of-Way and Bus Stop Easement Dedication at 7900 Dublin Boulevard (Blancarte Building) As part of the development review of the Blancarte building at 7900 Dublin Boulevard, the City required the property owner to dedicate 12 feet of right-of-way and construct the improvements for a right-turn lane from Dublin Boulevard onto Regional Street. The developer was also required to dedicate a 5 foot easement for future bus stop improvements. STAFF RECOMMENDATION: Adopt resolution and instruct City Clerk to record dedication documents 4.6 Approval of Parcel Map No. 4050 This project is a 3 lot commercial minor subdivision located on the northwest corner of Dublin Boulevard and Donlon Way. STAFF RECOMMENDATION: Adopt resolution accepting Parcel Map No. 4050 4.7 Transportation Development Act Allocation 1985-86 The City of Dublin has submitted a claim for Transportation Development Act funds for the past 3 years. These funds have been utilized to provide Paratransit Service. It is estimated that the 1985-86 allocation will be $11,440. The final budget for the provision of services has not been developed, however, the maximum City General Fund subsidy is estimated at $7,200. STAFF RECOMMENDATION: Adopt resolution authorizing Staff to file a claim for the allocation of TDA funds with the Metropolitan Transportation Commission. 4.8. Resolution Supporting Legislation for Reforming Tort Liability Laws The City Council requested that Staff develop a resolution in support of efforts which would help limit the City's cost of liability insurance. The City recently experienced a 650% increase in the cost of insurance. The resolution supports League of California Cities sponsored legislation and suggests our investigation of insurance pooling opportunities. STAFF RECOMMENDATION: Adopt the resolution and direct ccpies to the local State Legislators and League of California Cities. 5. NEW BUSINESS 5.1 Report on BART Express Bus Plans STAFF RECOMMENDATION: Receive Report 6. UNFINISHED BUSINESS 6.1 Report from Recreation Director Regarding After School Recreation Program STAFF RECOMMENDATION: Authorize Staff to continue the program for the remainder of the school year. 7. OTHER BUSINESS 7.2 Report from City Manager Regarding Major Street Rehabilitation Project STAFF RECOMMENDATION: Receive Report 8. ADJOURNMENT
