PLEDGE OF ALLEGIANCE TO THE FLAG 3 . ORAL CCMMUNICATIONS At this time, members of the audience are permitted to address the City Council on any item which is not on the City Council Agenda. Corrments should not exceed 5 minutes. If any person feels that this is not sufficient time to address their concern, that person should arrange with the City Manager to have their particular concern placed on the agenda for a future meeting. 3.1 Proclamation - Honoring John Alexander for his service on the Dublin Planning Corrmission 4. CONSENT CALENDAR Consent Calendar items are typically of a non-controversial nature and are considered for approval by the City Council with one single action. rvlembers of the audience who would like an item removed from the consent calendar for purpose of public input may request the City Council to remove the item from the consent calendar. The request may be made at the time that the Mayor asks the audience members if there is anyone interested in removing an item from the Consent Calendar. 4.1 Minutes of Regular Meeting of March 10, 1986 STAFF RECCMMENDATION: Approve 4.2 Financial Report for Period Ending February 28, 1986 STAFF RECCMMENDATION: Approve 4.3 Claim Submitted by George William Filstead The City received a claim submitted on March 6, 1986 alleging false police reports, false arrests and emotional distress due to humiliation and vexation. The alleged damages occurred on December 1 and December 7, 1985. STAFF RECOMMENDATION: Deny claim and direct Staff to notify claimant and insurance carrier. 4.4 Diablo Valley Foundation for the Aging Proposal The San Ramon Valley Chapter of the Diablo Valley Foundation for the Aging has raised $27,000 to fund two one-year positions for professional senior services personnel in the San Ramon Valley (including Dublin). They are seeking support for the one-year pilot program from the Cities of Dublin, Danville and San Ramon. STAFF RECOMMENDATION: Support DVFA proposal as a one-year pilot project. 4.5 Tract 4415 - Change in Engineer of Record Plummer Babbitt Civil Engineering, Inc., has requested that the City Council approve them to set the monuments for subvdivision 4415 due to the death of the original engineer. STAFF RECOMMENDATION: Authorize Plummer Babbitt to replace William Black & Associates as Engineer of Record for Tract 4415. 4.6 Sierra Court/Dublin Boulevard Traffic Signal, Contract 86-4 This project will provide full vehicle and pedestrian signalization as well as safety street lighting and median landscaping for the intersection of Sierra Court/Dublin Boulevard. STAFF RECO~lliNDATION: Authorize Staff to advertise Contract 86-4 for bids. 4.7 Acceptance of Work - Parcel Map 4050 (Commercial Subdivision on Donlon Way) All work on the improvements for Parcel Map 4050 has been completed except that the street trees are being installed with the commercial buildings under construction and the street lights have been paid for but have not been energized. STAFF REC~1MENDATION: Adopt Resolution to accept the work completed, subject to street lights and street tree work being completed; authorize Staff to accept a maintenance bond of $12,450 for a l-year guarantee period. 4.8 PA86-01Z Street NamL _hanges - Creek Side Drive and "~_ Jcts 5072, 5073 & 5074 The Postal Service, Hatfield Development Corporation and Kathleen M:::Cabe Gatzke have requested stredet name changes in the Kaufman & Broad and Hatf ield Development subdivisions. The applicants, emergency service agencies and other local agencies have concurred with the proposed street name changes. STAFF RECOMMENDATION: Adopt resolution approving street name changes. 4.9 Parade Permit Request from "Hands Across the Valley" "Hands Across the Valley", a group affiliated with USA for Africa, has requested a parade permit for May 25, 1986. The event is a 'human chain' which will reach from Livermore to San Ramon and pass through Pleasanton and Dublin. STAFF RECOMMENDATION: Approve parade permit request & waive permit fees 4.10 City Hall Site - Authorization to begin design drawings for street and park improvements As part of the Civic Center site work, it is necessary to relocate soccer and baseball fields within the Dublin Sports Grounds. In order to meet the schedule for this July, the City must immediately begin design plans and specifications. STAFF RECOMMENDATION: Authorize Staff to proceed with grading and street improvement plans and authorize Staff to negotiate a contract for landscaping design work. 4.11 Transportation Development Act Allocation 1986-87 The City has applied for and received TDA funds during the past 4 years. These funds are used to support paratransit services for elderly and handi- capped residents. The 1986-87 allocation is $12,345 which is disbursed by MITe. A resolution authorizing a claim to be filed must be adopted prior to April 1, 1986. STAFF RECCMMENDATION: Adopt Resol tuion 4.12 Warrant Register dated March 24, 1986 STAFF RECavr.MENDATION: Approve 5 . PUBLIC HEARING 5.1 PA85-041.1 & .2 Villages at Alamo Creek-Rafanelli & Nahas Planned Development (PD) Rezoning & Subdivision Map (Tentative Map 5511) Rafanelli & Nahas are prposing a planned development with 1,165 multi-family and single family dwelling units, a convenience food store and a 5+ acre neighborhood park site along Dougherty Road near Aroador Valley Blvd. Major issues involve: 1) General Plan policies, 2) Density and Product Type and 3) Park Dedication requirements. STAFF RECOMMENDATION: Conduct public hearing; deliberate; adopt resolutions; waive reading & introduce ordinance. 6. UNFINISHED BUSINESS 6.1 Police Patrol Vehicle Purchase Bids were solicited for the purchase of 8 patrol vehicles and opened on Friday, March 21, 1986 at 10:00 a.m. STAFF RECOMMENDATION: Results of the bid opening will be presented at the Council meeting. 7 . NEW BUSINESS 7.1 Shannon Center Rental Policies The Shannon Center Rental Policy has been revised to reflect those areas identified by Staff as needing further clarification or complete revision. The Park & Recreation Corrmission approved the revised policy at their meeting on March 11, 1986. STAFF RECOMMENDATION: Adopt revised Facility Use Policy for Shannon Center. 7.2 Valley Artists Inc., Grant Application The City has received an application for funding from the Valley Artists, Inc., a non-profit organization comprised of local artists. The group is seeking funding for various projects. STAFF REC0r'1l"lliNDATION: Defer consideration of request until development of the Fiscal Year 1986-87 Budget 8 . OTHER BUSINESS 9.
