CALL TO ORDER 2. PLEDGE OF ALLEGIANCE TO THE FLAG COMMUNICATIONS Proclamation to Valerie Barnes, "citizen of the Year" Proclamation to South Valley Youth Football, "organization of the Year" 3.3 Proclamation to Rose Jurich for Service on the Senior Center Advisory Committee Proclamation declaring April as "community Services Month" Presentation of April Customer Service Award to Bo Barker Kick-off of the Sale of Home composting Bins Presentation by BART's Management Consultant on East Dublin/Pleasanton BART station with Update on Station and Parking Lot Design At this time, members of the audience are permitted to address the City Council on any item which is NOT on the City Council Agenda. Comments should not exceed 5 minutes. If any person feels that this is not sufficient time to address their concern, that person should arrange with the City Clerk to have their particular concern pLaced on the agenda for a future meeting. The City Council CANNOT deliberate or take action on a non-agenda item UNLESS there is factual evidence presented to the Council indicating that the subject brought up falls into one of the exceptions under Government Code Section 54954.2. 3. CONSENT CALENDAR Consent Calendar items are typically of a non-controversial nature and are considered for approval by the City Council with one single action~ Members of the audience who would like an item removed from the Consent Calendar for purpose of public input may request the City Council to remove the item. The request may be made at the time that the Mayor asks the audience members if there is anyone interested in removing an item from the Consent calendar. 4.1 Minutes: Adjourned Regular Meeting of February 23, and Regular Meeting of March 8, 1993 STAFF RECOMMENDATION: Approve 4.2 city Treasurer's Investment Report as of February 28, 1993 The City'S investment portfolio totals $18,390,000. STAFF RECOMMENDATION: Receive Report 4.3 February 1993 Financial Report STAFF RECOMMENDATION: Receive Report 4.4 Award of Bid - Contract 93-04 Topaz Circle Water Service Lines This project is part of a larger capital improvement project along the Dougherty Hills Park to provide limited landscaping and irrigation improvements. The neighboring property owners have volunteered to provide all the labor and the City will provide the cost of materials up to $17,000. STAFF RECOMMENDATION: Adopt Resolution awarding bid to Jardin Pipeline ($3,690) and authorize Mayor to execute agreement. 4.5 Award of Bid - Contract 93-02 Annual Street Overlay, North Avenue Bike Path This project will repair and place an asphalt overlay over 16 of the City's streets as part of the annual street maintenance program. Also included is the construction of a bicycle path beginning at Dougherty Road on the south heading northwest along the east side of the old railroad right-of-way and ending at a proposed bike path which will follow Alamo Creek through the Dublin Meadows development. STAFF RECOMMENDATION: Adopt Resolution awarding bid to Les McDonald Construction ($439,665.95); authorize Mayor to execute agreement; and authorize a change in funding sources as described in the Staff Report. 4.6 Award of Bid - Contract 93-01 Downtown Street Light Additions This project will install street lights on Golden Gate Drive and on the Village Parkway/Clark Avenue loop south of Dublin Boulevard. The lights will provide a safer environment for both motorists and pedestrians at night. STAFF RECOMMENDATION: Adopt Resolution awarding bid to steiny & Company (52,759) and authorize Mayor to execute agreement. 4.7 Warrant Register Dated March 22, 1993 STAFF RECOMMENDATION: Approve 5. WRITTEN COMMUNICATION - None 6. PUBLIC HEARING 6.1 Amend section 4.20.160 of the Dublin Municipal Code related to the regulation of Massage Establishments An Ordinance is being proposed which would revise the requirements for toilets and bathrooms to agree with the Building Code. STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive reading and on an urgency basis, ADOPT Ordinance. 6.2 Hansen Hill Ranch Development Agreement 1992-93 Annual Review PA 91-099 In conformance with the conditions of the Development Agreement and section 8.12.140 of the Dublin Municipal Code, the city council must hold a public hearing to conduct an annual review of the Hansen Hill Ranch Development Agreement. STAFF RECOMMENDATION: Conduct public hearing; deliberate; adopt Resolution. 7. UNFINISHED BUSINESS - None 8. N~ 8.1 BUSINESS Consideration of Plan to Reduce Total Financing Costs for Dublin civic Center There is an opportunity for the City to reduce the amount of annual lease payments on the civic Center by more than $130,000 per year between 1994-1999. Staff has also proposed a plan to allow for total defeasance in 1999. STAFF RECOMMENDATION: Receive Staff Report and presentation from Financing Consultant; discuss options presented and goals to be accomplished by undertaking a revised financing plan; pursue scenario which requires the services of Bond Counsel and Underwriting Firm; adopt Resolution appointing these representatives, and authorize Staff to negotiate final agreements. 1993-94 Revenue options In anticipation of a budget shortfall which could exceed $1 million, the City Council in February, gave direction that in preparing the 1993-94 Budget, 50% of the shortfall should come from expenditure reductions and 50% should come from revenue enhancements. STAFF RECOMMENDATION: Identify which revenues Staff should pursue to offset a cut in revenues by the State and identify which revenues should be pursued irrespective of the State Legislature's action. 8.2 9. OTHER BUSINESS 10. CLOSED SESSION 11. ADJOURNMENT - The City's Annual Goals & objectives Study Session will be held on Tuesday, March 23, 1993, 7:30 p.m., in the Council Chambers. The city Council will review the status of previously adopted goals & objectives, and establish and prioritize the list for 1993. The city Council will continue the pUblic hearing on the Eastern Dublin General Plan Amendment Study on Tuesday, March 30, 1993, 7:00 p.m., in the Regional Meeting Room.
