3. ORAL COMMUNICATIONS
At this time, members of the audience are permitted to address the City Council on any item which is NOT on the City CounciL
Agenda. Conments should not exceed 5 minutes. If any person feeLs that this is not sufficient time to address their
concern, that person should arrange with the City Clerk to have their particular concern placed on the agenda for a future
meeting. The City Council CANNOT deliberate or take action on a non-agenda item UNLESS there is factual evidence presented
to the Council indicating that the subject brought up falls into one of the exceptions under Government Code Section 54954.2.
3.1 Proclamation declaring the month of March, 1990 as ARC Mental
Retardation Month
4. CONSENT CALENDAR
Consent Calendar items are typically of a non-controversial nature and are considered for
approval by the City Council with one single action. Members of the audience who would
like an item removed from the Consent Calendar for purpose of public input may request the
City Council to remove the item. The request may be made at the time that the Mayor asks
the audience members if there is anyone interested in removing an item from the Consent
Calendar.
4.1 Minutes of Regular Meeting of February 12, 1990
STAFF RECOMMENDATION: Approve
4.2 Contract 89-12 Swim Center Renovation - Request for Transfer of
Funds
During the course of this project, additional work has
become necessary which exceeds funds budgeted for
construction.
STAFF RECOMMENDATION: Authorize a transfer of funds in the
amount of $6,765 to the Pool Renovation Project from unallocated
reserves.
4.3 Contract 90-04 Annual Street Overlay and Repair Program
This project provides for base failure repairs on various
streets (which will later be slurry sealed), an asphalt
overlay on 3 streets, and repair of the Dublin Sports
Grounds parking lot.
STAFF RECOMMENDATION: Authorize Staff to advertise for bids.
4.4 Contract 89-9 Acceptance of Work, Dougherty Road Street Lighting
and Various Knockdown Replacements; Dougherty Road Underground
utilities
This project was completed within funds budgeted.
STAFF RECOMMENDATION: 1) Accept improvements constructed by DJB
Electric under Contract 89-9 and by Rafanelli & Nahas and PG&E
under the Dougherty Road Underground utilities Capital
Improvement Project; and 2) Authorize final payment and retention
in the amount of $3,259.90 to DJB Electric.
4.5 Contract 90-03 Annual Sidewalk Safety Repair; Handicap Ramp
Construction; Modification of civic Center Service Driveway; and
Dublin Boulevard Sidewalk - South Side @ Clark Avenue
This project includes repair of hazardous sidewalk,
installation of handicap ramps, installation of sidewalk on
the south side of Dublin Boulevard east of Clark Avenue, and
a modification to the civic Center service entrance.
STAFF RECOMMENDATION: 1) Adopt policy resolution for Sidewalk
Repair Program; and 2) Authorize Staff to advertise for bids.
4.6 Dependent Care Assistance Program
Staff is proposing implementation of a Dependent Care
Assistance Program which would allow eligible City employees
to fund childcare expenses using pre-tax dollars. The
proposed program would be solely funded by each participant.
The participant is reimbursed for childcare expenses
incurred during the calendar year. The dependent care
assistance program provides participants with a tax-
effective way to pay for dependent care.
STAFF RECOMMENDATION: Adopt Resolution
4.7 Sale of Police Vehicles
The Police Department has six cars which are no longer needed
It is proposed that these vehicles be surplused and sold.
STAFF RECOMMENDATION: Adopt Resolution declaring vehicles as
surplus and authorize the Finance Director to direct Nationwide
to auction vehicles.
4.8 Notice of Completion of civic Center Project
State Law requires that the City file a Notice of Completion
with the County Clerk. The Notice will be conditional upon
completion of final punch list items.
STAFF RECOMMENDATION: Authorize City Manager to execute Notice
and to enter into any agreement necessary to assure completion of
the punch list items.

STAFF RECOMMENDATION: Approve
5. WRITTEN COMMUNICATION - None
6. PUBLIC HEARING
6.1 Proposed No Parking Zone in Front of 6398 Dougherty Road
Because of the widening of Dougherty Road, parking must be
prohibited on Dougherty Road in front of the building at 6398.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; adopt
Resolution prohibiting parking on the west side of Dougherty Road
7. UNFINISHED BUSINESS
7.1 Review of Tri-Valley Transportation Council Initial Report and
draft resolution adopting a Tri-Valley Transportation Council
Work Program
The City Council continued its discussion of the initial
report so that it could review the report together with the
draft resolution. The draft resolution would adopt a 1990
Work Program and request a detailed report outlining ways to
achieve the work program.
STAFF RECOMMENDATION: Discuss the draft comments and draft
resolution, make any needed revisions, direct Staff to send the
comments to TVTC, and consider approving the draft resolution
with amendments.
8. NEW BUSINESS
8.1 Schedule for Joint Planning Commission/City Council Study Session
on East Dublin Land Use Alternatives
A meeting date needs to be established for a joint Planning
Commission/City Council Study Session on the East Dublin
land use alternatives.
STAFF RECOMMENDATION: Select a meeting date in the second or
third week of April.
8.2 Dublin Fine Arts Proposed Projects
The Dublin Fine Arts Foundation has presented information
related to 2 projects which are being considered. The
Foundation will be seeking grant funds for a "Sculpture
Park" which is to be located at the civic Center. The
second project involves a temporary display prepared by a
professional artist and high school students.
STAFF RECOMMENDATION: Conceptually approve DFA's efforts to
develop a "Dublin Sculpture Park" and authorize Staff to approve
the display of the Randy Hussong/High School temporary art. This
display would be sponsored solely by the City.
8.3 Dublin Environmental Guidelines
The Planning Commission has recommended approval of
environmental guidelines for the City of Dublin which
pertain to projects subject to the requirements of the
California Environmental Quality Act (CEQA).
STAFF RECOMMENDATION: Adopt Resolution
