for public information and perusal several days prior to a Council meeting in the City Clerkls Office and also at
the Dublin Library.

3.1 Announcement Regarding March Customer Service Award to Jason
Kinney, Building Maintenance Leadperson
3.2 Recommendation by Mayor Snyder to Appoint Mary Lou Bielke to
the Senior Center Advisory Committee for a term which expires
on December 31, 1996
STAFF RECOMMENDATION: Confirm appointment.
3.3 Performances by Contestants in the city Song Contest
Contestants include: Steve Stewart; Pam Hanna; Joe Mason;
Curt Ingram; Claudia McCormick; Heidi June Brown; Chuck
Morrish; and Tim Sandoli.
STAFF RECOMMENDATION: Hear presentations by the 8
contestants; judge songs; announce winner.
At this time, members of the audience are permitted to address the City Council on any item which is NOT on the City
Council Agenda. Conments should not exceed 5 minutes. If any person feels that this is not sufficient time to
address their concern, that person should arrange with the City Clerk to have their particular concern placed on the
agenda for a future meeting. The City Council CANNOT deliberate or take action on a non-agenda item UNLESS there is
factual evidence presented to the Counci l indicating that the subject brought up fal ls into one of the exceptions
under Government Code Section 54954.2.
4. CONSENT CALENDAR
Consent Calendar items which are typically non-controversial in nature are considered for approval by the City Council
with one single action. Members of the audience and/or City Councilmembers who would like an item removed from the
Consent calendar for purpose of public input may request the Mayor to remove the item. The request may be made at the
time that the Mayor announces that the Consent Calendar is up for approval.

4.2 city Treasurer's Investment Report as of January 31, 1993
The city's investment portfolio totals $17,313,171.88.

4.4 Lucky Stores/Oakland A's Youth Baseball Fields Program
The city Council will review an application for grant funds
under the Lucky/A's Youth Baseball Fields Program for
construction of a 60' baseball diamond at the Sports
Grounds.
STAFF RECOMMENDATION: Authorize Staff to submit grant
application.
4.5 Authorization to Solicit Bids for Topaz Circle Irrigation
Water Taps, Contract 93-04
As part of the city's approved 1992-93 Capital Improvement
Program budget, the Topaz Circle landscaping was included
to provide landscaping and irrigation along a portion of
the perimeter of the Dougherty Hills Park. The city is to
provide materials and water service and the homeowners will
provide the labor. This contract will install the two
needed water services.
STAFF RECOMMENDATION: Authorize Staff to advertise for bids.
4.6 paratransit Services - Amendment to Agreement
During the 1992-93 budget deliberations, the city Council
approved LAVTA's request for a $1,500 subsidy to help
offset the costs associated with expanding Dial-A-Ride
services to meet the requirements of the Americans with
Disabilities Act.
STAFF RECOMMENDATION: Approve amendment to agreement and
authorize Mayor to execute same.
4.7 Authorization to Solicit Bids for Annual Street Overlay
Contract/North Avenue Bike Path, Contract No. 93-02
As part of the city's annual Capital Improvement Program
and operations budgets, the city Council approved these 2
projects for construction in Fiscal Year 1992-93. Plans
and specifications are now complete and ready to go to
competitive bidding.
STAFF RECOMMENDATION: Authorize Staff to advertise for bids.
. 4.8 Authorization to Solicit Bids for Downtown Street Light
Additions, Contract No. 93-01
As part of the City's 1992-93 approved Capital Improvement
Program, this project was approved which would add street
lights to Golden Gate Drive and to the village Parkway/
Clark Avenue loop south of Dublin Boulevard. Plans and
specifications are now complete and ready to go to
competitive bid.
STAFF RECOMMENDATION: Authorize Staff to advertise for bids.

5. WRITTEN COMMUNICATION - None
6. PUBLIC HEARING
6.1 Implementation of a new Multi-Family Recycling Program
The City's Source Reduction and Recycling Element (SRRE)
identifies residential recycling as a means to reduce waste
going into the landfills. MUlti-family recycling is the
second phase in the City's efforts to meet the State-
mandated goals of AB 939. The City presently has 17 multi-
family projects with approximately 2,400 units. An amended
rate schedule would include a new rate of $1.26 per unit
per month for multi-family recycling.
STAFF RECOMMENDATION: Conduct public hearing; deliberate;
adopt Resolutions.

8. NEW BUSINESS
8.1 1993-94 Community Development Block Grant (CDBG) Program
The total allocation to the city of Dublin from FY 1993-94
CDBG Program is $56,049. Staff proposes to submit an
application for Housing Rehabilitation for $10,820, Dublin
Swim Center improvements for $38,629 and General
Administration for $6,600.
STAFF RECOMMENDATION: Direct Staff to submit applications for
$56,049 in FY1993-94 CDBG funding and for an advance of $7,891
in FY1994-95 funding.
8.2 Americans with Disabilities Act Report
The Americans with Disabilities Act (ADA) Law extends
federal civil rights protection in several areas to people
who are Qualified Individuals with Disabilities (QID's).
The Act prohibits discrimination in the areas of
employment, public services, transportation and tele-
communications. Total compliance costs are unknown at this
time, however, costs to modify the Dublin Swim Center to
meet ADA requirements are estimated at $86,350.
STAFF RECOMMENDATION: Adopt Resolutions approving the Title I
Compliance Action Plan, the Title II Transition Plan, and ADA
Complaint Procedure.
8.3 Eastern Dublin Budget Status and Request for Authorization to
Secure Additional Funds
The Eastern Dublin Study has incurred additional costs
since the last contract amendment in 1992. A sixth
amendment is required to cover costs incurred by additional
studies associated with the final plan and EIR documents.
STAFF RECOMMENDATION: 1) Direct Staff to secure from
contributing property owners the full GPA sponsor costs
(estimated at $97,263) and their individual SP property owner
costs (estimated at $214,460); and authorize a city advance of
$79,459 to be recovered with interest upon annexation or
development approval; and 2) authorize an additional approp-
riation of $243,861 to the Planning Professional Services
Account and $15,511 to the Legal Services Account. These
costs will be offset by new revenues.

Pacific Transportation Co.; and County of Alameda (Measure D),
followed by Personnel, Annual Review of city Attorney
Services, Government Code section 54957.
11. ADJOURNMENT - The city Council Public Hearing on the East Dublin
General Plan Amendment and Specific Plan will continue on Tuesday,
February 23, 1993 at 7:30 p.m., in the Council Chambers.
On Tuesday, March 2, 1993, the Dublin City Council will
participate in a live call-in show being produced and aired by
Channel 30 community TV, at 7:30 p.m.
