HomeMy WebLinkAbout*CC Agenda 01-28-1991 AGENDA DUBLIN CITY COUNCIL REGULAR MEETING - January 28, 1991 DUBLIN CIVIC CENTER Monday - 7:30 p.m. 100 CIVIC PLAZA A complete packet of information containing all Staff Reports and exhibits related to each agenda item is available for public information and perusal several days prior to a Council meeting at the Dublin Library and also in the City Clerk's Office at the Civic Center. 1. CALL TO ORDER 2. PLEDGE OF ALLEGIANCE TO THE FLAG 3. ORAL 3.1 3.2 COMMUNICATIONS Presentation Honoring former Planning Commissioner Carl Springer Announcement by Councilmember Howard re Planning Commission appointment. At this time, members of the audience are permitted to address the City Council on any item which is NOT on the City Council Agenda. Comments should not exceed 5 minutes. If any person feels that this is not sufficient time to address their concern, that person should arrange with the City Clerk to have their particular concern placed on the agenda for a future meeting. The City Council CANNOT deliberate or take action on a non-agenda item UNLESS there is factual evidence presented to the Council indicating that the subject brought up falls into one of the exceptions under Government Code Section 54954.2. 4. CONSENT CALENDAR Consent Calendar items are typically of a non-controversial nature and are considered for approval by the City Council with one single action. Members of the audience who would like an item removed from the Consent Calendar for purpose of public input may request the City Council to remove the item. The request may be made at the time that the Mayor asks the audience members if there is anyone interested in removing an item from the Consent Calendar. 4.1 Minutes: Joint City council/Planning Commission East Dublin Study Session December 18, 1990 & Regular Meeting January 14, 1991 STAFF RECOMMENDATION: Approve 4.2 Lucky stores/Oakland A's Youth Baseball Fields Program The City Council will review an application for funding under the Lucky/A's Youth Baseball Fields Program. STAFF RECOMMENDATION: Authorize Staff to submit application for funding. 4.3 Agreement between City of Dublin and Dublin Unified School District for Dublin High School Baseball Field and Girls Athletic Field Renovation The City Council will review the draft agreement between the City and the School District which outlines the scope of work and responsibilities of each party for the renovation of the DHS baseball and girls athletic field. STAFF RECOMMENDATION: Adopt Resolution approving agreement. 4.4 No Parking Zone on Dublin Boulevard @ Civic Plaza City Staff received a request to stripe a right turn lane for eastbound Dublin Boulevard at Civic Plaza. Sufficient lane width exists; however, parking must be prohibited for 150' in order to allow the right turn lane. STAFF RECOMMENDATION: Adopt Resolution. 4.5 American Planning Association (APA) National Planning Conference, March 23-27, 1991, New Orleans, LA The purpose of this conference is to build and develop the planning skills of the Planning Director. The approximate cost is $1,400. STAFF RECOMMENDATION: Authorize Planning Director's attendance at APA Conference. 4.6 Acceptance of Improvements Tract 5074 Images Ahmanson Developments Improvements within this tract have been completed to the satisfaction of the City Engineer. STAFF RECOMMENDATION: Adopt Resolution and authorize Staff to accept a maintenance bond at a future date. 4.7 Financial Statement for Period Ending December 31, 1990 STAFF RECOMMENDATION: Accept Report 4.8 Warrant Register Dated January 28, 1991 STAFF RECOMMENDATION: Approve 5. WRITTEN COMMUNICATION - None 6. PUBLIC HEARING 6.1 Speed Limit on Dublin Boulevard This proposed ordinance would establish a 40 mph speed limit for the recently annexed portion of Dublin Boulevard west of Silvergate Drive. STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive reading and ADOPT Ordinance. 6.2 Passenger Loading Zone on Amarillo Road @ Nielsen School City staff was advised that the proposed passenger loading zone in front of Nielsen School should be effective from 8:00 a.m. to 3:30 p.m., only. The draft ordinance has been revised to reflect this change for both the proposed and existing passenger loading zones. STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive reading and INTRODUCE Ordinance. 6.3 Abatement of Nuisance at 7416 Brighton Drive This property consists of the 5 buildings at the old Murray School District Offices. Efforts by the owners to permanently secure the buildings from unauthorized entry have been unsuccessful. STAFF RECOMMENDATION: Conduct public hearing; deliberate; adopt Resolution ordering abatement of nuisance at 7416 Brighton Drive to begin within 30 days and to be completed no later than 45 days. 7. UNFINISHED BUSINESS 7.1 Community Profile Brochure The city Council will review a mock-up of the community profile brochure which has been designed to provide potential businesses and new residents with a brief and attractive information presentation emphasizing the benefits of locating in the City of Dublin. STAFF RECOMMENDATION: Review and comment on brochure and direct Staff to proceed with final design and printing of 5,000 copies 7.2 Annual st. Patrick's Day Celebration The City Council will review the preliminary plans for the annual st. Patrick's Day celebration which include a parade, community celebration and dinner/dance. STAFF RECOMMENDATION: Approve parade route and authorize issuance of parade permit and select location for community celebration. 8. NEW BUSINESS 8.1 City support of Troops stationed in the Middle East The City Council will discuss a City-sponsored "Yellow Ribbon Campaign" and a city-sponsored Blood Drive. STAFF RECOMMENDATION: Consider proposed activities and direct Staff accordingly. 8.2 Bay Vision 2020 Review Draft Report The Bay Vision 2020 Commission, formed in 1989, has prepared a draft report examining ways in which the Bay Area is growing in population and changing in character, and preparing a general vision for the Bay Area in the year 2020, with recommended measures to achieve that vision. STAFF RECOMMENDATION: Comment on proposed report and forward comments to Bay Vision 2020 Commission, -OR- request presentation from a Commission Member at a February Council meeting. 8.3 Consideration of Request by Councilmember Burton regarding Business Development Commission Cm. Burton has requested that the City Council consider sponsorship of a Business Development Commission designed to develop positive programs enhancing existing retail businesses and attracting new businesses. STAFF RECOMMENDATION: Consider. 9. OTHER BUSINESS 10. CLOSED SESSION 10.1 Pending Litigation, City of Dublin vs. Alameda County, Superior Court No. V-002172-8, Government Code Section 54956.9(a). 11.
