HomeMy WebLinkAbout*CC Agenda 01-14-1991 AGENDA DUBLIN CITY COUNCIL REGULAR MEETING - January 14, 1991 DUBLIN CIVIC CENTER Monday - 7:30 p.m. 100 CIVIC PLAZA A complete packet of information containing all Staff Reports and exhibits related to each agenda item is available for public information and perusal several days prior to a Council meeting at the Dublin Library and also in the City Clerk's Office at the Civic Center. 1. CALL TO ORDER 2. PLEDGE OF ALLEGIANCE TO THE FLAG 3. ORAL COMMUNICATIONS At this time, members of the audience are permitted to address the City Council on any item which is NOT on the City Counci l Agenda. Comments should not exceed 5 minutes. If any person feels that this is not sufficient time to address their concern, that person should arrange with the City Clerk to have their particular concern placed on the agenda for a future meeting. The City Council CANNOT deliberate or take action on a non-agenda item ~ there is factual evidence presented to the Council indicating that the subject brought up falls into one of the exceptions under Government Code Section 54954.2. 3.1 Introduction of new Senior civil Engineer, Mehran Sepehri 3.2 Presentations Honoring former Park & Recreation Commissioner Norb Hudak and former Planning Commissioner Carl springer 4. CONSENT CALENDAR Consent Calendar items are typically of a non-controversial nature and are considered for approval by the City Council with one single action. Members of the audience who would like an item removed from the Consent Calendar for purpose of public input may request the City Council to remove the item. The request may be made at the time that the Mayor asks the audience members if there is anyone interested in removing an item from the Consent Calendar. 4.1 Minutes: Workshop Study Session Meeting of December 6th; Regular Meeting of December 10th; Adjourned Regular Meeting of December 18, 1990 STAFF RECOMMENDATION: Approve 4.2 Renewal of Agreement for NORCAL Employment Relations Consortium This Consortium is made up of 20 participating agencies and provides employee relations training at local seminars. The base cost for Dublin's 1991 participation will be $1,300. STAFF RECOMMENDATION: Approve the City's continued participation in the Consortium and authorize the City Manager to execute the agreement. 4.3 Contract 90-10 Pedestrian Signal Handicap Modification - Rejection of Bids Bids received are in excess of funds budgeted for construction of this project. STAFF RECOMMENDATION: Adopt Resolution rejecting all bids and authorize Staff to modify the scope of the project and readvertise the project for bid. 4.4 Amendment to Agreement w/Alameda County for Crossing Guard Services The city Council recently approved provision of an adult crossing guard at Amarillo Road and Alegre Drive. It is necessary to amend the City's agreement with Alameda County to provide this service. STAFF RECOMMENDATION: Adopt Resolution and authorize Mayor to execute amendment to agreement. 4.5 Request to Approve Local Task Force (LTF) for Alameda County Integrated Waste Management Plan As a result of the passage of AB 939, a Local Task Force is required to be formed to assist in coordinating the development of City source reduction and recycling elements. The Task Force must be approved by the County and a majority of the cities representing a majority of the population. STAFF RECOMMENDATION: Adopt Resolution approving appointment of members to the Integrated Waste Management Local Task Force. 4.6 City Treasurer's Investment Report as of December 31, 1990 STAFF RECOMMENDATION: Accept Report 4.7 Award of Police Vehicle Bid In response to a request for bids, bids were received from 2 car dealers. The low bid received for a used 1990 Ford Thunderbird is $12,735.94. STAFF RECOMMENDATION: Award bid to Hertz Car Sales and authorize Staff to issue a purchase order. 4.8 National League of cities 1991 congressional City Conference, Washington, D.C., March 8-12, 1991 Cm. Jeffery and Cm. Moffatt have requested permission to attend this annual congressional city Conference. Approximate costs will be $2,900. STAFF RECOMMENDATION: Consider request and authorize Cm. Jeffery and Cm. Moffatt to attend. 4.9 Warrant Register Dated January 14, 1991 STAFF RECOMMENDATION: Approve 5. WRITTEN COMMUNICATION 5.1 Request for Funding from the Committee for Water Policy Consensus The Committee for Water Policy Consensus (CWPC) is requesting support from all communities within the 12 county Bay-Delta region. Funds will be used to support the CWPC in its continuing efforts to promote economically sound and environmentally safe solutions to water problems. Dublin's requested contribution of $150 is based on population. STAFF RECOMMENDATION: Consider request for funding and if approved, authorize a budget transfer from the Contingent Reserve. 5.2 Update of 1-680 Soundwalls This is an informational report regarding soundwall construction along 1-680. STAFF RECOMMENDATION: Receive report and public comments. 6. PUBLIC HEARING 6.1 Appeal - Chrysler Realty Corporation Conditional Use Permit @ 6451 Scarlett Court PA 90-074 The Applicant has appealed the Planning Commission action taken on November 19, 1990, approving the Conditional Use Permit request to operate an auto sales and service facility for a period of one year. The Applicant is requesting a ten year time limit on the use permit. STAFF RECOMMENDATION: Conduct public hearing; deliberate; Adopt Resolution upholding approval of CUP for one year only -OR- give Staff and Applicant direction and continue the matter. 6.2 Appeal - Chevron Conditional Use Permit/Site Development Review at 5933 Dougherty Road PA 90-066 The Applicant has appealed the Planning Commission action taken on November 19, 1990, denying the Conditional Use Permit/SDR request to construct and operate a gasoline service station, food mart and car wash facility; and recommending that the City Council initiate a General Plan Amendment and Specific Plan study for the Scarlett Court area. The Applicant is requesting City Council approval of the CUP/SDR request. STAFF RECOMMENDATION: Conduct public hearing; deliberate; Adopt Resolution denying CUP/SDR and initiating GPA/SP study -OR- give Staff and Applicant direction and continue the matter. 6.3 Garbage Rate Increase A public hearing has been noticed to consider the adoption of a revised rate schedule for garbage collection under the City's Franchise Agreement with Oakland Scavenger Company (OSC). The City of Dublin participates, with other agencies serviced by OSC, to jointly review rate applications proposed by the Company. Based on the review of the application, a rate increase is recommended. STAFF RECOMMENDATION: Conduct public hearing; deliberate; Adopt Resolution amending the Schedule of Service Rates; authorize Mayor to execute the Letter of Agreement for use of special garbage rate surcharge. 6.4 Speed Limit on Dublin Boulevard The City's Traffic Engineer is proposing a 40 mph speed limit for the newly annexed portion of Dublin Boulevard west of Silvergate Drive. STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive reading and INTRODUCE ordinance establishing speed limits on Dublin Boulevard. 6.5 Passenger Loading Zone on Amarillo Road @ Nielsen School This is the second reading of a proposed ordinance to establish a passenger loading zone on Amarillo Road in front of Nielsen School. STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive reading and ADOPT Ordinance. 6.6 No Parking Zones on Donlon Way The City's Traffic Engineer recommends that no parking zones be installed on Donlon Way for a distance of 20' north and 25' south of the driveway to the Springs Apartments. STAFF RECOMMENDATION: Conduct public hearing; deliberate; adopt Resolution establishing no parking zones. 6.7 Ordinance Enacting a Subdivision Ordinance and Superseding Subdivision Ordinance as Adopted by Ordinance No. 13-82. This is the second reading of the proposed City of Dublin Subdivision Ordinance. STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive reading and ADOPT Ordinance. 7. UNFINISHED BUSINESS - None 8. NEW BUSINESS 8.1 Tri-Valley Transportation Council Joint Powers Agreement The Tri-Valley Transportation Council is proposing that the city of DUblin, along with the Cities of Livermore, Pleasanton, San Ramon, the Town of Danville and the Counties of Contra Costa and Alameda adopt a Joint Powers Agreement which would create the Tri-Valley Transportation Council and authorize the Tri-Valley Transportation Council to undertake the development of a transportation plan for the Tri-Valley area. STAFF RECOMMENDATION: Adopt Resolution approving JPA & appoint representative and alternate to the Tri-Valley Transportation Council. 8.2 1991 Goals & Objectives Study Session Each year, the City Council holds a special meeting, generally in February, to review the status of the current years Goals & Objectives and to develop and prioritize Goals & Objectives for the upcoming year. STAFF RECOMMENDATION: Discuss format of annual Goals & Objectives Study Session and establish meeting date during February. 8.3 League of California cities Proposed 1991 Dues The League of California cities is proposing a 4% increase in its annual dues. This would increase the City of Dublin's dues from $3,655 to $3,802 for Fiscal Year 1990- 91. STAFF RECOMMENDATION: Instruct the City's representative to the East Bay Division of the League of California cities as appropriate. 9. OTHER BUSINESS 10. CLOSED SESSION 10.1 Pending Litigation, City of Dublin v. County of Alameda (Superior Court No. V-002172-8), Government Code section 54956.9(a). 11.
