CALL TO ORDER 2. PLEDGE OF ALLEGIANCE TO THE FLAG 3. ORAL COMMUNICATIONS 3.1 Presentation of January Customer Service Award to police Sgt. Brian Masterson 3.2 Presentation by Steve King Stuart regarding a Dublin city Song At this time, members of the audience are permitted to address the City Council on any item which is NOT on the City Council Agenda. Corrments should not exceed 5 minutes. If any person feeLs that this is not sufficient time to address their concern, that person should arrange with the City Clerk to have their particular concern pLaced on the agenda for a future meeting. The City Council CANNOT deliberate or take action on a non-agenda item UNLESS there is factual evidence presented to the Counci l indicating that the subject brought up falls into one of the exceptions under Government Code Section 54954.2. 4. CONSENT CALENDAR Consent Calendar items are typically of a non-controversial nature and are considered for approval by the City Council with one single action. Members of the audience who would like an item removed from the Consent Calendar for purpose of public input may request the City Council to remove the item. The request may be made at the time that the Mayor asks the audience members if there is anyone interested in removing an item from the Consent Calendar. 4.1 Minutes: Regular Meeting of December 14, 1992; Closed Session Meeting of January 6, 1993 STAFF RECOMMENDATION: Approve 4.2 Financial Statements and Audit Report for Fiscal Year 1991-92 STAFF RECOMMENDATION: Receive Reports and authorize year end supplemental appropriations. 4.3 November 1992 Financial Report STAFF RECOMMENDATION: Receive Report. 4.4 Dublin Meadows Street Name Change This request is to rename the eastern portion of the private street within the Dublin Meadows mUlti-family residential project (serving buildings 1-15) from Stagecoach Drive to Dublin Meadows Street. STAFF RECOMMENDATION: Adopt Resolution. 4.5 Revisions to Personnel System Based on a comprehensive survey of other agencies and discussions with city employees, several changes are being proposed to the personnel system, which include the Salary Plan and the Benefit Plan. The city's policy on leaves of absence has been revised in accordance with new State Law which requires employers with 50 or more employees to grant Family Care Leave. STAFF RECOMMENDATION: Adopt Resolutions; authorize city Manager to take all necessary steps to amend agreement with Delta Dental; and authorize city Manager to transfer funds (not to exceed $3,500) from the Contingent Reserve into the appropriate accounts. 4.6 Agreement with FC Investments for Driveway Access from San Ramon Road to Almond Plaza Shopping Center This agreement provides for the city's quitclaim of abutters rights for access from San Ramon Road to Almond Plaza Shopping center, in exchange for compensation and under the conditions outlined in the agreement. STAFF RECOMMENDATION: Adopt Resolution approving agreement and authorize Mayor to execute quitclaim deed. 4.7 Award of Micro Computer Equipment Bid Sealed bids were recently opened for 10 computers and 9 printers. STAFF RECOMMENDATION: Award bid to "The Future Now" and authorize Staff to issue a purchase order for $23,158.74. 4.8 Warrant Register Dated January 11, 1993 STAFF RECOMMENDATION: Approve 5. WRITTEN COMMUNICATION - None 6~ PUBLIC HEARING 6.1 Revisions to Dublin civic Center Facility Use Policy and Fee Schedule The City Council will discuss and consider proposed changes to the civic Center Facility Use Policy and Fee Schedule. STAFF RECOMMENDATION: Conduct public hearing; deliberate; adopt Resolution. 6.2 Revisions to Dublin Senior Center Facility Use Policy and Fee Schedule The City Council will discuss and consider revisions to the Facility Use Policy and Fee Schedule for the Dublin Senior Center. STAFF RECOMMENDATION: Conduct public hearing; deliberate; adopt Resolution. 6.3 Revisions to Dublin Sports Grounds Facility Use Policy and Fee Schedule The city Council will discuss and consider revisions to the Facility Use Policy and Fee Schedule for the Dublin Sports Grounds. STAFF RECOMMENDATION: Conduct public hearing; deliberate; adopt Resolution. 6.4 Revisions to Shannon Community Center Facility Use Policy and Fee Schedule The city Council will discuss and consider revisions to the Facility Use POlicy and Fee Schedule for the Shannon Community Center. STAFF RECOMMENDATION: Conduct public hearing; deliberate; adopt Resolution. 6.5 Revisions to Dublin Swim Center Facility Use Policy and Fee Schedule The City Council will discuss and consider revisions to the Facility Use Policy and Fee Schedule for the Dublin Swim Center. STAFF RECOMMENDATION: Conduct public hearing; deliberate; adopt Resolution. 6.6 continued Public Hearing - Administrative Fee for Liens Levied Under Mandatory Garbage Ordinance At the City Council meeting of December 14, 1992, the City Council continued deliberation on the matter of establishing an administrative fee on delinquent garbage accounts. The City Council requested that Staff provide additional background information on the development of the proposed fee and consideration of the requirement for mandatory garbage service. STAFF RECOMMENDATION: Conduct pUblic hearing; deliberate; adopt Resolution; provide Staff with direction on any desired changes in the Mandatory Garbage Program. 6.7 Consideration of 1993 Oakland Scavenger Company Garbage Rates The City Council will consider the recommendations of the Joint Refuse Rate Review Committee related to the 1993 Oakland Scavenger Company garbage rate adjustment request. Several of the rates will be decreased under the proposed plan. The City Council will also consider adoption of an administrative fee to be collected by the garbage company. STAFF RECOMMENDATION: Conduct public hearing; deliberate; adopt Resolutions. 6.8 Amendment to Municipal Code Chapter 7.08 - Procedure for Establishing and changing Street Names This is the second reading of a proposed Ordinance for establishing and changing street names. The proposed Ordinance is substantially the same as Ordinance No. 4-83, which was inadvertently omitted from the Municipal Code. No existing regulations are being modified by this action. STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive reading and ADOPT Ordinance. 7. UNFINISHED BUSINESS - None 8. NEW BUSINESS 8.1 Acceptance of Gifts to City A person who wishes to remain anonymous has donated a gift of $100 to the Dublin Senior Center. STAFF RECOMMENDATION: Accept gift. 8.2 1993 Goals & Objectives study Session Each year, usually in February, the City Council holds a special study session meeting to review the status of those goals & objectives established by the City Council for the current year and to establish and prioritize goals & objectives for the upcoming fiscal year. STAFF RECOMMENDATION: Discuss any desired changes in the format of the study session and establish a special meeting date. 9. OTHER BUSINESS 10. CLOSED SESSION 10.1 Pending Litigation, Dublin vs. Southern Pacific Transportation Co., Alameda County superior Court No. V003792-9, pursuant to Government Code section 54956.9(a). 11. ADJOURNMENT The city Council has scheduled public hearings on Thursday evenings, January 14th and 21st (7:30 p.m.) in the Council Chambers to begin the deliberations on the east Dublin General Plan Amendment for 6,920 acres and a Specific Plan for a 3,328 acre portion of that area.
