STAFF RECOMMENDATION: Receive presentation from Staff and the Consultant; receive public comments; provide direction on preferred plan to be developed into schematic design. 3.2 Proclamation Congratulating Dublin High School Boys Cross-Country Team who placed nd 2 at the North Coast Section Meet of Champions, and who completed their season by th placing 7 overall at the CIF State Championship Meet (File 610-50) (Coach Glen Walder, Runners Louis Arcuri, Rodrique Egenberger, Francisco Gomez, Marcos Gomez, Jose Gonzalez, John Harper and Josh Villarreal) COMMENTS SHOULD NOT EXCEED At this time, the public is permitted to address the City Council on non-agendized items. THREE (3)MINUTES . In accordance with State Law, however, no action or discussion may take place on any item not appearing on the posted agenda. The Council may respond to statements made or questions asked, or may request Staff to report back at a future meeting concerning the matter. Any member of the public may contact the City Clerk’s Office related to the proper procedure to place an item on a future City Council agenda. The exceptions under which the City Council MAY discuss and/or take action on items not appearing on the agenda are contained in Government Code Section 54954.2(b)(1)(2)(3). 4.CONSENT CALENDAR Consent Calendar items are typically non-controversial in nature and are considered for approval by the City Council with one single action. Members of the audience, Staff or the City Council who would like an item removed from the Consent Calendar for purposes of public input may request the Mayor to remove the item. 4.1Minutes of Regular Meeting of November 16 and Adjourned Regular (Special) Meeting of November 19, 1999 STAFF RECOMMENDATION: Approve 4.2Award of Bid – Civic Center Expansion Project – Furniture (Contract 99-13) (File 600-35) The City received two bids for furniture for the Civic Center Renovation Project. The new furniture will be installed in the expanded and renovated areas of the Civic Center to accommodate additional Staff. Resolution STAFF RECOMMENDATION: Adopt awarding bid to Smith Business Interiors ($145,848). 4.3Acceptance of Gift to City (File 150-70) The Parks & Community Services Department has received a gift of 12 new youth size batting helmets and 6 mini soccer goals from the Tri-Valley YMCA. 4.4Street Name Change - Park Street (File 820-60) This north-south street connects Dublin Boulevard and Central Parkway and serves the Dublin Greene development and the City's new Emerald Glen Park. At the time that Parcel Map 7355 was approved, a street name had not been proposed. This action would approve the name "Park Street". Resolution STAFF RECOMMENDATION: Adopt . 4.5Award of Bid, Contract 99-12A, Fire Station Acoustic Improvement (File 600-35) This project will install acoustic ceiling tile and wall panels in the dining/training room of the fire station in order to eliminate an echo that has been detrimental to training sessions. The one bid that was received is within funds budgeted for construction. Resolution STAFF RECOMMENDATION: Adopt awarding bid to L. J. Interiors, Inc. ($5,171). 4.6No Parking Zone on Langmuir Lane at Accessway to Dublin High School Field (File 570-20) This item would establish a 20' no parking zone on Langmuir Lane at the access driveway to the Dublin High School sports field. The no parking zone was requested by the School District because parked cars sometimes block access to the field. Resolution STAFF RECOMMENDATION: Adopt . 4.7Award of Bid for Police Vehicle Emergency Equipment (File 350-20) th At the City Council meeting of November 16, Staff was authorized to solicit bids for police vehicle emergency equipment. The City Council will consider awarding the bid to ARCOM Fleet Services ($7.933.48). Resolution STAFF RECOMMENDATION: Adopt and approve Budget Change Form. 4.8Consultant Services for Promotional Marketing Video (File 600-30) The City Council identified the preparation of a promotional marketing video as a high priority for FY 1999-2000. The agreement with Goal Line Productions will allow for the preparation of the video by the end of April, 2000 at a cost not to exceed $39,850. Resolution STAFF RECOMMENDATION: Adopt and authorize City Manager to sign agreement. 4.9Preliminary Financial Report for the Month of October 1999 (File 330-50) STAFF RECOMMENDATION: Receive Report. 4.10Authorization for City Attorney (Meyers, Nave, Riback, Silver & Wilson) to enter into an Agreement with Ashley, Chapman & DeVoe for further real estate appraisal consulting services for the acquisition of Dublin Land Company property for Tassajara Road, Dublin Boulevard, Central Parkway and Gleason Drive (File 600-30) In order to proceed with development in the Shea Homes project (Dublin Ranch, Phase I) and Dublin Ranch Project Areas F, G & H, certain roads must be built for proper access and traffic capacity reasons. The cost of these real estate appraisal services ($16,656) will be paid by developers, Shea Homes and Jennifer Lin. Resolution STAFF RECOMMENDATION: Adopt . 4.11Warrant Register ($3,515,436.42) dated December 7, 1999 (File 300-40) STAFF RECOMMENDATION: Approve 4.12Restriping and Lane Changes at the Intersection of Dublin Boulevard and Dougherty Road (File 820-20) These proposed lane revisions include converting one east bound Dublin Boulevard right turn lane to a through lane and the addition of a second south bound Dougherty Road left turn lane. STAFF RECOMMENDATION: Approve striping and lane changes and direct Staff to proceed with implementation. 5.WRITTEN COMMUNICATIONS 5.1Realignment of Proposed Alamo Creek Trail through the Alamo Creek Villas (File 930-30) This is a request by the Alamo Creek Villas Homeowners' Association to realign a portion of the future Alamo Creek Trail to a location just outside their development. This portion of the trail is just south of Amador Valley Boulevard. STAFF RECOMMENDATION: Approve request to relocate the Alamo Creek Trail to the back of Arroyo Vista, subject to the following conditions being met: a) that the Dublin Housing Authority deed a trail easement to the City of Dublin for trail improvement purposes and for public access; b) that Zone 7 Flood Control District accept the deed to the parcel of land over which the Alamo Creek passes (adjacent to this development); c) that the Homeowners' Association designs and constructs the proposed bypass trail on the Dublin Housing Authority land (together with obtaining necessary City permits); and d) that the Homeowners' Association fence and gate off the access locations to the Zone 7 maintenance roads within the development be subject to Zone 7's review and approval. 6.PUBLIC HEARING 6.1Revision to Eastern Dublin Traffic Impact Fee and Area of Benefit Fee (File 390-20) This item would increase the Eastern Dublin Traffic Impact Fee for undeveloped land in Eastern Dublin. This fee has not been updated since 1996. The fees are used to pay for oversizing roadways and other transportation improvements and are directly related to the traffic impacts from new development. STAFF RECOMMENDATION: Open public hearing; receive Staff presentation and public testimony; close public hearing; determine value of protests (to Area of Benefit Fee only); Resolution deliberate; adopt . 6.2Repeal of 20-Minute Parking Zone and Establishment of One-Hour Parking Zone on Village Parkway (File 570-20) This item would establish a one-hour parking zone in front of the Kids Again Consignment Store and Dublin Plumbing Supply and replace an existing 20-minute zone in front of the Post Office with unrestricted parking. Resolution STAFF RECOMMENDATION: Conduct public hearing; deliberate; adopt ; waive Ordinance. reading and INTRODUCE 6.3Amendment to the Dublin Municipal Code, Title 5 to add Chapter 5.60 Heritage Tree Ordinance (File 530-80) The City Council will consider adopting a Heritage Tree Ordinance which identifies the species and size of trees that are considered heritage trees and which establishes regulations for the protection and removal of heritage trees within the City. STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive reading and INTRODUCE Ordinance. 6.4Tri-Valley SPCA Development Agreement PA 99-004 (File 600-60) The City Council will review a Development Agreement between the City of Dublin and the Oakland SPCA for the Tri-Valley SPCA project. The DA is required by the Eastern Dublin Specific Plan. Items in the DA include, but are not limited to, the financing and timing of infrastructure; payment of traffic, noise and public facilities impact fees; and general provisions. STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive reading and st INTRODUCE Ordinance; schedule second reading of Ordinance for December 21 City Council meeting. 6.5Appeal of the Application and Interpretation of the Electrical and Plumbing Codes for Violations located at the Woodland Townhomes on Oxford Circle (Association Management Company) (File 440-40) The Association Management Company has appealed the findings of the City's Building Official regarding the installation of locks on the access gates to the gas and electrical meters for the Woodland Townhomes. STAFF RECOMMENDATION: Conduct public hearing; deliberate; provide appropriate direction to Staff. 6.6Zoning Ordinance Amendment to Chapter 8.76, Off-Street Parking and Loading Regulations, of the Dublin Municipal Code (Zoning Ordinance) PA 99-018 (File 450-20) Proposed major changes to Chapter 8.76 of the Zoning Ordinance include applicability of the regulations, parking within a designated parking space, living or sleeping in a vehicle parked or stored on a lot, parking of unlicensed or inoperable vehicles, and residential and commercial parking standards. Minor changes would include clarification language, tandem parking, bicycle racks, and back-up distances for parking spaces. STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive reading and INTRODUCE Ordinance; provide direction to Staff on enforcement, whether by means of a st complaint or without a complaint; and continue item to City Council meeting of December 21. 7.UNFINISHED BUSINESS 7.1Dublin Senior Center, Library Adaptive Reuse Study (File 240-30/940-60) The City Council will receive a report on the feasibility of renovating the Dublin Library for a future Senior Center. STAFF RECOMMENDATION: Receive Staff Report and Consultant Presentation and approve concept of renovating Dublin Library for a future Senior Center. 8.NEW BUSINESS 8.1Agreement with Alameda County for the Purchase of Additional Library Materials (File 600-40) This agreement authorizes funding of $33,426 for the purchase, acquisition and processing of additional library materials for the Dublin Library. STAFF RECOMMENDATION: Approve Agreement with Alameda County and approve Budget Change Form. 8.2Location of 2000 St. Patrick's Day Festival (File 950-40) The City Council will consider two sites for the 2000 St. Patrick's Day Festival. One site is on a portion of Regional Street between the former El Pollo Loco Restaurant and the north entrance to the Almond Plaza Shopping Center and the other site is on Amador Valley Boulevard between Regional Street and Donohue Drive. Resolution STAFF RECOMMENDATION: Determine location for 2000 Festival and adopt authorizing temporary Street closures. 8.3Hilton Farnkopf & Hobson Report on progress towards meeting AB939 - Year 2000 Diversion Goals (File 810-60) The City Council will hear a report from HF&H and City Staff regarding the City's progress and strategies to achieve the 50% AB939 diversion goal. The Council will discuss future waste management programs, policies and priorities. STAFF RECOMMENDATION: Provide direction to Staff on whether to pursue the acquisition of 64 gallon recycling carts; direct Staff to monitor the Commercial Recycling Program and report back to Council with a recommendation for continuing the program after the initial 16 month agreement expires; direct Staff to work with the Alameda County Waste Management Authority and local builders to develop a Construction and Demolition Ordinance for the City of Dublin; and direct Staff to continue to work with CIWMB and Alameda County Staff to prepare the documents required to submit a waste exemption request to the CIWMB. 8.4Public Art Policy (File 910-80) Included in this years' budget is funding for a Citywide assessment of heritage and cultural arts programming. The assessment will be initiated in January 2000 and concluded by May 2000. th At the Council meeting of November 16, Staff was requested to place an item for discussion of the Public Art Policy on the agenda for the Council to reconsider the priority for this objective. STAFF RECOMMENDATION: Provide appropriate direction to Staff. 9.OTHER BUSINESS - Brief INFORMATIONAL ONLY reports from Councilmembers and/or Staff 10CLOSED SESSION . 10.1 Conference with Legal Counsel/Anticipated Litigation.
