CALL TO ORDER PLEDGE OF ALLEGIANCE TO THE FLAG - Pack 909 - Webelo Scouts 3. ORAL COMMUNICATIONS 3.1 Recognition of Dublin Green Gator Swim Team Parent Committee (File 610-50) Each summer, the City sponsors the Green Gator Swim Team program at the Dublin Swim Center. The Green Gator Parent Committee is made up of parents who have swimmers on the team. During the past 2 years, the Committee has raised over $1 Q000 for the team for incentives and equipment. Additionally, they have provided countless hours assisting with the operation of the program. STAFF RECOMMENDATION: Recognize the 2000 Swim Team Parent Committee and present Certificates of Appreciation. 3.2 Presentation of Golden Nugget Award Plaque (File 150-20) The Dublin Ranch Town Center project has been honored with a Golden Nugget Award at the recent Pacific Coast Builders Conference. A plaque will be presented to the City by Martin Inderbitzen~ Sierra Land Development Corporation. STAFF RECOMMENDATION: Receive award. 3.3 Public Comments At this time, the public is permitted to address the City Council on non-agendized items.' COMMENTS SHOULD NOT EXCEED THREE (3) MINUTES. In accordance with State Law, however, no action or discussion may take place on any item not appearing on the posted agenda. The Council may respond to statements made or questions asked, or may request Staff to report back at a future meeting concerning the matter. Any member of the public may contact the City Clerk's Office related to the proper procedure to place an item on a future City Council agenda. The exceptions under which the City Council MAY discuss and/or take action on items not appearing on the agenda are contained in Government Code Section 54954.2(b)(1)(2)(3). 4. CONSENT CALENDAR Consent Calendar items are typically non-controversial in nature and are considered for approval by the City Council with one single action. Members of the audience, Staff or the City Council who would like an item removed from the Consent Calendar for purposes of public input may request the Mayor to remove the item. 4.1 Minutes of Regular Meeting of October 3, 2000 STAFF RECOMMENDATION: Approve 4.2 No Parking Zone on Seaalert Court immediately west of Scarlett Drive (File 570-20) This proposal would install a 49 foot No Parking Zone on the north side of Scarlett Court , immediately west of Scarlett Drive. STAFF RECOMMENDATION: Adopt Resolution. Annual Review of Development Agreements (File 600-60) An annual review of Development Agreements is required by State Law and the City's Municipal Code. The City has reviewed 15 Development Agreements and concluded that the developers for the 15 projects are proceeding in good faith with the terms of the Development Agreements. STAFF RECOMMENDATION: Determine by motion, that developers have complied in good faith with the terms and provisions of the following DAs and conclude the Annual Review Period for: Santa Rita Commercial Center; California Creekside/Brookside; Hansen Ranch; Villa's at Santa Rita; SummerGlen; Jefferson at Dublin' Emerald Pointe; Casterson Property (Tassajara Meadows I); Dublin Ranch Area A-H; Dublin Ranch Phase I; General Motors; Koll Development; Micro Dental; Tassajara Meadows H; Dublin Ranch - Supplemental Areas F, G & H. 4.4 Final Budget Changes for Fiscal Year 1999-2000 (File 330-20) . STAFF RECOMMENDATION: Approve Budget Changes and an Operating Transfer of $345 from the General Fund to the Dublin Information, Inc. (D!I) Fund. 4.5 Authorization to Solicit Bids - Dougherty Road Tree Planting, Contract 00-15 (File 6004:9) This project will plant approximately 54 15-gallon Sycamore trees on the east side of Dougherty Road between Amador Valley Boulevard and Willow Creek Drive. STAFF RECOMMENDATION: Authorize Staff to advertise for bids. 4.6 Award of Contract for Abatement Work at 7957 Crossridge Road (File 600-30/440-40) The property located at 7957 Crossridge Road has been declared substandard and dangerous and, as a result, is being abated. The City Council will consider awarding the contract for the abatement work. STAFF RECOMMENDATION: Adopt Resolution awarding contract to Patrick Donaghue ($63,400); authorize Mayor to execute contract; and approve Budget Change. 4.7 Warrant Register ($1,129,612.27) dated October 17, 2000 (File 300-40) STAFF RECOMMENDATION: Approve 5. WRITTEN COMMUNICATIONS - None PUBLIC HEARING 6.1 Wireless Communication Facilities - Zoning Ordinance Amendment PA 97-046 (File 450-20) This is the second reading of a Zoning Ordinance amendment that would add Section 8.92 to the Dublin Zoning OrdinanCe. The amendment involves the regulation of wireless communication facilities. The purpose and intent of this Ordinance is to provide a unifornt and comprehensive set of standards for the development and installation of wireless communication facilities (e.g., antennas, personal wireless facilities, monopoles and lattice towers) and related facilities. STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive reading and ADOPT Ordinance. 6.2 Emerald Glen Village Center, Development Agreement PA 00-003 (File 60060) The City Council will consider an Ordinance approving a Development Agreement between Shea Properties, LLC, Alameda County Surplus Property Authority and the City of Dublin for the Emerald Glen Village Center project, located at the northwest comer of Dublin Boulevard and Tassajara Road. The projectproposes a mixed;use development;',iffcFadinga t34,000 fL neighborhood shopping center, 390 multi-family apartment units, structured and surface parking, landscaping and related improvements. STAFF RECOMMENDATION: Conduct public heating; deliberate; waive reading and INTRODUCE Or~tinance; sehedule seCond reading-of Ordinance for November 7th City CoUncil meeting. Stop Signs on Amador Plaza Road at St. Patrick Way/I-680 Off-Ramp (Interim Measure) (File .990-40) The opening of the 1-680 southbound off-ramp at Amador Plaza Road is planned for approximately October 26th. Power will not be available for the traffic signal for a few more weeks, and it is proposed to operate this intersection as a four-way stop in the interim. STAFF RECOMMENDATION: Conduct public hearing; deliberate; adopt Resolution. UNFINISHED BUSINESS 7.1 Civic Center Library Arts Selection Presentation (File 600-30) The City Council will receive a presentation from Arts Consultant, Lynne Baer, and consider the recommendations of the Civic Center Library Art Selection Subcommittee. STAFF RECOMMENDATION: Receive presentation and authorize Staff to enter into an agreement with the artists to proceed with conceptual design for a stipend of $1,500. 7.2 Contract Amendment with Economic & Planning Systems (EPS) to prepare an Open Space Action Plan for the Western Extended Planning Area (File 600-30) This Plan will identify specific recommendations for the City Council to consider in determining what actions to take in preserving Open Space in the Western Dublin Extended Planning Area. STAFF RECOMMENDATION: Authorized the City Manager to sign contract amendment and authorized a Budget Transfer from the Open Space Reserve Fund for Professional Services. NEW BUSINESS 8.1 Support of Alameda County Measure A - Unincorporated County Utility Users Tax (File 660-30) The City Council will determine whether it will go on record in support of Alameda County Measure A~ Unincorporated Utility Users Tax to fund the County Community Development Department, Sheriffs Department and County Library Services. STAFF RECOMMENDATION: Discuss and determine whether to adopt Resolution supporting Measure A. 8.2 Presentation of Findings of the Project Study Report (PSR) for the 1-580/San Ramon Road- Foothill Road Interchange Improvement (File 800-30) The City has completed a Project Study Report for the 1-580/San Ramon Road-Foothill Road interchange. Staff will present the findings of the report. STAFF RECOMMENDATION: Accept findings of the PSR and direct Staff to proceed with the steps necessary for the continuation of the preparation of the Project Report/Environmental Documentation, Plans and Specifications and Estimates. 8.3 Spring PCS Facility at Shannon. Park (File 1010-10) Staff is requesting City Council direction on placing a telecommunication facility at Shannon Park. The facility would replace an existing .22' high light standard with a new 16" diameter tigerglass pole. STAFF RECOMMENDATION: Deny request.
