THREE (3)MINUTES . In accordance with State Law, however, no action or discussion may take place on any item not appearing on the posted agenda. The Council may respond to statements made or questions asked, or may request Staff to report back at a future meeting concerning the matter. Any member of the public may contact the City Clerk’s Office related to the proper procedure to place an item on a future City Council agenda. The exceptions under which the City Council MAY discuss and/or take action on items not appearing on the agenda are contained in Government Code Section 54954.2(b)(1)(2)(3). 4.CONSENT CALENDAR Consent Calendar items are typically non-controversial in nature and are considered for approval by the City Council with one single action. Members of the audience, Staff or the City Council who would like an item removed from the Consent Calendar for purposes of public input may request the Mayor to remove the item. 4.1Minutes of Regular Meeting of September 21, 1999 STAFF RECOMMENDATION: Approve 4.2Consultant Services for Redevelopment Feasibility Study (File 600-30) The City Council has identified the completion of a Redevelopment Feasibility Study as a high priority for FY 1999-2000. An agreement (not to exceed $33,895) with Rosenow Spevacek Group is being proposed in order to allow the study to proceed in a timely fashion with the final report scheduled for March, 2000. Resolution STAFF RECOMMENDATION: Adopt approving agreement and authorize City Manager to sign on behalf of the City. 4.3Award of Bid for Civic Center Expansion Cabling Project (File 200-30) As part of the Civic Center Expansion and Renovation project, cabling for the computer and voice networks needs to be installed. This requests authorization to award the contract for cabling work to the lowest responsible bidder, Semans Communications, Inc. ($27,296.58 + 10% contingency). Resolution STAFF RECOMMENDATION: Adopt . 4.4Request for Appropriation for the "Save Money and the Environment Too" Campaign (File 810-60) Financial support of the Bay Area-wide waste reduction media outreach effort, "Save Money and the Environment Too" Campaign was not included in the 1999-2000 Budget. To support this campaign, Staff recommends an appropriation from the City's Measure D Recycling Fund in the amount of $500. STAFF RECOMMENDATION: Approve Budget Change Form. 4.5Consultant Request for Proposal for the Western Dublin Open Space Study (File 600-30) The City Council will review the draft RFP for selecting a consultant to complete the Western Dublin Open Space Study. The RFP will be sent to consulting firms that specialize in open space preservation and acquisition. STAFF RECOMMENDATION: Approve RFP. 4.6Resolution of Intention to form Underground Utility District, Dublin Boulevard from a point 600' west of Clark Avenue to Sierra Court (File 1020-30) This item states the City's intention to form an underground utility district for the purpose of ndth undergrounding overhead utility lines and sets public hearing dates of November 2 and 16 for proposed adoption of an Ordinance establishing the district. Undergrounding of utilities is proposed to be accomplished with the Dublin Boulevard Widening project, which will be constructed during the 2000-2001 construction season. The undergrounding cost is expected to be paid by Rule 20A funds. Resolution. STAFF RECOMMENDATION: Adopt 4.7Public Service Employee Classification (File 600-10) The Public Service Employee classification is a broad job classification that allows the City Manager the flexibility to hire limited duration temporary employees to fill a range of City needs, while ensuring compliance with IRS rules and regulations regarding the hiring of contract employees. Resolution(s) STAFF RECOMMENDATION: Adopt amending Classification Plan and Salary Plan for Part-Time Employees. 4.8Revisions to the Personnel System (File 700-20) This amendment to the City's Personnel System would add a job description for Information Systems Technician. Resolution(s) STAFF RECOMMENDATION: Adopt amending Classification Plan and Salary Plan. 4.9Preliminary Financial Report for the Month of August 1999 (File 330-50) STAFF RECOMMENDATION: Receive Report. 4.10Warrant Register ($1,201,150.98) dated October 5, 1999 (File 300-40) STAFF RECOMMENDATION: Approve 5.WRITTEN COMMUNICATIONS 5.1Request for On-Street Disabled Persons Parking at Wells Middle School (File 570-20) On-site disabled persons parking spaces at Wells Middle School are inaccessible during peak drop-off and pick-up times, and the Principal's office has requested that the City provide an on- street disabled persons parking space to provide accessibility. The proposed parking space would accommodate one vehicle up to 25' long and would replace a part of an existing 20- minute parking zone. Resolution. STAFF RECOMMENDATION: Adopt 6.PUBLIC HEARING 6.1Archstone Communities - Planned Development Rezoning and Site Development Review PA 99-019 (File 410-30) Archstone Communities has requested that their project be continued until their traffic issues are resolved. STAFF RECOMMENDATION: Continue item indefinitely. 6.2Change of Speed Limit for Amador Valley Boulevard from San Ramon Road to Amador Plaza Road (File 590-20) This is the second reading of a proposed Ordinance to change the speed limit on Amador Valley Boulevard between San Ramon Road and Amador Plaza Road from 35 mph to 30 mph. An engineering and traffic survey has been performed which will support this speed limit change. STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive reading and ADOPT Ordinance . 6.3Amendment to Dublin Municipal Code to provide for increase in compensation for members of the Planning Commission, Parks & Community Services Commission, and Heritage & Cultural Arts Commission (File 110-20) At its September 21, 1999 meeting, the City Council directed Staff to prepare an Ordinance to increase the current monthly compensation for members of Commissions from $30 to $50 per meeting. The Planning Commission shall be paid for attendance at a maximum of three meetings per month. The Parks & Community Services and Heritage & Cultural Arts Commissions shall be paid for attendance at a maximum of two meetings per month. STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive reading and INTRODUCE Ordinance. 6.4Amendment to Dublin Municipal Code to provide for an increase in the salary for members of the City Council (File 700-20) At its September 21, 1999 meeting, the City Council directed Staff to prepare an Ordinance to increase the current monthly compensation for Councilmembers in an amount equal to 5% for each year 1993, 1994, 1995, 1996, 1997, 1998 and 1999. The increase would become effective following the November, 2000 election. At that time, Council salaries would be adjusted from $402.02/mo. to $565.68/mo. The Mayor receives an additional $100/mo. STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive reading and INTRODUCE Ordinance. 7.UNFINISHED BUSINESS th 7.116 Annual Holiday Tree Lighting Ceremony (File 950-40) Because the Regional Meeting Room will not be available this year for the Annual Tree Lighting Ceremony as the Civic Center renovation will be underway in December, Staff investigated two options for an outdoor ceremony: the Courtyard or the Plaza Area. STAFF RECOMMENDATION: Receive report; determine preferred option for ceremony; and approve appropriate Budget Change Form. 7.2Altamont Landfill Settlement Agreement (File 810-50) A settlement agreement over a Conditional Use Permit (CUP) for the Altamont Landfill expansion has recently been approved. This report summarizes the agreement, outlines the process for approving a new CUP, and analyzes the potential impact to the City of Dublin of new County-imposed fees at the Altamont Landfill. STAFF RECOMMENDATION: Provide direction to Staff on whether to monitor and participate in the Altamont Landfill CUP process. 8.NEW BUSINESS 8.1Pacific Gas & Electric Tri-Valley Power Project (File 1020-40) The City Council will consider adopting a Resolution supporting PG&E's preferred alignment for the Tri-Valley Upgrade Project. Resolution STAFF RECOMMENDATION: Adopt supporting PG&E's preferred alignment and direct the City Manager to submit to the California Public Utilities Commission a written position statement supporting project, as reflected in the Resolution. 8.2Request for Authorization to distribute a Request for Proposal (RFP) for Promotional Marketing Video (File 150-35) A Request for Proposals will begin the process of awarding a contract for the production of a promotional marketing video for the City of Dublin. It is anticipated that the award of the th contract will be at the November 16 City Council meeting. Staff also requests City Council input as to the theme and/or direction of the video.
