3.1 Mayor's Appointment of Student Member to the Parks & Community Services
Commission (File 110-30)
The term o£the current Student Representative On the P&CS Commission expires on June 30,
2000. The opening was advertised and one application was received.
STAFF RECOMMENDATION: Confirm Mayor's appointment of Chris Marcoux to P&CS
Commission.
3.2 Change in Appointment of Representative and Alternate to the Tri-Valley Transportation
Council (File 110-30)
Due to time conflicts, Vice Mayor Lockhart and Mayor Houston are unable to serve as the
City's representative/alternate on this board, and Mayor Houston requested that the item be
agendized for the Council to discuss a change in appointments.
STAFF RECOMMENDATION: Determine who will be the City's representative and alternate
and direct Staffto update the Appointment/Assignment List and notify the appropriate agencies of
this change.
3.3 Public Comments
At this time, the public is permitted to address the City Council on non-agendized items. COMMENTS SHOULD NOT EXCEED THREE (3) MINUTES.
In accordance with State Law, however, no action or discussion may take place on any item not appearing on the posted agenda. The Council may
respond to statements made or questions asked, or may request Staff to report back at a future meeting concerning the matter. Any member of the public
may contact the City Clerk's Office related to the proper procedure to place an item on a future City Council agenda. The exceptions ur~der which the City
Council MAY discuss and/or take action on items not appearing on the agenda are contained in Government Code Section 5z~34.2(b)(1)(2)(3).
4. CONSENT CALENDAR
Consent Calendar items are typically non-controversial in nature and are considered for approval by the City'
Council with one single action. Members of the audience, Staff or the City Council who would like an item
removed from the Consent Calendar for purposes of public input may request the Mayor to remove the item.
4.1 Minutes of Regular Meeting of June 6, 2000
STAFF RECOMMENDATION: Approve
4.2 Delta Dental Rate Renewal and Amendment to the Benefit Plan (File 720-40)
The City Council will consider an extension to the Delta Dental contract for an 18-month
period and an adjustment to the monthly pren~ums.
STAFF RECOMMENDATION: Authorize the city Manager to execute a contract extension
with Delta Dental and adopt Resolution.
4.3 Preliminary Financial Report for the Month of May 2000 (File 330-50)
STAFF RECOMMENDATION: Receive Report.
4.4 Citywide Street Lighting Maintenance Assessment District 83-1: Preliminary Engineer's
Report (File 360-50)
The street lighting assessment district funds the energy and maintenance costs for the City's
street lighting system, excluding the Dublin Ranch area. This item would approve the
Preliminary Engineer's Report for Fiscal Year 2000-2001 and set a public hearing date (August
1, 2000) for the purpose of receiving protests to the proposed assessment. The assessment is
. not proposed to increase above the 1999-2000 level.
STAFF RECOMMENDATION: Adopt Resolution(s).
4.5 Landscaping and Lighting Maintenance Assessment District 83-2 (Stagecoach Road):
Preliminary Engineer's Report (File 360-20)
This assessment district maintains landscaping along Stagecoach Road and on the interior
slopes of Agate Way and Coral Way. This item would approve the preliminary Engineer's
Report for Fiscal Year 2000-2001 and set a public hearing date (August 1, 2000) for the
purpose of receiving protests to the proposed assessment. The assessment is not proposed to
increase above the 1999-2000 level.
STAFF RECOMMENDATION: Adopt Resolution(s).
4.6 Landscaping and Lighting Maintenance Assessment District 86-1 (Dougherty Road):
Preliminary Engineer's Report (File 360-20)
This assessment district provides for maintenance of certain landscaping improvements
associated with the Villages ~ Willow Creek development. This item would approve the
preliminary Engineer's Report for Fiscal Year 2000-2001 and set a public hearing date (August
1, 2000) for the purpose of receiving protests to the proposed assessment. The assessment is
not proposed to increase above the 1999-2000 level.
STAFF RECOMMENDATION: Adopt Resolution(s):
4.7 General Municipal Election - November 7, 2000 (File 630-20)
In November of 2000, voters in Dublin will elect a Mayor (2-year term of office) and 2
Councilmembers (4-year terms of office). In addition, a measure related to the adoption of an
Urban Limit Line in the Western Extended Planning Area will be on the ballot. It is necessary
to make a formal request to the Alameda County Board of Supervisors that Dublin's election
be consolidated with the Statewide General Election and that the Registrar of Voters perform
certain services associated with the election. Also, the Council must determine whether
candidates or the City pays for publishing costs associated with candidate statements in thc
sample ballots and whether 200 or 400 words will be allowed in thc candidate statements of
qualification.
STAFF RECOMMENDATION: Adopt Resolution(s).
4.8 Commercial Recycling Program Agreement Extension (File 810-60)
In March of 1999, the City entered into an agreement with Livermore Dublin Disposal to
develop and implement an expanded Commercial Recycling Program. The Agreement is for a
term of 16 months and is due to expire on June 30, 2000. Staff recommends that the term of
the Agreement be extended through June 30, 2001, and that mitigation grant funds be used to
reduce the rates charged for recycling services, in order to provide financial incentives for
businesses to recycle.
STAFF RECOMMENDATION: Approve the use of the City's mitigation grant funds to
subsidize the commercial recycling program and authorize the Mayor to execute the Agreement.
4.9 Amendment to Agreement with Tri-Valley Janitorial Services for City Facilities Janitorial
Services (File 600-30)
The Civic Center Expansion Project has increased the square footage of maintainable space
within the Civic Center building. Tri-Valley Janitorial has proposed an increase of $293 per
month to provide service for the additional space.
STAFF RECOMMENDATION: Adopt Resolution.

Acceptance of Office of Traffic Safety Grant "Traffic Safety Radar Enforcement and
Bicycle Safety Program" (File 580-40)
The Office of Traffic Safety has awarded a grant to the City of Dublin in the amount of
$35,000 to be used for enhancement of the existing Traffic Safety Program. The funding will
be used for the purchase of radar units, a radar trailer, bicycle helmets, and other supplies and
materials necessary to support the program.
STAFF RECOMMENDATION: Adopt Resolution.
Amendment to Agreement with TJKM Transportation Consultants for Traffic Engineering
Services (File 600-30)
The City Council will consider amending its agreement with TJKM to provide traffic
engineering services. TJKM's services include review of private development traffic studies as
well as general traffic engineering studies for the City.
STAFF RECOMMENDATION: Adopt Resolution.
Amicus Support - ERAF Case - County of Sonoma v. California Department of Finance
(File 660-40)
The County of Sonoma filed a lawsuit alleging that the State was obligated to reimburse cities
and other taxing entities which lost property tax revenues to the Educational Revenue
Augmentation Fund (ERAF). The Superior Court concluded that the ERAF shift of property
tax dollars was a reimbursable state mandate because it compelled local agencies to accept
financial responsibility for schools. The State has appealed the decision to the Court of
Appeal.
STAFF RECOMMENDATION: Authorize the City Attorney to add City of Dublin as amicus in
support of the County of Sonoma in this case.
Amendment to Agreement with Zumwalt Engineering Group for Engineering Services
(File 600-30)
Zumwalt Engineering Group provides contract civil engineering services to the City under an
existing agreement which expires in June of 2001. Under the terms of the agreement, Zumwalt
may request a rate adjustment on an annual basis. The proposed adjustment is approximately
2.5%. Most of the cost of Zumwalt's services is paid through private development
reimbursement.
STAFF RECOMMENDATION: Adopt Resolution.
Amendment to Agreement with MCE Corporation for Public Works Maintenance Services
(Rate Schedule and Extension of Term) (File 600-30)
MCE Corporation provides street, park, and building maintenance services for the City. The
proposed rate change is approximately 4%, which is commensurate with the Consumer Price
Index rate of increase. The preliminary 2000-2001 budget for MCE's activities is $1,518,833.
STAFF RECOMMENDATION: Adopt Resolution.
Approval of Consulting Engineering Services Agreement with Fehr & Peers Associates,
Inc., for FY 2000-01 (File 600-30)
The City Council will consider entering into an agreement for traffic consulting services with
Fehr & Peers Associates to provide traffic studies for new development as well as peer review
of other traffic studies.
STAFF RECOMMENDATION: Adopt Resolution.
Acceptance of Work, Contract 00-02, Arterial Landscaping Improvements (File 600-35)
This project enlarged and improved flower beds at City entrances on San Ramon Road at
Alcosta Boulevard and Village Parkway at Kimball Avenue. The project also added new
plants on Dublin Boulevard, Amador Valley Boulevard, San Ramon Road, Village parkway
and Stagecoach Road.
STAFF RECOMMENDATION: Accept improvements and authorize the release of $6,906.60
retention after 35 days if there are no subcontractor claims.

Acceptance of Work, Contract 99-06, Dublin Boulevard Improvements in the vicinity of
Hansen Drive (File 600-35)
This project constructed a traffic signal at the intersection of Dublin Boulevard and Hansen
Drive as well as the widening of Dublin Boulevard at the westerly approach to the intersection.
STAFF RECOMMENDATION: Accept improvements and authorize release of retention to Bay
Cities Paving & Grading after 35 days if there are no subcontractor claims.
Amendment to Agreement with Kleinfeider, Inc., for General Geotechnical Services
(File 600-30)
Kleinfelder, Inc., has been providing professional soils engineering consulting services for
Dublin since 1996. Services have included peer review for other private development, soils
reports and testing services for City capital projects.
STAFF RECOMMENDATION: Adopt Resolution.
Informational Report regarding the 2000 SMART Communities Progress Report
(File 1 $0-10)
The City of Dublin responded to both the 1998 and 2000 SMART Communities Progress
Report. A SMART community is defined as one that deploys advanced telecommunications
and information technology to better serve the public. Staffhas prepared an informational
report covering Dubliffs response to the 2000 SMART Communities Progress Report. Dublin
has scored 10 points out ora possible 12 points.
STAFF RECOMMENDATION: Receive Report.
Landscaping Maintenance Assessment District 97-1 (Santa Rita Area) - Preliminary
Engineer's Report (File 360-20)
This assessment district funds maintenance of certain landscaping improvements in the City's
Santa Rita development area. The proposed action would approve the Preliminary Engineer's
Report and set a date and time for a public heating to be held prior to the levy of assessments
for FY 2000~2001 (August 1, 2000).
STAFF RECOMMENDATION: Adopt Resolution(s).
Approval of Amendment to existing Engineering Services Contract with Omni-Means
(Rate Adjustment for FY 2000-01) (File 600-30)
The City Council will consider amending its agreement with Omni-Means to provide traffic
engineering services. Omni-Means' services include review of private development traffic
studies as well as general traffic engineering studies for the City.
STAFF RECOMMENDATION: Adopt Resolution.

PUBLIC HEARING
6.1 Corrie Center Phase H Office Development, Planned Development Rezone/Development
Plan PA 99-010 (File 450-30)
This is the second reading of an Ordinance which would approve a Planned Development
Rezone for a new 46,110 square foot office building and parking structure at 7950 Dublin
Boulevard (southeast comer of Dublin Boulevard and San Ramon Road).
STAFF RECOMMENDATION: Conduct public heating; deliberate; waive reading and ADOPT
Ordinance.

6.2 Sybase Corporation, Planned Development (PD)/Development Plan Rezone, and
Development Agreement PA 99-062 (File 600-60/420-30)
This is the second reading of two Ordinances which would approve a Planned
Development/Development Plan Rezone and Development Agreement for two new six-story
buildings totaling 420,000 square feet.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive reading and ADOPT
Ordinance(s)
6.3 Address Changes - California Brookside Subdivision (off Central Avenue) (File 820-60)
A renumbering problem has occurred as a result of numbering street addresses off Mangrove
Drive rather than Central Parkway in the Kaufman & Broad California Brookside development
STAFF RECOMMENDATION: Conduct public hearing; deliberate; adopt Resolution.
6.4 Consideration of Adoption of Resolution of Necessity to Condemn Real Property at 6367-
6391 Scarlett Court and AT 6363 and 6365 Scarlett Court for the Widening of Dublin
Boulevard between Dougherty Road and Scarlett Drive (File 670-40)
The Dublin Boulevard widening project between Dougherty Road and Scarlett Drive requires
the acquisition of real property on Scarlett Court. Offers have been made to the property
owner, but the City has been unable to negotiate a settlement. The Council will consider
adoption of a Resolution of Necessity to condemn the needed property.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; adopt Resolution.
UNFINISHED BUSINESS
7.1 Open Space Preservation Options in the Western Dublin Extended Planning Area
(File 420-20)
The Council will review the Dublin Open Space Preservation recommendations for the
Western Dublin Extended Planning Area.
STAFF REcoMMENDATION: Provide direction to Staff.' 1) on whether the City should
pursue a program of preserving Open Space in the Western Dublin Extended Planning Area; and
2) regarding proposal to remove the Western Zone from the City's Sphere of Influence (SOI). If
appropriate, give Staff direction to prepare a specific Open Space Preservation Implementation
Program, including possible SOI changes and to report to the Council by January 2001.
Authorize City Manager to prepare budget transfers for Staff and Consultant work associated
with the Open Space Preservation implementation program from the Open Space Budget
Reserves and return to the City Council for approval.
NEW BUSINESS
8.1 Annual Review of Building & Safety Service Contract with Linhart Petersen Powers
Associates (Lp2A) and Proposed Fee Adjustments (File 600-30)
The City of Dublin has utilized the firm ofLinhart Petersen Powers Associates since July 1,
1995 to provide building inspection, plan checking and building code enforcement. The City
Council will conduct an annual review of the contract and proposed fee adjustments.
STAFF RECOMMENDATION: Approve continuation of contract with Lp2A for contract
Building & Safety Services with fee increases for Building Inspection Services and authorize the
Mayor to execute the Agreement.
8.2 Police Services Contract Review (File 600-40)
The City of Dublin contracts for Police Services with the Alameda County Sheriffs Office.
This report provides a comprehensive evaluation of services received and a proposed contract
for five additional years ending June 30, 2005.
STAFF RECOMMENDATION: Receive Report and Adopt Resolution approving Agreement.

REPORT OF CLOSED SESSION ACTION
ADJOURNMENT On Wednesday, June 21, 2000, beginning at 6:00 p.m., an Adjourned Regular
Meeting will be held, including public hearings for consideration and adoption of the City's Fiscal Year
2000-2001 Budget and the Proposed 2000-2005 Five-Year Capital Improvement Program.
