HomeMy WebLinkAbout*Agenda 06-02-1998DUBLIN CITY COUNCIL A G E N D A REGULAR MEETING - Tuesday, June 2, 1998, 7:00 p.m. DUBLIN CIVIC CENTER, 100 Civic Plaza · Agendas are posted on the City’s Internet Website (www.dublinca.org) · A complete packet of information containing Staff Reports and exhibits related to each item is available for public review prior to a Council meeting in the City Clerk’s Office and also at the Dublin Library. · Agendas may be picked up at the City Clerk's Office for no charge, or to request information on being placed on the annual subscription list, please call 833-6650. 1.CALL TO ORDER 2.PLEDGE OF ALLEGIANCE TO THE FLAG 3.ORAL COMMUNICATIONS 3.1Proclamation - 1997-98 Outstanding School Crossing Guard Award - Lois Humphrey At this time, the public is permitted to address the City Council on non-agendized items. In accordance with State Law, however, no action or discussion may take place on any item not appearing on the posted agenda. The Council may respond to statements made or questions asked, or may request Staff to report back at a future meeting concerning the matter. Any member of the public may contact the City Clerk’s Office related to the proper procedure to place an item on a future City Council agenda. The exceptions under which the City Council MAY discuss and/or take action on items not appearing on the agenda are contained in Government Code Section 54954.2(b)(1)(2)(3). 4.CONSENT CALENDAR Consent Calendar items are typically non-controversial in nature and are considered for approval by the City Council with one single action. Members of the audience, Staff or the City Council who would like an item removed from the Consent Calendar for purposes of public input may request the Mayor to remove the item. 4.1Minutes of Regular Meeting of May 19, 1998 STAFF RECOMMENDATION: Approve 4.2Budget Increase for the Painting of the Alamo Creek Park Fences This budget change will add $1,750 to the park maintenance budget to complete the Alamo Creek Park fence painting. The approved budget is $7,000 and the construction cost per bid is $8,750. STAFF RECOMMENDATION: Approve a budget appropriation of $1,750 from Unallocated Reserves to the Park Maintenance Budget, and approve Change Order to the Dougherty Fence Painting Purchase Order to include the painting of the Alamo Creek Park fences with the Dougherty Fence Painting project. 4.3Termination of General Plan Amendment Study for Nielsen Ranch On January 21, 1997, the City Council initiated a GPA Study for the 200 acre Nielsen Ranch property located outside the City limits, just east of the terminus of Brittany Drive and Brittany Lane. The applicant was required to complete certain planning and environmental steps by April 30, 1998. The applicant has not completed these steps within the allowed time frame. STAFF RECOMMENDATION: Rescind City Council’s January 7, 1997 action initiating a GPA Study for the Nielsen Ranch property. 4.4Bond Counsel and Financial Advisory Services for Eastern Dublin The proponents of the Dublin Ranch property have secured the services of consultants to develop a proposal for a Community Facilities Financing District for much of the Eastern Dublin area. In order for the City to evaluate the proposal, it is appropriate for the City to secure the services of specialized consultants, including an independent financial advisor and bond counsel. The proponents have agreed to advance funds to the City for retention of these consultants. STAFF RECOMMENDATION: Authorize Staff to proceed with the evaluation of the Lin proposal and authorize the Mayor to execute agreements with Orrick, Herrington & Sutcliffe and Project Finance Associates to accomplish the evaluation. 4.5Warrant Register ($538,628.93) dated June 2, 1998 STAFF RECOMMENDATION: Approve 5.WRITTEN COMMUNICATIONS - None 6.PUBLIC HEARING 6.1Jefferson at Dublin Development Agreement PA 97-018 The City Council will hold a public hearing on a proposed ordinance approving a Development Agreement between the City of Dublin and Alameda County Surplus Property Authority. The DA is required by the Eastern Dublin Specific Plan. Items included in the DA include, but are not limited to, the financing and timing of infrastructure and the payment of traffic, noise and public facilities impact fees. STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive reading and INTRODUCE Ordinance; and continue item to the June 16, 1998 City Council meeting. 6.2Park Sierra Apartments Phase II Mitigated Negative Declaration and Planned Development Rezone PA 98-010 The City Council will hold a public hearing for consideration of a Mitigated Negative Declaration and Planned Development Rezone for the Park Sierra Apartments Phase II. The Phase II project includes 74 rental apartment units with associated parking, landscaping and open space, located on a 5.7 acre site north of the Southern Pacific Railroad right-of-way (future Iron Horse Trail), east of Alamo Creek and west of the Arroyo Vista Housing Complex. Phase II would be a continuation of the Phase I development approved by the City Council last December. STAFF RECOMMENDATION: Conduct public hearing; deliberate; adopt Resolution approving Mitigated Negative Declaration; waive reading and INTRODUCE Ordinance; and continue item to the June 16, 1998 City Council meeting. 7.UNFINISHED BUSINESS - None 8.NEW BUSINESS - None 9.OTHER BUSINESS - Brief INFORMATIONAL ONLY reports from Councilmembers and/or Staff 10CLOSED SESSION - None . 11ADJOURNMENT .
