A complete packet of information containing Staff Reports and exhibits related to each item is available for public review several days prior to a Council meeting in the City Clerk’s Office and also at the Dublin Library. 1.CALL TO ORDER 2.PLEDGE OF ALLEGIANCE TO THE FLAG 3.ORAL COMMUNICATIONS 3.1Presentation by President of the Dublin San Ramon Services District on the San Ramon Valley Recycled Water Project and Clean Water Revival Cynthia Jones will provide a briefing on the scope of the two projects and summarize the benefits of the projects to the City of Dublin. STAFF RECOMMENDATION: Receive presentation. At this time, the public is permitted to address the City Council on non-agendized items. In accordance with State Law, however, no action or discussion may take place on any item not appearing on the posted agenda. The Council may respond to statements made or questions asked, or may request Staff to report back at a future meeting concerning the matter. Any member of the public may contact the City Clerk’s Office related to the proper procedure to place an item on a future City Council agenda. The exceptions under which the City Council MAY discuss and/or take action on items not appearing on the agenda are contained in Government Code Section 54954.2(b)(1)(2)(3). 4.CONSENT CALENDAR Consent Calendar items are typically non-controversial in nature and are considered for approval by the City Council with one single action. Members of the audience, Staff or the City Council who would like an item removed from the Consent Calendar for purposes of public input may request the Mayor to remove the item. 4.1Minutes of Joint City Council/Planning Commission Study Session Meeting of May 6 and Regular Meeting of May 6, 1997 STAFF RECOMMENDATION: Approve 4.2Award of Contract for Street Sweeping and Parking Lot Sweeping Services City Staff solicited proposals from interested parties and received 2 proposals for service. The current provider, A-1 Enterprises, was selected on the basis of proposed price, experience, available equipment and personnel, and proximity to Dublin. STAFF RECOMMENDATION: Adopt Resolution awarding contract to A-1 Sweeping. 4.3Close-out of Contract 96-06, San Ramon Road Drainage Repair at Shannon Park and the San Ramon Road Drainage Improvements at Caroline Court These two projects repaired storm drainage flooding problems which occurred over the last two winters. Barriers were constructed to direct storm waters into major drainage channels. In closing out these two capital improvement projects, an appropriation of $1,394 is needed to fund the entire project cost. STAFF RECOMMENDATION: Approve projects as complete and approve Budget Change Form appropriating $1,394 from unallocated Gas Tax funds. 4.4Preliminary Design Services for Modification of Civic Center Staff proposes a contract with George Miers & Associates to provide programming and preliminary space planning services relating to design modifications at the Civic Center at a contract price of $22,200. STAFF RECOMMENDATION: Authorize Mayor to execute agreement. 4.5Financial Report for the Month of April 1997 STAFF RECOMMENDATION: Receive Report. 4.6Authorization to Apply to the Metropolitan Transportation Commission (MTC) for Transportation Development Act (TDA) Article 3 Funding for the Alamo Canal Bicycle Path Capital Improvement Project This funding would complete Dublin's share of the Alamo Creek Bike Path which extends from San Ramon at the Iron Horse pathway, south along the Alamo Creek Channel, under Dublin Boulevard next to the Civic Center and to an underpass of I-580. STAFF RECOMMENDATION: Adopt Resolution directing Staff to apply for TDA funding. 4.7Acceptance of Work - Contract 97-01 This project installed a subdrain to pick up underground spring water under Serra Court and a portion of Peppertree Road. The contract improvements are now complete and it is appropriate to accept this contract as complete. STAFF RECOMMENDATION: Accept improvements and authorize $11,460.54 payment (excluding 10% retention) to VanGuard Construction for final invoice and release retention of $1,273.39 after 35 days if there are no subcontractor claims. 4.8Approval of Consulting Engineering Service Agreements on an As-Needed Basis for Overflow Services in the Public Works Department Due to the increasing workload, primarily from new development, Staff is proposing to add one soils consulting firm and one civil engineering firm to those already on contract with the City. These firms will aid in plan review, CIP design and Staff augmentation as needed and as budgeted. STAFF RECOMMENDATION: Approve 1997-98 consulting Engineering Service Agreements with Earth Systems Consultants for soils engineering and Zumwalt Engineering Group for civil engineering and authorize City Manager to execute agreements. 4.9Authorizing Submittal of Funding Applications to Bay Area Air Quality Management District (BAAQMD) for funds Pursuant to Health & Safety Code Sections 44225 and 44241 for the Iron Horse Bicycle Path and Authorizing Implementation of the Project if the Application is Approved by the BAAQMD Board of Directors This application would fund the proposed Iron Horse bike/pedestrian path from Dougherty Road to the Dublin/Pleasanton BART Station. STAFF RECOMMENDATION: Adopt Resolution directing Staff to apply for TFCA funding. 4.10Award of Bid - Contract No. 97-04 Annual Street Slurry Seal Program This project will place a pavement seal over several of the City’s streets, as well as the Civic Center and Dublin Sports Grounds parking lots. This program is an annual pavement maintenance program designed to extend the life of the asphalt pavement. STAFF RECOMMENDATION: Adopt Resolution awarding bid to Valley Slurry Seal and authorize Mayor to execute agreement and approve appropriation of $9,550 from unallocated General Fund Reserves. 4.11Landscaping & Lighting Maintenance Assessment District 86-1 (Dougherty Road) Preliminary Engineer’s Report This assessment district funds maintenance of certain landscaping improvements associated with the Villages at Willow Creek Development. The assessment is not proposed to increase above the 1996-97 level. A public hearing will be held prior to levying the 1997-98 assessment. STAFF RECOMMENDATION: Adopt resolutions. 4.12Landscaping & Lighting Maintenance Assessment District 83-2 (Stagecoach Road) Preliminary Engineer’s Report This assessment district maintains landscaping along Stagecoach Road and on the “interior” slopes of Agate Way & Coral Way. The assessment is not proposed to increase above the 1996-97 level. A public hearing will be held prior to levying the assessment for the 1997-98 fiscal year. STAFF RECOMMENDATION: Adopt resolutions. 4.13Citywide Street Lighting Maintenance Assessment District 83-1 Preliminary Engineer’s Report This item approves the preliminary engineer’s report for the street lighting assessment district and sets a date for a future public hearing, at which the City Council would consider and finally act upon the assessment for 1997-98. The assessment is not proposed to increase over the amount of last year’s assessment. STAFF RECOMMENDATION: Adopt resolutions & set hearing date as June 3 at 7:00 p.m. 4.14Warrant Register ($1,222,405.27) dated May 20, 1997 STAFF RECOMMENDATION: Approve 5.WRITTEN COMMUNICATIONS - None 6.PUBLIC HEARING 6.1Adoption of 1994 Edition of the Uniform Fire Code and Uniform Fire Code Standards by Reference These codes establish standards and regulations that provide for fire and life safety in the City of Dublin. As a part of the dissolution process of the Dougherty Regional Fire Authority, the City of Dublin will be responsible for providing fire suppression and prevention services to its residents and businesses. It is therefore necessary for the City Council to adopt the Uniform Fire Code and Fire Code Standards so that these standards and regulations will continue to be applicable in the City of Dublin. The Ordinance was introduced at the May 6, City Council meeting. STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive reading and ADOPT Ordinance. 6.2Weed and Refuse Abatement Ordinance As a part of the dissolution process of the Dougherty Regional Fire Authority, it is necessary for the City to adopt an ordinance establishing authority for weed and refuse abatement. DRFA's fire prevention function has included a successful weed abatement program which reduces fire hazards and unsightly debris in the City. The Alameda County Fire Department, under contract with the City, will continue to provide essentially the same program as has been provided by DRFA. This Ordinance was introduced at the May 6 City Council meeting. STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive reading and ADOPT Ordinance. 6.3Establishment of New Bus Stops on Existing Routes on Regional Street and on San Ramon Road The Livermore Amador Valley Transit Authority is proposing to add several bus stops on existing routes in order to provide enhanced service. STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive reading and INTRODUCE Ordinance. 6.4Amendment to Inclusionary Zoning Ordinance and revision to method for determining the amount of the In-Lieu Fee PA 97-010 This amendment to the Inclusionary Zoning Ordinance would allow in-lieu fees for each unit to be collected at the time a building permit is issued for that building. The resolution has been revised to calculate the amount of the in-lieu fee based on the habitable square footage of each dwelling unit (excluding garages) rather than for the entire residence. STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive reading and INTRODUCE Ordinance; adopt Resolution revising the method for determining the amount of the in-lieu fee; and continue public hearing to June 3, 1997. 6.5Ordinance repealing Articles of the Dublin Zoning Ordinance regarding Planned Development District regulations and adopting Article 2 and Article 4 of Chapter 2 of Title 8 of the Dublin Zoning Ordinance which modify the City of Dublin Planned Development District Regulations PA 97-013 Revisions to the Planned Development Ordinance would allow a staged process where a general "Stage 1 Development Plan" is applied to the entire project and more specific "Stage 2 Development Plans" are applied to portions of the project when development is about to occur. A minimum 4-acre site would be required for a Planned Development. The Community Development Director as well as the Planning Commission would be able to approve minor amendments to a Development Plan. STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive reading and INTRODUCE revised Planned Development section of the Zoning Ordinance; continue public hearing to June 3, 1997. 7.UNFINISHED BUSINESS 7.1Traffic Study Results - Dublin Boulevard/Hansen Drive Intersection Since the new Valley Christian Center School has opened, it has been difficult for motorists exiting Hansen Drive to access Dublin Boulevard. In addition, since the commercial office building has been rented, tenants are parking on Dublin Blvd which blocks the Hansen Dr. motorists view. STAFF RECOMMENDATION: 1) Direct Staff to develop a Capital Improvement Project to construct a traffic signal at this intersection for review of funding in the upcoming 5-Year CIP; 2) Adopt Resolution establishing No Parking Zone on Dublin Blvd east of Hansen Dr. 8.NEW BUSINESS 8.1Tri-Valley Transportation Development Fee (TDF) The Tri-Valley Transportation Council has been working for some time to develop a transportation fee to construct needed regional improvements. The Council is to review the proposed policy in relation to proposed projects and fee schedule for new development. STAFF RECOMMENDATION: Review draft Resolution; authorize Mayor to sign letter to Chairperson of TVTC; and direct Staff to forward letter to TVTC. 8.2Internet System Design The City Council previously authorized consultant services to review equipment alternatives to provide Internet access from the Civic Center Network. The Consultant has completed his report and presented alternatives that have a range of costs as well as operational impacts. Staff is proposing the selection of a solution which is both cost effective and will meet the needs as they have been currently identified. STAFF RECOMMENDATION: Approve the selection of the ISDN Alternative; approve an additional Appropriation of $13,060; and direct Staff to proceed with implementation. 8.3Proposed Amendment to Personnel Staffing to Address Data Processing Issues Encountered with Increase in Computer Applications and Systems The City does not currently have a full-time position which is assigned to solely address the support issues related to the City Data Processing System. The Administrative Assistant position in the Administrative Services Department performs in this capacity; however, the time available for data processing is substantially less than full-time. As the City's computer systems become more complex, the need for additional support has increased. A new position, Computer Systems Specialist, is proposed to be added to the Staffing Plan. The position will be accommodated without increasing the number of currently approved personnel.
