At this time, members of the a~ience are permitted to address the City Council on items of interest to the public,
however, in accordance with GC 54954.2, no ACTION or DISCUSSION shall take place on any item which is NOT on the City
Council Agenda. The Council my res~nd briefly to statements made or questions posed, or may request Staff to report
back at a future meeting concerning the matter. Furthermore, a member of the City Council may direct Staff to
place a matter of ~siness on a future agenda. Any person may arrange with the City Clerk (no later than 11:00 a.m.,
on the Tuesday preceding a regular meting) to have an item of concern placed on the agenda for the next regular
meeting. The exceptions under which the City Council MAY discuss and/or take action on items not appearing on the
agenda are contained in GC 54954.2(b)(1)(2)(3).
4. CONSENT CALENDAR
Consent Calendar items are typically non-controversial in nature and are considered for approval by the City Council
with one single action. Members of the audience or the City Council who would like an item removed from the Consent
Calendar for purposes of public input may request the Mayor to remove the item.
4.1 Minutes: Regular Meeting of Regular Meeting of November 28,

4.2 City Treasurer's Investment Report as of November 30, 1994
The City's investment portfolio totals $18,676,322.74 and
funds are invested at an annual average yield of 5.665%.

4.4 Livermore-Amador Valley Transit Authority Short-Range Transit
Plan for Fiscal Year 1994-95 to Fiscal Year 2003-04
LAVTA's Short-Range Transit Plan is an update of one
already implemented. It anticipated new service to the
East Dublin BART Station, once completed. It also plans
capital needs for the LAVTA system through Fiscal Year
2003-04.
STAFF RECOMMENDATION: Authorize Staff to send comments to
LAVTA.
4.5 Warrant Register ($158,812.62) Dated December 12, 1994
STAFF RECOMMENDATION: Approve
4.6 League of California Cities (LOCC) Proposed 1995 Dues
The Board of Directors of the LOCC is recommending a 2.5%
increase in dues for 1994-95 to balance the League's
Budget. The City's 1994-95 budget estimated a 5% increase
for 1995, so sufficient funds are available.
STAFF RECOMMENDATION: Approve dues increase and direct City's
representative to the East Bay Division to communicate the
decision.

PUBLIC HEARING
6.1 Public Facilities Impact Fee Ordinance
This is an enabling ordinance which was introduced on
November 28, 1994. The Eastern Dublin Specific Plan was
adopted in 1993, and as part of the implementation process,
the City must pass an ordinance which establishes a
mechanism for imposing public facilities impact fees
related to new development. These impact fees would
eventually pay for park improvements, community facilities
and new infrastructure. This ordinance is only a mechanism
for charging fees and does not actually establish the
amount of the fees or how they will be paid.
STAFF RECOMMENDATION: Conduct public hearing; deliberate;
waive reading and ADOPT Ordinance.

Request for a Variance so as to Waive Building Permit Penalty
Fee
CrossWinds Church, 6444 Sierra Court, is requesting that a
variance to Section 7.28.430C of the Dublin Municipal Code
be approved to waive the provisions for imposing a double
fee for work done without a permit.
STAFF RECOMMENDATION: Conduct public hearing; deliberate;
adopt Resolution granting request for a variance so as to
waive building permit penalty fee -OR- denying request.
Eastern Dublin Reorganization (Annexation/Detachment No. 10)
PA 94-030
This public hearing item is for the adoption of the final
resolution ordering: 1) the annexation of 1,538 acres to
the City of Dublin; 2) the annexation of 1,542± acres to
the Dublin San Ramon Services District; and 3) the
detachment of 1,029± acres from the Livermore Area
Recreation and Park District.
STAFF RECOMMENDATION: Conduct public hearing; determine value
of written protests filed and not withdrawn; deliberate; adopt
appropriate resolution (either finding no written protests -
OR- with written protests, finding an election not necessary);
-OR- continue the item to the next City Council meeting for
adoption of a resolution calling a special election; -OR-
terminate proceedings if a majority protest exists.
Transportation Impact Fee Ordinance
The Eastern Dublin Specific Plan was adopted in 1993. As
part of the Specific Plan implementation, the City must
pass an ordinance which establishes a mechanism for
imposing traffic impact fees related to new development.
This ordinance is only a mechanism for charging fees and
does not actually establish the amount of the fees or how
it will be paid. This is the second reading of the
ordinance which was introduced at the November 28th City
Council meeting.
STAFF RECOMMENDATION: Conduct public hearing; deliberate;
waive reading and ADOPT urgency Ordinance to become effective
immediately.
Proposed Eastern Dublin Traffic Impact Fee
As part of the approval of the Eastern Dublin General Plan
and Specific Plan approvals and environmental documents, a
number of major transportation improvements were identified
as being needed and which would be the responsibility of
the Eastern Dublin developers. This proposed Traffic
Impact Fee would become the vehicle for paying for these
transportation improvements.
STAFF RECOMMENDATION: Conduct public hearing; deliberate;
continue public hearing to meeting of December 27, 1994

NEW BUSINESS
8.1 Appointment of City Council Representatives to the Dougherty
Regional Fire Authority (DRFA) Board of Directors
DRFA is a separate legal entity with a Board of Directors
comprised of three representatives from each member City
Council (Dublin and San Ramon). As a result of the recent
election, only Cm. Moffatt remains as a DRFA Board Member.
STAFF RECOMMENDATION: Following discussion, the Mayor should
announce the appointment of three members and two alternates
to the DRFA Board and the appointments should be confirmed by
the Council.
