3.1. Proclamation for Leo J. Bruning
The City Council will present a proclamation for Dublin resident, Leo J. Bruning.
STAFF RECOMMENDATION:
Present the proclamation.
3.2. Employee Introduction: Laura Johnston
A new member of City Staff will be introduced: Laura Johnston, Recreation Supervisor for Heritage &
Cultural Arts.
STAFF RECOMMENDATION:
Welcome new City of Dublin Staff member.
3.3. Presentation on the New City of Dublin Website
Staff will provide a brief presentation on the update of the City's website and highlight its new design,
features and functionality, as well as present an overview of recent marketing and communication
efforts.
STAFF RECOMMENDATION:
Receive the presentation.
3.4. Public Comments
At this time, the public is permitted to address the City Council on non-agendized items. Please step to the podium and clearly state your
name for the record. COMMENTS SHOULD NOT EXCEED THREE(3) MINUTES. In accordance with State Law, no action or discussion
may take place on any item not appearing on the posted agenda. The Council may respond to statements made or questions asked, or
may request Staff to report back at a future meeting concerning the matter. Any member of the public may contact the City Clerk's Office
related to the proper procedure to place an item on a future City Council agenda. The exceptions under which the City Council MAY
discuss and/or take action on items not appearing on the agenda are contained in Government Code Section 54954.2(b)(1)(2)(3).

4. CONSENT CALENDAR
Consent Calendar items are typically non-controversial in nature and are considered for approval by the City Council with one single action.
Members of the audience, Staff or the City Council who would like an item removed from the Consent Calendar for purposes of public input
may request the Mayor to remove the item.
4.1. Minutes of the September 1, 2015 Regular City Council Meeting
The City Council will consider approval of the minutes of the September 1, 2015 Regular City Council
meeting.
STAFF RECOMMENDATION:
Approve the minutes of the September 1, 2015 Regular City Council meeting.
4.2. Vacate a Portion of an Existing Storm Drain Easement at 6707 Golden Gate Drive
Eden Housing has requested that the City vacate a portion of an existing storm drain easement located
within the parcel at 6707 Golden Gate Drive.
STAFF RECOMMENDATION:
Adopt the Resolution Vacating a Portion of an Existing Storm Drain Easement at 6707 Golden Gate
Drive.
4.3. 2015 Development Agreement Review
The City Council will receive a report on the annual review of Development Agreements to ensure
compliance with the terms and provisions of the Agreements pursuant to the California Government
Code, Sections 65864 — 65869.5, and to Chapter 8.56 of the Dublin Municipal Code.
STAFF RECOMMENDATION:
Adopt the Resolution finding the developers having obligations under the following Development
Agreements have complied in good faith with the terms and provisions of the Agreements and
Supplemental Agreements as amended for the following projects: Brannigan Project, Dublin Crossings,
Dublin Ranch Areas A-H, Dublin Ranch Subarea 3 (Irongate), Dublin Ranch West (Wallis Ranch),
Dublin Transit Center Master Agreement, Dublin Transit Center C-1 & C-2 (Dublin Station), Dublin
Transit Center E-1 (Esprit), Fallon Gateway Shopping Center / Target Stores, Gateway Medical
Complex / Triad, Heritage Park, Jordan Ranch, Moller Ranch, Promenade Commercial Mixed-Use
Project, Schaefer Ranch South, and Sorrento East; and conclude the Annual Development Agreement
Review for 2015.
4.4. Drought Emergency Continuance
On March 18, 2014, the City Council adopted a Resolution declaring a State of Emergency in the City of
Dublin due to extreme drought conditions within the State and City. The City Council will consider
continuing the State of Emergency for an additional 30 days.
STAFF RECOMMENDATION:
By motion, as required by Government Code Section 8630(c), which states that the City Council shall
review the need for continuing a local emergency at least once every 30 days until the governing body
terminates the local emergency, continue the State of Emergency that was declared on March 18, 2014,
based on the fact that extreme drought conditions continue to exist within both the State of California
and City of Dublin, and the threat to the safety and welfare of Dublin residents remains.
4.5. Acceptance of Work— Contract No. 15-01 Dublin Boulevard Preservation Project and Contract
No. 15-03, Annual Street Overlay Program
The City Council will consider accepting two projects under the Annual Street Overlay Program, which
provided for the resurfacing of various City streets by placing an asphalt concrete (AC) overlay on top of
existing pavement. One project included new striping and minor parking changes on Village Parkway.
In addition to accepting the construction work, the City Council will consider approving a budget change
for one contract and change orders for both contracts.
STAFF RECOMMENDATION:
Adopt the Resolution Accepting Improvements under Contract No. 15-01 Dublin Boulevard
Preservation Project and Contract No. 15-03, Annual Street Overlay Program; approve the Change
Orders; approve the Budget Change; and authorize the City to release retention after 35 days if there are
no subcontractor claims.

4.6. Revisions to the Personnel System
The City Council will consider proposed changes to the City's current Personnel System. The proposed
modifications will significantly reduce the City's other post-employment benefit obligations (OPEB) for
future retirees.
STAFF RECOMMENDATION:
Adopt the following Resolutions: (1) Resolution Electing To Rescind Health Benefit Vesting Under
Section 22893 Of the Public Employees' Medical and Hospital Care Act; (2) Resolution Fixing
Employer's Contribution At An Equal Amount For Employees and Annuitants Under the Public
Employees' Medical and Hospital Care Act; and (3) Resolution Adopting A Benefit Plan In Accordance
With Personnel Rules.
4.7. Payment Issuance Report and Electronic Funds Transfers
The City Council will receive a listing of payments issued from August 1, 2015 — August 31, 2015
totaling $6,557,589.24.
STAFF RECOMMENDATION:
Receive the report.
4.8. Request for Waiver of Bid Requirement As Authorized by Municipal Code and
Authorization to Purchase Barracuda Back-Up Appliance from ePlus Technology Inc.
Based on the City's requirements for a data back-up solution, the Barracuda appliance offered by ePlus
Technology, Inc. best meets the City's needs. The Municipal Code allows for the competitive bidding
process to be waived when purchasing goods of a technical nature, and after a thorough review of known
products and a comparison of features which would most closely meet the City's needs at the lowest
cost. The Municipal Code requires the City Council to authorize purchases in excess of$45,000 which
use this type of arrangement.
STAFF RECOMMENDATION:
Adopt the Resolution Authorizing Staff to Procure the Barracuda Back-Up Solution from ePlus
Technology, Inc.
4.9. Veterans Family Apartments Development - Amended and Restated Regulatory Agreement
The City Council will consider a resolution approving an Amended and Restated Affordable Housing
Regulatory Agreement and Declaration of Restrictive Covenants with Eden Housing, Inc. for the
Veterans Family Apartments Development. The amended agreement clarifies certain terms relating to
the definitions of Low Income and Very Low Income households.
STAFF RECOMMENDATION:
Adopt the Resolution Approving the Amended and Restated Affordable Housing Regulatory Agreement
and Declaration of Restrictive Covenants for the Veterans Family Apartments Development.
4.10 2015 Walk and Roll to School Proclamation
During the second week of October 2015, the City of Dublin will work with the Dublin Unified School
District (DUSD) and Safe Routes to Schools Alameda County to promote participation in International
Walk to School Month, an annual event that encourages students and parents to consider walking and
bicycling to school. This proclamation will declare the week of October 5th through October 9th as
"Walk and Roll to School Week" in the City of Dublin.
STAFF RECOMMENDATION:
Present the proclamation declaring the week of October 5th through October 9th as "Walk and Roll to
School Week" in the City of Dublin.
4.11 Fiscal Year 2014-15 4th Quarter Financial Review
The City Council will receive a financial report on the fourth quarter of Fiscal Year 2014-15 and
consider amendments to the Fiscal Year 2014-15 Budget as well as the Fiscal Year's reserve
designations.
STAFF RECOMMENDATION:
Receive the report on the preliminary FY 2014-15 financial results and adopt the Resolution Approving
a Fourth Quarter Budget Amendment to the City of Dublin's Fiscal Year 2014-15 Budget and Approving
Reserve Designations as of June 30, 2015.

8. NEW BUSINESS
8.1. Grafton Street (Promenade) General Plan and Eastern Dublin Specific Plan Amendment Study
Update
At the request of the property owner, the City Council, on October 15, 2013, initiated a General
Plan/Eastern Dublin Specific Plan Amendment Study for the proposed Grafton Street development
project (formerly known as The Promenade). The Study evaluates the Applicant's proposal to change the
land use designations for the 23-acre site from Neighborhood Commercial and Public/Semi-Public to
Medium Density Residential and Mixed Use. The Applicant's current proposal includes a total of 237
residential units and 36,000 square feet of commercial space, comprised of 131 single-family detached
residential units, 70 multifamily attached residential units and 36 multifamily attached residential units,
each with 1,000 square feet of ground floor retail tenant space fronting on Grafton Street south of
Finnian Way and onto Dublin Boulevard.
STAFF RECOMMENDATION:
Receive the Staff presentation and provide feedback and direction to Staff and the Applicant regarding
the proposed project.
