3.2 Public Comments
At this time, the public is permitted to address the City Council on non-agendized items. Please step to the podium and clearly state your name
for the record. COMMENTS SHOULD NOT EXCEED THREE /3) MINUTES. In accordance with State Law, no action or discussion may take
place on any item not appearing on the posted agenda. The Council may respond to statements made or questions asked, or may request
Staff to report back at a future meeting concerning the matter. Any member of the public may contact the City Clerk's O~ce related to the
proper procedure to place an item on a future City Council agenda. The exceptions under which the City Council MAY discuss and/or take
action on items not appearing on the agenda are contained in Government Code Section 54954.2(b)(1)(2)(3).
4. CONSENT CALENDAR ~
Consent Calendar items are typically non-controversial in nature and are considered for approval by the City Council with one single action. Members
of the audience, Staff or the City Council who would like an item removed from the Consent Calendar for purposes of public input may request the
Mayor to remove the item.
4.1 Minutes of Regular Meeting of August 16, 2011
STAFF RECOMMENDATION: Approve minutes.

4.2 2011-2012 Contract for Services with the Alameda County Library (600-40)
The City of Dublin contracts with the Alameda County Library for additional hours of service
at the Dublin Public Library. The contract for Fiscal Year 2011-2012 is for 17 additional
hours of service per week. The City Council will consider the Contract Agreement with the
Alameda County Library. ~
STAFF RECOMMENDATION: Adopt Resolution Approving an Agreement with County of
Alameda for Additional Library Services for Fiscal Year 2011-2012.
4.3 Revisions to the Personnel System (700-20)
The City Council will consider revisions to the City's Personnel System including amending
the Senior Finance Technician and Permit Technician job classifications.
STAFF RECOMMENDATION: Adopt Resolution Amending the Classification Plan; and
adopt Resolution Amending the Salary Plan for Full-Time Personnel.
4.4 Approve an Agreement with Gladwell Governmental Services, Inc. for Assessment of City
Document and Records (600-30)
The City Council will consider an Agreement for Consultant Services with Gladwell
Governmental Services, Inc. to evaluate City documents and official records in preparation
for adherence to the City's Records Retention Schedule. This process will allow for
destruction of large quantities of paper documents that will free up needed office floor and
storage space in the Civic Center to accommodate additional Staffing as proposed in the
Fiscal Year 2011-2012 budget CIP project regarding Civic Center Modifications.
STAFF RECOMMENDATION: Adopt Resolution Approving Agreement with Gladwell
Governmental Services, Inc. to Evaluate City Documents and Official Records in Accordance
with the Records Retention and Implementation Plan
4.5 Agreement with Tri-Valley Janitorial Service and Supply for Janitorial Services of City
Facilities (600-30)
This agreement provides for janitorial service at all City facilities. The term of this
Agreement shall begin on October 1, 2011 and shall end on June 30, 2014.
STAFF RECOMMENDATION: Adopt Resolution approving Agreement with Tri-Valley
Janitorial Service and Supply for Janitorial Services of City Facilities; and approve the Budget
Change in the amount of $23,490.
4.6 Approval of Final Map for Tract 8051, Neighborhood "C-3", Positano/Fallon Village
(Braddock and Logan) and Acceptance of Parkland Dedication (600-60)
Tract 7855, Neighborhood "C-3" of the Positano development in Fallon Village (owned by
Braddock and Logan) created 23 single family parcels and 11 parcels for future resubdivision
and development. Braddock and Logan is filing Final Map 8051 to resubdivide Parcels A, B,
C, D, and E of Tract 7855. This action will create an additional 23 individual lots, with a
single-family home on each lot.
STAFF RECOMMENDATION: Adopt Resolution Approving the Final Map for Tract 8051,
Neighborhood "C-3", Positano/Fallon Village; and adopt Resolution Accepting Parkland
Dedication Credits and Fees for Parkland Dedication Requirements for Tract 8051. ~
4.7 Award of Bid - Contract No. 11-10, 2011 Annual Slurry Seal Program (600-35)
The Annual Slurry Seal Program (CIP No. 969203) will resurface several City streets with a
slurry seal that will prolong the life of the existing pavement surface. As streets begin
showing wear and stress cracking, it is important to seal the cracks to keep water from getting
under the roadway pavement.
STAFF RECOMMENDATION: Adopt Resolution Awarding Contract No. 11-10, 2011 Annual
Slurry Seal Program, to American Asphalt Repair and Resurfacing Co., Inc.; and approve the
Budget Change. "
4.8 Check Issuance Reports and Electronic Funds Transfers (300-40)
STAFF RECOMMENDATION: Review and authorize the issuance of payments.

7. UNFINISHED BUSINESS
7.1 Amendment to Improvement Developer Agreement for Schaefer Ranch Park
Improvements (600-60)
The City and Schaefer Ranch Holdings LLC ("the Developer") aze parties to the Improvement
Developer Agreement for Schaefer Ranch Park Improvements ("the Agreement"). The
Agreement requires the Developer to complete the park improvements in the Schaefer Ranch
Development prior to the issuance of the 201 st building permit. Developer has requested
additional time to complete the improvements, and the proposed amendment to the
Agreement would require the developer to complete the construction of the Schaefer Ranch
Park no later than June 30, 2013.
STAFF RECOMMENDATION: Adopt Resolution Approving the First Amendment t~
Improvement Developer Agreement for Schaefer Ranch Park Improvements. ~
7.2 Authorization for the City Manager to Execute a Consulting Services Contract with
Circlepoint for the Provision of Environmental Services for the Sphere of Influence ~

Amendment Study for poolan Canyon (600-30) ~'
The City Council will consider authorizing the City Manager to negotiate and execut'e a
Consulting Services Agreement with Circlepoint, an environmental consulting firm, for~ the
preparation of the necessary environmental documentation in accordance with the California
Environmental. Quality Act (CEQA) to support and Amendment study to the City of Dublin's
Sphere of Influence to include Doolan Canyon. The agreement will be for an amount not to
exceed $800,000. ;
STAFF RECOMMENDATION: Adopt Resolution Authorizing the City Manager to Execute a
Consulting Services Agreement between the City of Dublin and Circlepoint for the Provision of
Environmental Services in Conjunction with a General Plan Initiation Study to Consider
including Doolan Canyon within the City of Dublin Sphere of Influence. ~

8. NEW BUSINESS ~
8.1 Report on Dublin's Creek Cleanup Day 2011 Activities (530-20) ; I
The City Council will receive a report on the planned activities for the Creek Cle~anup Day,
scheduled for Saturday, September 17, 2011. ~
STAFF RECOMMENDATION: Receive the Creek Cleanup Day 2011 activities report.
8.2 Reconsideration of Ex Parte Contacts Policy (610-20) ~
Ex parte contacts are communications of information relevant to a quasi-judicial
governmental decision to a decisionmaker outside of the formal quasi-judicial proceeding.
On December 20, 2005, the City Council adopted a policy prohibiting City Co,uncil members
and Planning Commissioners, among others, from the intentionally making or receiving ex
parte contacts related to quasi judicial proceedings such as site development review
approvals, conditional use permits, and variances. The policy does not ;apply to quasi-
legislative decisions such as general plan amendments and zoning ordinance amendments. At
that time, staff presented the Council with two proposed options for an .ex parte contacts
policy, one prohibiting contacts and the other permitting coritacts but requiring their
disclosure on the record. The City Council adopted the policy prohibiting contacts. At the
April 5, 2011 City Council meeting, Councilmember Swalwell requested' that the policy be
placed on a future Council agenda that would allow the policy to be reviewed. In the event
that the City Council desires to change the policy, Staff has prepared a resolution that would
permit contacts subject to their disclosure on the record of the proceeding:

STAFF RECOMMENDATION: Either: (a) take no action and thereby leave the existing ex
parte contacts policy in place; or (b) adopt Resolution permitting ex parte contacts subject to
their disclosure on the record.
9. OTHER BUSINESS
9.1 Brief INFORMATION ONLY reports from Council and/or Staff, including Committee
Reports and Reports by Council related to Meetings Attended at City Expense (AB 1234).
10. ADJOURNMENT - In memory of Staff Sgt. Sean Diamond and our fallen troops.
