CALL TO ORDER AND PLEDGE OF ALLEGIANCE TO THE FLAG 2. REPORT ON CLOSED SESSION 3. ORAL COMMUNICATIONS 3.1. Splatter Event Details Staff will provide an overview of Dublin's fourth annual Splatter food, wine and art event, which will be held on Saturday, September 19, 2015, from noon to 8:00 p.m. at Emerald Glen Park. STAFF RECOMMENDATION: Receive the information regarding the 2015 Splatter event. 3.2. Public Comments At this time, the public is permitted to address the City Council on non-agendized items. Please step to the podium and clearly state your name for the record. COMMENTS SHOULD NOT EXCEED THREE (3) MINUTES. In accordance with State Law, no action or discussion may take place on any item not appearing on the posted agenda. The Council may respond to statements made or questions asked, or may request Staff to report back at a future meeting concerning the matter. Any member of the public may contact the City Clerk's Office related to the proper procedure to place an item on a future City Council agenda. The exceptions under which the City Council MAY discuss and/or take action on items not appearing on the agenda are contained in Government Code Section 54954.2(b)(1)(2)(3). 4. CONSENT CALENDAR Consent Calendar items are typically non-controversial in nature and are considered for approval by the City Council with one single action. Members of the audience, Staff or the City Council who would like an item removed from the Consent Calendar for purposes of public input may request the Mayor to remove the item. 4.1. Minutes of the August 18, 2015 Special City Council Meeting and the August 18, 2015 Regular City Council Meeting The City Council will consider approval of the minutes of the August 18, 2015 Special City Council meeting and the August 18, 2015 Regular City Council meeting. STAFF RECOMMENDATION: Approve the minutes of the August 18, 2015 Special City Council meeting and the August 18, 2015 Regular City Council meeting. Establishment of"Collector" Street Speed Limits at Six Locations in Dublin On August 18, 2015, the City Council waived the reading and introduced an Ordinance for the establishment of"collector" street speed limits at six (6) locations in Dublin. The City Council is being asked to waive the second reading and adopt the Ordinance for the establishment of"collector" street speed limits at six (6) locations in Dublin. STAFF RECOMMENDATION: Waive the reading and adopt the Ordinance Amending the Dublin Traffic Code to Establish Speed Limits on Portions of Brannigan Street, Brighton Drive, Donohue Drive, Landale Avenue, Starward Drive, Sierra Lane, and Summer Glen Drive. 4.3. Report on Dublin's 2015 Creek Clean Day Activities The City Council will receive a report on the planned activities for the Creek Cleanup Day scheduled for Saturday, September 12, 2015. STAFF RECOMMENDATION: Receive the Creek Cleanup Day 2015 activities report. 4.4. Approval of Final Map, Tract Improvement Agreement and Agreement for Long-Term Encroachment for Landscape Features for Tract 8252, Wallis Ranch (Development Solutions WR, LLC) Development Solutions WR, LLC, a Delaware Limited Liability Company, is filing a Final Map for Tract 8252 (Wallis Ranch) to re-subdivide Tract 7515 into 9 large-lot "neighborhood" parcels for future residential development, parcel for future park purposes, 12 common area/open space parcels, 1 parcel for a private neighborhood park, 2 parcels for public parks, 2 "lettered" parcels for public streets, and 2 "lettered" parcels to provide private access and utilities to the remaining parcels of Tract 8252. Tract 8252 is bounded on the east by Tassajara Road, on the north by Contra Costa County, and on the west by Camp Parks. STAFF RECOMMENDATION: Adopt the Resolution Approving Final Map and Tract Improvement Agreement for Tract 8252, Wallis Ranch; and, adopt the Resolution Approving the Agreement for Long-Term Encroachment for Landscape Features for Tract 8252, Wallis Ranch. 4.5. Annual Review of City's Investment Policy The City of Dublin's Investment Policy includes a provision for an annual review of the policy to be presented at a public meeting. The City Council is also required to annually designate positions authorized to complete investment transactions. STAFF RECOMMENDATION: Adopt the Resolution Adopting the 2015 Annual Review of Investment Policy and Delegation of Authority to Complete Investment Transactions. 4.6. Approval of Plans and Specifications and Award of Bid—Contract No. 15-06, San Ramon Road Stormwater Quality Treatment, Project ST-1212 and Approval of Agreement with Dublin San Ramon Services District for Recycled Water Conversions The City Council will consider awarding a construction contract for the San Ramon Road Stormwater Quality Treatment project, Contract 15-06 (CIP No. ST1212), approving an agreement with Dublin San Ramon Services District (DSRSD) for the conversion of City irrigation systems to recycled water, and approving an easement through Mape Park for a recycled water main. STAFF RECOMMENDATION: 1) Adopt the Resolution Approving the Plans and Specifications for the San Ramon Road Stormwater Quality Treatment, Project No. ST-1212 and Awarding Contract No. 15-06, to GradeTech, Inc.; 2) Approve the Budget Change; and 3) Adopt the Resolution Approving the Agreement with Dublin San Ramon Services District for conversion of City parks, facilities, and street landscapes to irrigation with recycled water. Adoption of an Ordinance Amending Chapters 7.78 (Public Facilities Fee) and 9.28 (Dedication of Lands for Park and Recreation Purposes) of the Dublin Municipal Code The City Council will consider amending certain sections of the Dublin Municipal Code to reflect new parkland dedication categories within the Parks and Recreation Master Plan as well as population densities on a per household basis within the City of Dublin for the purposes of determining the amount of parkland required to be dedicated for new development. STAFF RECOMMENDATION: Waive the reading and adopt the Ordinance Amending Chapters 7.78 (Public Facilities Fee) and 9.28 (Dedication of Lands for Park and Recreation Purposes) of the Dublin Municipal Code. 5. WRITTEN COMMUNICATION —None. 6. PUBLIC HEARINGS—None. 7. UNFINISHED BUSINESS—None. 8. NEW BUSINESS 8.1. Authorization of Residential Units and Commercial Square Footage from the Downtown Dublin Development Pool and Related Community Benefit Agreement Deal Points with Avesta Development Group Avesta Development Group is proposing the construction of a Senior Care Facility at 7601 Amador Valley Boulevard. The project includes 40 Senior Apartments, eight High-Acuity Senior Assisted Living suites, and 32 Memory Care suites. The Applicant is seeking the reservation of 40 residential units and 9,614 commercial square feet from the Downtown Dublin Specific Plan Development Pool. The Applicant will enter into a Community Benefit Agreement with negotiated deal points as described in this Staff Report. The City Council will consider reserving the allocation from the development pool and authorizing the preparation of a Community Benefit Agreement. STAFF RECOMMENDATION: Authorize the preparation of a Community Benefit Agreement with Avesta Development Group that includes the negotiated deal points summarized in this report and direct Staff to begin processing the development applications associated with the proposed project. 9. OTHER BUSINESS - Brief INFORMATION ONLY reports from Council and/or Staff, including Committee Reports and Reports by Council related to Meetings Attended at City Expense (AB1234). 10.
