1. CALL TO ORDER & PLEDGE OF ALLEGIANCE TO THE FLAG
2. CLOSED SESSION - Conference with Legal Counsel regarding existing
litigation in accordance with Government Code Section 54956.9(a):

3. ORAL COMMUNICATIONS
3.1 Introduction of New Employee, Associate Planner Jeri Ram
At this time, me,ers of the audience are permitted to a~ress the City Council on items of interest to the public,
however, in accordance with GC 54954.2, no ACTION or DISCUSSION shall take place on any item which is NOT on the City
Council Agenda. The Council may respond briefly to statements made or questions pos~, or may request Staff to report
back at a future meeting concerning the matter. Furthermore, a member of the City Council may direct Staff to
place a matter of business on a future agenda. Any person may arrange with the City Clerk (no later than 11:00 a.m.,
on the Tuesday preceding a regular meeting) to have an item of concern p[ac~ on the agenda for the next regular
Meting. The exceptions u~er which the City Council MAY discuss and/or take action on items not appearing on the
age~a are contained in GC 54954.2(b)(1)(2)(3).
4. CONSENT CALENDAR
Consent Calendar items are typically non-controversial in nature and are considered for approval ~ the City Council
with one single action. Members of the audience or the City Council who would like an item removed from the Consent
Calendar for purposes of public in~t may request the Mayor to remove the item.
4.1 Minutes: Regular Meeting of August 8, 1994
STAFF RECOMMENDATION: Approve
4.2 Acceptance of Quitclaim Deed
This quitclaim deed from the U. S. Army covers that portion
of the Dublin Blvd Extension that runs through Camp Parks.
STAFF RECOMMENDATION: Adopt Resolution accepting quitclaim
deed and authorizing the City Manager to sign the Certificate
of Acceptance on behalf of the City of Dublin.
4.3 city Treasurer's Investment Report as of July 31, 1994
The City's investment portfolio totals $18,333,041.49 and
funds are invested at an average annual yield of 5.539%.
STAFF RECOMMENDATION: Receive Report.
4.4 Senior Center Floor
Staff has prepared a report on the condition of the Senior
Center floor in response to Cm. Burton's request to
investigate the cracks in the floor.
STAFF RECOMMENDATION: Monitor floor condition and if the
condition worsens, initiate repairs within the adopted
Building Management Budget.
4.5 Preliminary Financial Report for Month of July, 1994
STAFF RECOMMENDATION: Receive Report.
4.6 Allocation of Excess Dublin Boulevard Extension Assessment
District 91-1 Construction Funds
In June of 1992, the City facilitated the issuance of
$2,350,000 in Improvement District bonds for the extension
of Dublin Boulevard from Dougherty Road to Tract 5900.
This debt is serviced by assessments levied against the
properties which benefit from the improvements.
STAFF RECOMMENDATION: Adopt Resolution.
4.7 Amendment to Alameda County Sheriff's Department Staffing for
Dublin Police Services
As part of the~adoption of the FiScal Year 1994-95 Budget,
the City Council approved and included'funding for two
additional positions in Police Services. The positions to
be added are a Deputy Sheriff II (Patrol Officer) and a
Sheriff's Technician.
STAFF RECOMMENDATION: Adopt Resolution amending staffing
identified in agreement.
4.8 Warrant Register ($487,958.82) Dated August 22, 1994
STAFF RECOMMENDATION: Approve
5. WRITTEN COMMUNICATION
5.1 Request from Dublin Fine Arts Foundation (DFA) for City
Council Support of the Placement of Art in the Valley BART
Stations
The City Council will consider adopting a Resolution
supporting the placement of public art in the Valley BART
Stations.
STAFF RECOMMENDATION: Consider request.
6. PUBLIC HEARING
6.1 Amendment to Dublin Municipal Code Chapter 5.108 related to
Trip Reduction Ordinance
This is the first of 2 public hearings regarding a proposed
ordinance that would repeal sections of Dublin's Trip
Reduction Ordinance (TRO) and adopt the Bay Area Air
Quality Management District (BAAQMD) TRO by reference. The
BAAQMD would then be able to enforce its ordinance within
the City.
STAFF RECOMMENDATION: Conduct public hearing; deliberate;
waive reading and INTRODUCE Ordinance.
6.2 Sign Ordinance Revision PA 93-062
On August 8, 1994, the Council held a public hearing and
introduced an ordinance which completely revises and
improves the City's existing sign ordinance. Proposed
revisions which will improve sign visibility for businesses
and simplify the sign permit/application process were
recommended by the Planning Commission, the Business Sign
Task Force and City Staff.
STAFF RECOMMENDATION: Conduct public hearing; deliberate;
waive reading and ADOPT Ordinance.
7. UNFINISHED BUSINESS
7.1 Report Regarding Zoning Ordinance Amendment Request to
Consider Espresso Carts
On August 8th, the City Council continued Ms. Jaynie
Bunnell's request to modify and expand the Zoning Ordinance
Amendment Study related to outdoor sales to consider
allowing businesses without a place of business in Dublin
to have ongoing outdoOr food sales. The Dublin Chamber of
Commerce supports the current zoning ordinance prohibition
on outdoor sales by vendors with no permanent business
address in Dublin.
STAFF RECOMMENDATION: Give policy direction to either 1)
modify and expand the Zoning Ordinance Amendment Study, or 2)
continue the Zoning Ordinance Amendment Study as previously
directed.
7.2 Proposal to Fund Crossing Guards for Fiscal Year 1994-95
The City Council Liaison Subcommittee has discussed
proposals to share the cost of funding crossing guards with
the School District. A report will be presented for
discussion by the Council of the action taken by the School
Board on August 17th.
STAFF RECOMMENDATION: Discuss and provide direction to Staff.
If agreement is reached, crossing guard services could be in
place by the first day of school on September 9th.
