3.1. Presentation by School of Imagination (SOI) about Happy Talkers Early Autism Screenings
The City Council will receive a presentation from the School of Imagination (SOI) about their Happy
Talkers Early Autism Screenings.

Receive the presentation.
3.2. Introduction of Abe Gupta, Appointee to Alameda County Mosquito Abatement District
Abe Gupta will be introduced as the recent City of Dublin appointee to the Alameda County Mosquito
Abatement District.
STAFF RECOMMENDATION:
Welcome Mr. Gupta.
3.3. Revisions to the Personnel System
The City Council will consider adding a Disaster Service Worker (Volunteer) classification to City's
Personnel System to strengthen the City's available resources in the event of a disaster. Staff believes
that creating a pool of pre-screened and readily available local disaster service workers can efficiently
match available human resources to areas of needs during a disaster.
STAFF RECOMMENDATION:
Adopt Resolution Amending the Classification Plan.
3.4. Presentation on Future Planning for Altamont Commuter Express (ACE) Rail
The City Council will receive a detailed presentation on future planning for the Altamont Commuter
Express (ACE) Rail.

3.5. PulsePoint Smartphone Application
The Alameda County Fire Department will provide an informational report on the new PulsePoint
Smartphone Application.

3.6. Recognition of Poet Laureate Jonnie McCoy-Howell
The City Council will receive a report on the accomplishments of Dublin's Poet Laureate during her
two-year term which expired on May 19, 2012.

3,7, Public Comments
At this time, the public is permitted to address the City Council on non-agendized items. Please step to the podium and clearly state your
name for the record. COMMENTS SHOULD NOT EXCEED THREE (3) MINUTES. In accordance with State Law, no action or discussion
may take place on any item not appearing on the posted agenda. The Council may respond to statements made or questions asked, or
may request Staff to report back at a future meeting concerning the matter. Any member of the public may contact the City Clerk's Office
related to the proper procedure to place an item on a future City Council agenda. The exceptions under which the City Council MAY
discuss and/or take action on items not appearing on the agenda are contained in Government Code Section 54954.2(b)(1)(2)(3).
4. CONSENT CALENDAR
Consent Calendar items are typically non-controversial in nature and are considered for approval by the City Council with one single action.
Members of the audience, Staff or the City Council who would like an item removed from the Consent Calendar for purposes of public input
may request the Mayor to remove the item.
4.1. Minutes of the City Council Regular Meeting of July 17, 2012 and the Special Meeting of July 19,
2012
The City Council will consider the approval of the minutes of the Regular City Council meeting of July
17, 2012, and the Special City Council meeting of July 19, 2012.
STAFF RECOMMENDATION:
Approve the minutes of the Regular City Council meeting of July 17, 2012, and the Special City Council
meeting of July 19, 2012.
4.2. Planned Development Rezone with related Stage 2 Development Plan Amendment to Increase the
Lot Coverage for Schaefer Ranch South
At their meeting of July 17, 2012, the City Council waived the reading and introduced an Ordinance
approving an amendment to the Development Regulations adopted with the Stage 2 Development Plan
for Schaefer Ranch South. The proposed amendment would allow a maximum of 40% lot coverage for
2-story detached single-family homes which is greater than the currently adopted standard of 35%. A
Site Development Review permit was approved by the Planning Commission on June 12, 2012 for the
140 homes. The minimum lot size would remain at 4,500 square feet.
STAFF RECOMMENDATION:
Waive the reading and adopt an Ordinance approving a Planned Development Rezone with related
Stage 2 Development Plan Amendment for the project known as Orchid at Schaefer Ranch (Schaefer
Ranch South) adopting development regulations specific to changing the maximum lot coverage for two-
story homes.
4.3. Approving Parking Regulations on John Monego Court
This is the second reading of an ordinance introduced at the regularly scheduled City Council meeting of
July 17, 2012. This ordinance will consider revising the parking designation on John Monego Court to
convert the west side of the street from unrestricted to a 2-hour limited parking zone and to convert the
east of the street from a no-parking to an unrestricted zone. The existing no-parking zones between
Dublin Boulevard and the first driveway on the west side and the second driveway on the east side would
remain.
STAFF RECOMMENDATION:
Waive the reading and adopt an Ordinance amending the Dublin Traffic Code approving parking
regulations on John Monego Court.

4.4. Adoption of Revised Purchasing Ordinance Chapter 2.36 Dublin Municipal Code
This is the second reading of an ordinance introduced at the regularly scheduled City Council meeting on
July 17, 2012. The ordinance repeals the current Chapter 2.36, Purchasing, of the Dublin Municipal
Code and adds Chapter 2.36, Purchasing, to the Dublin Municipal Code in order to adopt revised
purchase thresholds, to address chapter organization, and to adopt alternative cost accounting procedures
for public projects. The City Council will also be requested to adopt the authorizing resolution the
implementation of the California Uniform Construction Cost Accounting (UPCCA).
STAFF RECOMMENDATION:
Waive the reading and adopt an Ordinance revising Section 2.36 of the Municipal Code for the City of
Dublin and Providing for Informal Bidding Procedures Under the Uniform Public Construction Cost
Account Act (Section 22000, et seq. of the Public Contract Code); and adopt Resolution Authorizing the
use of the Uniform Public Construction Cost Accounting Procedures for public project contracts.
4.5. Authorization to Enter into an Agreement with US Bank to Provide Purchase Card Services under
the Cal-Card Program Established by the State of California
US Bank and the State of California have entered into an agreement that provides purchase card services.
The program was established pursuant to an RFP administered by the State of California. Local
government agencies are also allowed to participate in the program. The program offers several
advantages to the City and would replace the current Business Cards in use for city business related
purchases.
STAFF RECOMMENDATION:
Adopt Resolution authorizing the City Manager to execute an agreement with US Bank to provide
purchase card services.
4.6. Check Issuance Report and Electronic Funds Transfers
The City Council will receive a listing of payments issued from July 1, 2012 — July 31, 2012 totaling
$5,398,629.89
STAFF RECOMMENDATION:
Receive the report.
4.7. Solid Waste and Recycling Enclosure Standards Ordinance
The Solid Waste and Recycling Enclosure Standards were adopted by the City Council in June 2011.
The standards establish design criteria and size requirements for new enclosures within the City. The
purpose of the standards is to ensure that there is adequate space in newly constructed enclosures for
solid waste and recycling, including organics if applicable. The Solid Waste and Recycling Enclosure
Standards apply to: new development projects; remodeled commercial development projects that trigger
a planning entitlement and consist of grocery stores, restaurants, markets, daycare centers and auto
repair/use; and tenant improvements, where no planning entitlement is required, if the use has the
potential to pollute stormwater. The Solid Waste and Recycling Enclosure Standards have been in place
for just over a year, and based on lessons learned, minor modifications are being proposed to the
standards.
STAFF RECOMMENDATION:
Waive the reading and adopt an Ordinance amending Chapter 7.98 Relating to Solid Waste and
Recycling Enclosure Standards.
4.8. Purchase Orders for Event Rental Equipment and Electrical Distribution Services
Staff distributed two Requests for Proposals (RFP) for rental equipment and electrical distribution
services for the new "splatter" festival. After a review of the proposals, Staff is seeking City Council
approval to issue two purchase orders for the requested services.
STAFF RECOMMENDATION:
Authorize Staff the issuance of purchase orders for rental equipment and electrical distribution for the
"splatter" festival totaling $30,027.
4.9. Second Amendment to Agreement with J.S. Building Maintenance Service for Janitorial Services
The amendment to the agreement with J.S. Building Maintenance Service would extend the agreement
for specific janitorial services at the Dublin Library until June 30, 2014.

STAFF RECOMMENDATION:
Adopt Resolution Approving the Amendment to the Agreement with J.S. Building Maintenance Service
for Janitorial Services.
4.10. Repealing the Designated "No Parking" Zone on Regional Street
The City received a request to repeal a "No Parking" zone on the west side of Regional Street south of
Dublin Boulevard. The proposed removal of the "No Parking" zone would repeal a 100 foot section of
red curb on Regional Street to accommodate additional parking demand in the area.
STAFF RECOMMENDATION:
Adopt Resolution Amending the Dublin Traffic Code Repealing a "No Parking" Zone on a Portion of
Regional Street.
4.11. Shannon Park Water Play Area Renovation - Design Services Agreement
The 2012-2017 Capital Improvement Program (CIP) includes the Shannon Park Water Play Area
Renovation Project (No. 950022). Callander Associates is being recommended as the Landscape
Architect to prepare design and construction documents for the project.
STAFF RECOMMENDATION:
Adopt Resolution Approving an Agreement with Callander Associates for design services through
construction related to the Shannon Park Water Play Area Renovation.
4.12. City Treasurer's Investment Report for 4th Quarter FY 2011-2012
The City's investment portfolio totals $125,608,871.43 (par value). As of June 30, 2012, funds were
invested at an average yield of 1.024%. The portfolio includes both discretionary and restricted funds
and the balance will fluctuate throughout the year. The report presented provides background on the
City investment portfolio as well as the investment results as of June 30, 2012.
STAFF RECOMMENDATION:
Receive the Quarterly Investment Report.
5. WRITTEN COMMUNICATION—None
6. PUBLIC HEARINGS
6.1. Amendment to the City's Retirement Contract with the Board of Administration of the California
Public Employees' Retirement System (Ca1PERS).
The City Council will consider an amendment to the contract with the Board of Administration of the
California Public Employees' Retirement System to provide Employee Cost Sharing of Additional
Benefits as defined under Article 2, Section 20516 of the California Public Employee Retirement Law
(PERL). The proposed amendment increases City employee contributions to their CaIPERS retirement
costs and thus decreases the employer's retirement program costs. Employee CaIPERS deductions will
be made on a pre-tax basis under Internal Revenue Code (IRC) Section 414 (h) (2) which was previously
adopted by the City.
STAFF RECOMMENDATION:
Conduct the public hearing, deliberate, and adopt Resolution of Intention to approve an amendment to
contract between the Board of Administration California Public Employees' Retirement System
(CaIPERS) and the City Council City of Dublin; and waive the reading and INTRODUCE Ordinance
authorizing an amendment to the contract between the City of Dublin and the Board of Administration of
the California Public Employees' Retirement System.
7. UNFINISHED BUSINESS
7.1. East Alameda County Conservation Strategy
The City Council will consider accepting the East Alameda County Conservation Strategy as guidance
for environmental permitting for public projects. The Conservation Strategy embodies a regional
approach to permitting and mitigation for wildlife habitat impacts associated with land development,
infrastructure, and other activities. The City of Dublin partially funded and participated in the
development of the Conservation Strategy. The final step in the process is to recognize the document for

use in future public projects.
STAFF RECOMMENDATION:
Adopt Resolution Accepting the East Alameda County Conservation Strategy as guidance for
environmental permitting for public projects affecting habitat and endangered species in Eastern
Alameda County.
7.2. Village Parkway Parking Reduction Program Update
Based on direction provided by the City Council on May 15, 2012, Staff prepared Zoning Ordinance
Amendments to implement a pilot parking reduction program in a 4.3-acre area of the Village Parkway
District. Feedback from the Planning Commission and property owners in the Village Parkway area
urged reconsideration of the size of the pilot area and the duration of the temporary amendments. The
City Council will provide direction to Staff on an alternative to the previously-proposed trial parking
reduction pilot program in the Village Parkway District to enlarge the size of the area and reduce the
term.
STAFF RECOMMENDATION:
Provide Staff with direction on whether or not to amend the Zoning Ordinance to temporarily suspend
the parking standards in the entire Village Parkway District for a limited term of two years.
8. NEW BUSINESS
8.1. Fredrich Property General Plan and Eastern Dublin Specific Plan Amendment Study Initiation
request
The City Council will consider a request to initiate a General Plan and Eastern Dublin Specific Plan
Amendment Study to evaluate a proposal to change the General Plan and Eastern Dublin Specific Plan
land use designation of a 6.17-acre property ("Study Area") known as the Fredrich property from
Medium/High Density Residential (MHDR) (14.1 to 25.0 dwelling units per acre) and Neighborhood
Commercial to Medium Density Residential (MDR) (6.1 to 14.0 dwelling units per acre). The Study
Area is located on the west side of Tassajara Road north of Fallon Road and east of Tassajara Creek.
STAFF RECOMMENDATION:
Adopt Resolution Approving the Initiation of a General Plan and Eastern Dublin Specific Plan
Amendment Study to evaluate a proposal to change the land use designation of a parcel known as the
Fredrich property from Medium/High Density Residential and Neighborhood Commercial to Medium
Density Residential; OR adopt Resolution Denying the initiation of a General Plan and Eastern Dublin
Specific Plan Amendment Study to evaluate a proposal to change the land use designation of a parcel
known as the Fredrich property from Medium/High Density Residential and Neighborhood Commercial
to Medium Density Residential.
8.2. Proposed Amendments to TV30 Bylaws, Decreasing the Number of Directors Due to San Ramon
Losing its Board Status and Supplemental Appropriation
The Tri-Valley Community Television Corporation (TV30) bylaws allow for changes in its Board of
Directors, but only after the City Councils of the four cities that comprise TV30 agree to that change.
The City of San Ramon is leaving TV30, so the City Councils of the member cities must account for this
change by adopting a resolution restructuring the Board of Directors. The reduction in the number of
participating agencies has also resulted in a request for additional financial contributions from the
remaining cities.
STAFF RECOMMENDATION:
Adopt Resolution supporting the proposed amendments to the Tri-Valley Community Television bylaws
to decreasing the Board of Directors from four, including San Ramon, to three, with San Ramon losing
its Board status; and approve a Budget Change in the amount of$22,000 to cover Dublin's pro-rata share
of operating expenses.
8.3. Schaefer Ranch Neighborhood Park Name
The City Council will consider park names suggested by residents and the Parks and Community
Services Commission for the neighborhood park in the Schaefer Ranch development.

STAFF RECOMMENDATION:

8.4. Civic Center Modifications Authorization to Bid Contract#12-12
Staff is seeking City Council authorization to bid the construction of the Civic Center Modifications
Project, which is a series of minor upgrades to the Civic Center that will accommodate higher service
levels as well as meet current Americans with Disabilities Act (ADA) regulations.
STAFF RECOMMENDATION:
Authorize Staff to advertise Contract No. 12-12, Civic Center Modifications, for bids.
8.5. Request for Participation in the Sales Tax Reimbursement Program
The City received a request from Dick's Sporting Goods to participate in the City's Sales Tax
Reimbursement Program. Dick's Sporting Goods is looking to occupy a 55,000 sq. ft. building at Fallon
Gateway (located on the southwest corner of Dublin Blvd. and Fallon Rd.), and would propose to use the
assistance to offset the costs for the construction of improvements in the new retail store.
STAFF RECOMMENDATION:
Provide direction regarding the request for participation in the Program.
8.6. Introduction of Ordinance Establishing Bus Stops at Various Locations
The City Council will consider introducing an ordinance amending the Dublin Traffic Code establishing
bus stops at various locations in the City as requested by Livermore Amador Valley Transit Authority
(LAVTA).
STAFF RECOMMENDATION:
Waive the reading and introduce an Ordinance Establishing Bus Stops at Various Locations Citywide.
