The packet is available in the City Clerk's Office and also at the Dublin Library. 1. CALL TO ORDER 2. PLEDGE OF ALLEGIANCE TO THE FLAG 3. ORAL COMMUNICATIONS 3.1. Public Comments At this time,the public is permitted to address the City Council on non-agendized items. Please step to the podium and clearly state your name for the record. COMMENTS SHOULD NOT EXCEED THREE (3) MINUTES. In accordance with State Law, no action or discussion may take place on any item not appearing on the posted agenda. The Council may respond to statements made or questions asked, or may request Staff to report back at a future meeting concerning the matter. Any member of the public may contact the City Clerk's Office related to the proper procedure to place an item on a future City Council agenda. The exceptions under which the City Council MAY discuss and/or take action on items not appearing on the agenda are contained in Government Code Section 54954.2(b)(1)(2)(3). 4. CONSENT CALENDAR Consent Calendar items are typically non-controversial in nature and are considered for approval by the City Council with one single action. Members of the audience, Staff or the City Council who would like an item removed from the Consent Calendar for purposes of public input may request the Mayor to remove the item. 4.1. Drought Emergency Continuance On March 18, 2014, the City Council adopted a Resolution declaring a State of Emergency in the City of Dublin due to extreme drought conditions within the State and City. The City Council will consider continuing extending the State of Emergency for an additional 30 days. STAFF RECOMMENDATION: By motion, as required by Government Code Section 8630(c), which states that the City Council shall review the need for continuing a local emergency at least once every 30 days until the governing body terminates the local emergency, continue the State of Emergency that was declared on March 18, 2014., based on the fact that extreme drought conditions continue to exist within both the State of California and City of Dublin, and the threat to the safety and welfare of Dublin residents remains. 4.2. Appointing Directors to ABAG PLAN, Corporation to represent the City of Dublin. The City Council will update employees that are designated as Directors to the Association of Bay Area Governments Plan (ABAG PLAN, Corporation). This update is due to the recent appointment of Chris Foss as City Manager. STAFF RECOMMENDATION: Adopt a Resolution Rescinding Resolution 64-13 and Appointing Directors to ABAG PLAN, Corporation on behalf of the City of Dublin. July 29,2014 Dublin City Council Agenda Page 1 of 2 5. WRITTEN COMMUNICATION—None. 6. PUBLIC HEARINGS—None. 7. UNFINISHED BUSINESS 7.1. Revision to "Let Dublin Decide" Ballot Question On July 15, 2014, the City Council considered revised ballot question language for the "Let Dublin Decide Initiative." Because the original ballot question was prepared before the "Open Space Initiative" became law, Mayor Sbranti and Councilmember Gupta asked that the City Council consider revising the previously adopted ballot question to reflect the current state of the General Plan. After considering the amended language, the City Council directed staff to return with additional revisions to the ballot question that better describe the impact of the measure on existing law. Staff has provided new language for the City Council's consideration STAFF RECOMMENDATION: Either: (a) take no action, in which case the previously approved ballot question will remain on the ballot, or (b) adopt the proposed Resolution Revising the Ballot Question for the "Let Dublin Decide Initiative." 7.2. Downtown Dublin Specific Plan Status Update The City Council will receive a report on the Downtown Dublin Specific Plan, including an overview of the plan, an update on development activity in the downtown, recommended implementation actions, and options to amend the Specific Plan. STAFF RECOMMENDATION: Receive the Staff presentation and provide feedback as appropriate. 8. NEW BUSINESS 8.1. Facility Use Policy Update Priorities During the two-year budget period Staff will be updating the various Facility Use Policies that regulate the private use of City facilities. Staff is recommending several areas of focus for the upcoming Facility Use Policy updates including analyzing fees, augmenting existing facilities, and general cleanup of miscellaneous items. Staff is seeking City Council direction on the proposed areas of focus and if there are other items the City Council wants Staff to study as part of the updates. STAFF RECOMMENDATION: Receive the presentation and provide direction on the proposed approach to the Facility Use Policy updates or provide alternate direction. 9. OTHER BUSINESS - Brief INFORMATION ONLY reports from Council and/or Staff, including Committee Reports and Reports by Council related to Meetings Attended at City Expense (AB1234). 10. ADJOURNMENT—Adjourned to the next Regular City Council meeting on August 19, 2014, in memory of Staff Sgt. Sean Diamond and our fallen troops.
