3.1. Introduction of New Employees
New members of City Staff will be introduced.
STAFF RECOMMENDATION:
Welcome new City of Dublin Staff members.
3.2. Certificates of Recognition for the Winners of the "Dublin Idol" Competition
The City Council will present Certificates of Recognition to winners of"Dublin Idol" competition, which
was held in May at the Dublin Farmers' Market. Staff will also offer a brief re-cap of the competition.
STAFF RECOMMENDATION:
Present Certificates of Recognition.
3.3. Recognition of Achievement—Dublin High School Varsity Boys' Golf
The City Council will recognize Dublin High School Varsity Boys' Golf for their accomplishments in
being named Diablo Foothill Athletic League Champions with an 18-0 undefeated 2012-2013 season.
STAFF RECOMMENDATION:
Receive the presentation.
3.4. Acceptance of Gifts to City from Bike Month Contributing Sponsors
This report details the contributions received from various local businesses and organizations for Bike to
Work Day Energizer and other Bike Month events and programming which took place during May.
STAFF RECOMMENDATION:
Recognize the sponsors and formally accept the contributions.
3.5. Public Comments

4. CONSENT CALENDAR
Consent Calendar items are typically non-controversial in nature and are considered for approval by the City Council with one single action.
Members of the audience, Staff or the City Council who would like an item removed from the Consent Calendar for purposes of public input

4.1. Minutes of the Regular City Council Meeting of June 4,2013
The City Council will consider approval of the minutes of the Regular City Council meeting of June 4,
2013.
STAFF RECOMMENDATION:
Approve the minutes of the Regular City Council meeting of June 4, 2013.
4.2. Contract for Services with the Alameda County Library for Fiscal Year 2013-2014
The City of Dublin contracts with the Alameda County Library for additional hours of service at the
Dublin Public Library. The contract for Fiscal Year 2013-2014 is for 19 additional hours of service per
week. The City Council will consider the Contract Agreement with the Alameda County Library.
STAFF RECOMMENDATION:
Adopt Resolution approving an agreement with County of Alameda for additional library services for
Fiscal Year 2013-2014.
4.3. Approval of No-Parking Zone on Grafton Street
The City Council will consider implementing a no-parking zone along the east side of Grafton Street from
Antone Way to 80 feet south of Antone Way in order to provide adequate clearance for the creation of
dedicated right and left turn lanes. The recommended turn lanes will improve traffic and pedestrian
circulation at the intersection of Grafton Street and Antone Way.
STAFF RECOMMENDATION:
Adopt Resolution amending the Dublin Traffic Code approving parking regulations on Grafton Street.
4.4. Adopt Mitigated Negative Declaration and Approve Preliminary Engineering Plans for Dublin
Boulevard Improvement Project
The City Council will consider adoption of Mitigated Negative Declaration and approval of preliminary
engineering plans for Dublin Boulevard Improvement project from Sierra Court/Civic Plaza to Dublin
Court (the Project). City consultants have completed the preliminary engineering plans and prepared the
Project Draft Mitigated Negative Declaration which was noticed and circulated for a 30-day public
review period from April 9, 2013 to May 8, 2013. Adoption of the Mitigated Negative Declaration and
approval of the preliminary engineering plans would allow the Project to move forward to subsequent
stages; Rule 20A Utility Underground District formation and design, property appraisal and acquisition,
and 95%completion of plans and specifications to get the project shelf-ready for construction.
STAFF RECOMMENDATION:
Adopt Resolution that adopts the Mitigated Negative Declaration and approves Preliminary Engineering
Plans for Dublin Boulevard Improvement Project from Sierra Court/Civic Plaza to Dublin Court.
4.5. Approval of Final Map and Tract Improvement Agreement, Approval of Agreement for Long-
Term Encroachment for Landscape Features, and Acceptance of Parkland Dedication Credits for
Tract 7653, Sorrento East-Neighborhood 7 (Taylor Morrison)
Taylor Morrison of California, LLC, a California Limited Liability Company, is filing Final Map 7653 to
subdivide Parcel 2 of Tract 7982 into 95 lots. Tract 7653 is bounded on the north by Gleason Drive, on
the south by Palermo Way and on the east by Lockhart Street.
STAFF RECOMMENDATION:
Adopt Resolution approving Final Map and Tract Improvement Agreement for Tract 7653, Sorrento
East-Neighborhood 7; adopt Resolution approving Agreement for Long-Term Encroachment for
Landscape Features for Tract 7653; and adopt Resolution accepting Park Land Dedication Credits for
Park Land Dedication Requirements for Tract 7653.
4.6. Acceptance of Work—Contract No. 12-12, Civic Center Modifications Project
Work has been substantially completed on Contract No. 12-12, the Civic Center Modifications Project,
and Staff is seeking City Council authorization to accept the improvements.

STAFF RECOMMENDATION:
Adopt Resolution accepting Improvements under Contract No. 12-12, the Civic Center Modifications
Project; and authorize Staff to accept a Maintenance Bond in the amount of$37,704.
4.7. Acceptance of Improvements for Public Safety Complex Demolition Project, Contract#13-02
Staff is seeking City Council authorization to accept the Public Safety Complex Demolition Project,
Contract No. 13-02.
STAFF RECOMMENDATION:
Adopt Resolution accepting Improvements to Public Safety Complex Demolition Project, Contract #13-
02; and authorize Staff to accept a maintenance bond in the amount of$33,687.
4.8. Award of Contract#12-13 / 12-14 for the Public Safety Complex and Maintenance Yard Facilities
Staff is seeking City Council authorization to award Contract #12-13 / 12-14 for the Public Safety
Complex and Maintenance Yard Facilities. This project combines the improvements on two sites; the
City of Dublin / Alameda County Fire Joint Use Public Safety Complex at 6363 Clark Ave and the
Maintenance Yard Improvements at 5777 Scarlett Ct.
STAFF RECOMMENDATION:
Adopt Resolution awarding Contract #12-13 / 12-14 for the Public Safety Complex and Maintenance
Yard Facilities to Midstate Construction. ("Midstate").
4.9. First Amendment to Agreement to Assign and Assume the Purchase and Sale Agreement for Two
Parcels of Union Pacific Right of Way
On March 18, 2013, the City Council approved an Agreement with UP Amador, LLC to assign and
assume the purchase and sale agreement held by UP Amador, LLC, with the Union Pacific Railroad. The
Agreement includes two parcels (APN Numbers: 941-2768-006-02 and 941-0550-023-04). Additionally
the City Council initiated a General Plan Amendment Study on APN 941-2768-006-02 to study park and
open space uses. UP Amador, LLC, is requesting some minor amendments to the Agreement related to
the closing process and approval of the Assignment Agreement by Union Pacific Railroad.
STAFF RECOMMENDATION:
Adopt Resolution approving the first amendment to the Agreement to assign and assume the purchase
and sale agreement held by UP Amador, LLC, with the Union Pacific Railroad.
4.10. Consultant Contract Amendments
The Community Development Department utilizes outside consultants on an as-needed basis to assist
Staff with specific areas of technical expertise, field inspections, and to handle overflow work. Staff
seeks to modify the hourly rate paid to existing consultants in order to remain competitive. Staff also
seeks to expand the list of on-call consultants to ensure that adequate resources are available to continue
the general processing of entitlements for development projects, plan checks and inspections. The City
Council will consider approving amendments to existing Consulting Services Agreements and approve
entering into new Consulting Services Agreements.
STAFF RECOMMENDATION:
Adopt Resolution approving Consulting Services Agreements with Shums Coda Associates, Interwest
Consulting Group, 4Leaf Incorporated, RBF Consulting, and Circlepoint to provide on-call services and
fee amendments to existing agreements with A. S. Dutchover & Associates, Cannon Design Group,
David L. Babby, David Babcock & Associates, Environmental Foresight, Inc., Grainger Hunt, Jerry Haag
& Associates, Kluber and Associates, Inc., Paul Niemuth & Associates, Placemakers, Rosen Goldberg,
Der & Lewitz, Stevenson Porto and Pierce, Urban Planning Partners, and WRA Inc.

6. PUBLIC HEARINGS
6.1. PLPA-2013-00022 New Water Resources Element of the General Plan
One of the City Council's key initiatives for Fiscal Year 2011/2012 was to revise the General Plan, and to
create a new Economic Development Element, Water Resources Element, and Energy Conservation
Element over a multi-year period. The revisions to General Plan and the Economic Development Element
were approved earlier this year, and the Energy Conservation Element is scheduled for review and
consideration in the next fiscal year. At this meeting, the City Council will consider the new Water
Resources Element. The Water Resources Element has been written to guide the City's efforts to
promote and encourage water conservation by existing and future business, residential, and public users,
to plan for additional use of recycled water, and to guide efforts to manage the City's storm water system.
STAFF RECOMMENDATION:
Adopt Resolution approving a General Plan Amendment to include a new Water Resources Element in
the General Plan.
6.2. Public Hearing: Adoption of Rates for Garbage Collection, Disposal, and Recycling Services
Provided By Amador Valley Industries and Establishing the 2013-2014 Annual Assessment
The Agreement for solid waste services between the City and Amador Valley Industries (AVI) requires
the City to adopt a rate schedule, which is estimated to produce a specified revenue amount as identified
in the Agreement. The City has also adopted an ordinance which requires all parcels in the City to
subscribe to weekly minimum garbage service. For residential properties that are serviced with individual
containers, the City collects the annual cost of minimum service with the property tax bill. The City
Council will consider adopting two separate resolutions establishing the garbage rates effective July 1,
2013 and establishing the Fiscal Year 2013-2014 refuse related property tax assessment.
STAFF RECOMMENDATION:
Adopt Resolution amending the Schedule for Service Rates for Integrated Solid Waste Services; and
adopt Resolution amending and establishing the Collection of Minimum Residential Garbage and
Recycling Service Fees for Fiscal Year 2013-2014.
6.3. Public Hearings: Citywide Street Lighting Maintenance Assessment District 83-1; Landscaping and
Lighting Maintenance Assessment District 83-2 (Stagecoach Road); Landscaping and Lighting
Maintenance Assessment District 86-1 (Villages at Willow Creek); Landscaping and Lighting
Maintenance Assessment District 97-1 (Santa Rita Area); Street Lighting Maintenance Assessment
District 99-1 (Dublin Ranch Area and Tracts 7067, 7586, 8024, 8073, 8074)
The City Council will consider approving the Engineer's Reports and the levy of special assessments in
each of the five maintenance districts for Fiscal Year 2013-2014. A public hearing is required.
Maintenance Assessment Districts allow for the collection of special assessments on the property tax bill.
These assessments can only be used to pay for the identified activities benefiting the properties assessed.
The amount of the assessment will vary based on several factors including: the cost projected to maintain
the improvements, approved annual adjustment factors; existing balances collected in prior years; and the
number and type of properties.
STAFF RECOMMENDATION:
Adopt Resolutions approving Engineer's Report, Confirming Diagram and Assessment, and Ordering
Levy of Assessment for Citywide Street Lighting Maintenance Assessment District No. 1983-1,
Landscaping and Lighting Maintenance Assessment District No. 1983-2 (Tract 4719), Landscaping and
Lighting Maintenance Assessment District No. 1986-1 (Villages at Willow Creek), Landscaping and
Lighting Maintenance Assessment District No. 1997-1 (Santa Rita Area), Street Lighting Maintenance
Assessment District No. 1999-1 (Dublin Ranch Area and Tracts 7067, 7586, 8024, 8073, 8074).

7. UNFINISHED BUSINESS
7.1. Dublin Crossing Project Status Update
Staff and SunCal Companies/Argent Management have been working on the development of a draft land
plan and an associated list of agreement points that together form the basis for a future development
project for the 189-acre Dublin Crossing project site. At the City Council meeting on May 7, 2013 when
the draft Agreement Points were presented, the City Council asked for more information on what was
being proposed, how it compared to other projects, and an assessment of what the City is receiving in
exchange for leniency on meeting certain requirements. Staff is recommending that the City Council
approve the Development Agreement Points that will be the basis of a future Development Agreement.
STAFF RECOMMENDATION:
Receive the status report on the Dublin Crossing Project; and approve the Development Agreement Points
as outlined in the Staff Report.
7.2. splatter Finale Options
The Parks and Community Services Department has compiled this report in response to the City
Council's request to explore possible event ending highlights for the 2013 splatter event.
STAFF RECOMMENDATION:
Approve a fireworks finale for splatter on September 21, 2013, and continue with fireworks or laser light
shows in future years.
7.3. Request for Increase in Sewer Capacity Assistance by Red Mountain Retail
The City received a request from Red Mountain Retail Group to increase their Sewer Capacity Assistance
allocation from 25%to 50%under the newly adopted Sewer Capacity Assistance Program Guidelines.
Red Mountain owns the parcel that includes Sprouts, Joann's Fabrics and Chuck E. Cheese and would
propose to use the assistance to offset the costs for the construction of a pad building for two food tenants
—Habit Burger and Freebirds.
STAFF RECOMMENDATION:
Authorize, by motion, the allocation of additional sewer capacity to Red Mountain Retail Group.
8. NEW BUSINESS
8.1. Request by Regency Centers to Participate in the Sales Tax Reimbursement Program
The City received a request from Regency Centers to participate in the City's Sales Tax Reimbursement
Program. Regency Centers is in contract to purchase a 14-acre site from the Alameda County Surplus
Property Authority at the southwest corner of Hacienda Drive and Dublin Blvd. for the development of a
commercial retail center. Staff requests that the City Council provide direction on the request from
Regency Centers.
STAFF RECOMMENDATION:
Provide direction regarding the request for participation in the City's Sales Tax Reimbursement Program.
8.2. General Plan Amendment Policy and Status Report
The City Council will consider amending the existing General Plan Amendment Study Policy which
provides direction on the processing of General Plan Amendment Studies. The City Council will also
receive a report on the status of all current General Plan Amendments Studies in progress.
STAFF RECOMMENDATION:
Receive the General Plan Amendment Studies Status Report and adopt Resolution approving a revised
General Plan Amendment Study Policy.

8.3. East Dublin Transit Center Site A-1 General Plan and Eastern Dublin Specific Plan Amendment
Study Initiation Request
The City Council will consider a request to initiate a General Plan and Eastern Dublin Specific Plan
Amendment Study to evaluate a proposal to amend the land use designation on Site A-1 in the Dublin
Transit Center. The project Study Area is located south of Dublin Boulevard between the Iron Horse Trail
and Demarcus Boulevard.
The Study would evaluate a proposal to amend the land use designation for the Study Area to Medium-
High Density Residential as well as maintain the exiting High Density Residential Land Use to allow
more development flexibility.
STAFF RECOMMENDATION:
Adopt Resolution approving the initiation of a General Plan and Eastern Dublin Specific Plan
Amendment Study to evaluate a proposed to amendment to the existing High Density Land Use
Designation to include Medium-High Density Residential Uses for the 2.86 acre A-1 Site in the Dublin
Transit Center; or adopt Resolution denying the initiation of a General Plan and Eastern Dublin Specific
Plan Amendment Study to evaluate a proposed to amendment to the existing High Density Land Use
Designation to include Medium-High Density Residential Uses for the 2.86 acre A-1 Site in the Dublin
Transit Center.
8.4. The Groves Lot 3 and Sub Area 3 General Plan and Eastern Dublin Specific Plan Amendment
Study Initiation Request
The City Council will consider a request to initiate a General Plan and Eastern Dublin Specific Plan
Amendment Study for The Groves Lot 3 and Sub Area 3 of Dublin Ranch. The Groves Lot 3: The Study
would evaluate a proposal to amend the land use designation for the entire 6.36 acre Study Area to
Medium-High Density Residential (14.1-25 units/acre) as well as maintain the exiting High Density
Residential land use (25+ units/acre) to allow more development flexibility. Sub Area 3: The Study
would evaluate a proposal to change approximately 17.5 acres of Open Space to Rural Residential
Agriculture to facilitate agricultural uses and to change approximately 7.2 acres of Open Space to
Medium Density Residential land uses. The overall area of Sub Area 3 is approximately 64 acres.
STAFF RECOMMENDATION:
Adopt Resolution approving initiation of a General Plan and Eastern Dublin Specific Plan Amendment
Study to evaluate a proposed amendment to allow Medium-High Residential and the existing High
Density Residential Land Uses for the Groves Lot 3; or Denying initiation of a General Plan and Eastern
Dublin Specific Plan Amendment Study to evaluate a proposed amendment to allow Medium-High
Residential and the existing High Density Residential Land Uses for the Groves Lot 3; and adopt
Resolution approving initiation of a General Plan and Eastern Dublin Specific Plan Amendment Study to
evaluate a proposed amendment to change approximately 17.5 acres of Open Space to Rural Residential
Agriculture and to change approximately 7.2 acres of Open Space to Medium Density Residential Land
Uses on Sub Area 3 of Dublin Ranch; or Denying initiation of a General Plan and Eastern Dublin
Specific Plan Amendment Study to evaluate a proposed amendment to change approximately 17.5 acres
of Open Space to Rural Residential Agriculture and to change approximately 7.2 acres of Open Space to
Medium Density Residential Land Uses on Sub Area 3 of Dublin Ranch.
8.5. Designation of Two Council Members as City Representatives to Discuss Compensation with City
Attorney
The item provides for the designation of two members of the City Council to serve as the City's
representatives to discuss terms of the City Attorney's contract, including compensation, with the City
Attorney

Designate two members of the City Council to discuss compensation with the City Attorney.
