3. ORAL COMMUNICATIONS
At this ti~, members of the a~ience are permitted to address the City Council on it,s of interest to the ~blic,
however, in accordance with Ge 54954.2, no ACTION or DISCUSSION shall take place on any item which is NOT on the City
Council Agenda. The Council may respond briefly to statements ~ or questions posed, or ~y r~uest Staff to re~rt
~ck at a future ~eting concerning the matter. Furthermore, a member of the City Council ~y place a ~tter of
~siness on a future agenda. Any ~rson may arrange with the City Clerk (no Later than 11:00 a.m., on the Tuesday
preceding a regular ~eting) to have an item of concern p[ac~ on the age~a for the next regular ~eting. The
exc~tions under which the City Council MAY discuss a~/or take action on items not appearing on the agenda are

4. CONSENT CALENDAR
Consent CaLe~ar items are typically non-controversial in nature a~ are consider~ for a~rova[ ~ the City Council
with one single action. Members of the audience or the City Council who would like an item re~v~ fr~ the Consent
Cale~ar for ~rposes of public in~t may request the Mayor to remove the item.
4.1 Minutes: Regular Meeting of May 23, 1994
STAFF RECOMMENDATION: Approve
4.2 state-Local Transportation Partnership Program - State-Local
Entity Agreement Supplement 004 (Cycle 4)
This program supplement provides for funding for the
Village Parkway Reconstruction Project up to a maximum of
$107,379.
STAFF RECOMMENDATION: Adopt Resolution.
4.3 City Treasurer's Investment Report as of May 31, 1994
The City's investment portfolio totals $19,500,979.88 and
funds are invested at an average 'annual yield of 5~297%.
STAFF RECOMMENDATION: Receive Report.
4.4 Modifications to the Congestion Management Agency (CMA) Joint
Powers Agreement
The Alameda County CMA is a joint powers agency authorized
by Proposition 111 to address traffic mitigation issues.
Changes are being proposed to the "Funds, Audit and
Accounting Services" section of the JPA in order to
streamline the accounting practices of the organization.
Changes to the JPA require approval from a majority of the
member agencies.
STAFF RECOMMENDATION: Adopt Resolution.
4.5 Budget Adjustment for Dublin Boulevard Extension CIP Project
Final acquisition of one parcel is required to close out
the Dublin Boulevard Extension Project #9690 (between
Dougherty Road and Tract 5900). An analysis of the 1993-94
adopted budget compared to the estimated expenses
identifies the need for a $51,704 budget adjustment.
STAFF RECOMMENDATION: Accept Report and authorize Mayor to
execute Budget Change Form.
4.6 1993-94 Budget Modifications with regard to Article XIII B of
the State Constitution
In order to preclude further City Council action, Staff is
requesting that the Council authorize appropriation of all
excess revenues to reserves for FY 1993-94. In this
manner, economic uncertainties can be acknowledged, as well
as various projects or expenses that require more than one
year to complete.
STAFF RECOMMENDATION: Authorize Staff to appropriate any
revenues in excess of budgeted expenditures as of June 30,
1994 to reserves.
4.7 McDonald's McSOCCERFEST
The Dublin Sports Grounds has been selected as the site of
the San Francisco Bay Area McSOCCERFEST~ a grassroots
soccer fun festival being held on June 17, 18 and 19, 1994,
and sponsored by McDonald's, adidas, Fuji, Coca-Cola and
other local sponsors. The local host, Dublin United Soccer
League, will be responsible for obtaining appropriate
permits and supplying volunteers to staff and supervise the
activities°
STAFF RECOMMENDATION: Receive Report.
4.8 Citywide Street Lighting Maintenance Assessment District 83-1:
Preliminary Engineer's Report
This assessment district funds the energy and maintenance
cost of the City's street lighting system. No increase in
assessment is proposed for Fiscal Year 1994-95.
STAFF RECOMMENDATION: Adopt Resolutions approving Preliminary
Engineer's Report and appointing time (July 25, 1994) and
place of hearing protests of proposed assessments.
4.9 Landscaping and Lighting Maintenance Assessment District 86-1
(Dougherty Road): Preliminary Engineer's Report
This assessment district maintains landscaping and
irrigation improvements along street frontages within the
"Villages at Willow Creek" development at the northwest and
southwest corners of Dougherty Road and Amador Valley
Boulevard. Each year at this time, hearings are held to
set the assessments to pay for the next fiscal year's
costs. No' increase in assessment is proposed for Fiscal
Year 1994-95.
STAFF RECOMMENDATION: Adopt Resolutions approving Preliminary
Engineer's Report and appointing time (July 25, 1994) and
place of hearing protests of proposed assessments.
4.10 Landscaping and Lighting Maintenance Assessment District 83-2
(Stagecoach Road): Preliminary Engineer's Report
This assessment district funds landscape maintenance along
Stagecoach Road and on the "interior slopes" of Coral Way
and Agate Way. The assessment is proposed to remain the
same as last year's; however, some property owners have
requested an increased assessment to fund additional
landscaping.
STAFF RECOMMENDATION: Adopt Resolutions approving Preliminary
Engineer's Report and appointing times (July 25, & August 8,
1994) and place of hearing protests of proposed assessments.
4.11 Warrant Register ($589,488.16) Dated June 13, 1994
STAFF RECOMMENDATION: Approve
WRITTEN COMMUNICATION
5.1 Request from Alameda County Library Advisory Commission for
City Council support of the placement of a Special Tax for
Library Services on the November 1994 ballot
County Librarian Linda WOod will make a presentation
related to a special tax to restore funding to Alameda
County Libraries that was lost as a result of the recent
tax shift from City and County governments to the State.
STAFF RECOMMENDATION: Consider request.
6. PUBLIC HEARING
6.1 Zoning Ordinance Amendment to the Planned Development District
Provisions PA 94-015
Revisions to the Planned Development (PD) District
provisions of the Zoning Ordinance would clarify that
prezoning or rezoning of property to the PD District may
take place independent of the approval of a Land Use and
Development Plan and that PD Districts can be applied to
any residential or non-residential districts°
STAFF RECOMMENDATION: Conduct public hearing; deliberate;
waive reading and ADOPT Ordinance°
