3.1. Introduction of New Employee
New members of the City Staff will be introduced: Michael Boitnott, Senior Civil Engineer, in Public
Works, and Tegan McLane, Cultural and Heritage Arts Manager in Parks and Community Services.
STAFF RECOMMENDATION:
Welcome new City of Dublin employees.
3.2. Public Comments
At this time,the public is permitted to address the City Council on non-agendized items. Please step to the podium and clearly state your
name for the record. COMMENTS SHOULD NOT EXCEED THREE (3) MINUTES. In accordance with State Law, no action or
discussion may take place on any item not appearing on the posted agenda. The Council may respond to statements made or questions
asked, or may request Staff to report back at a future meeting concerning the matter. Any member of the public may contact the City
Clerk's Office related to the proper procedure to place an item on a future City Council agenda. The exceptions under which the City
Council MAY discuss and/or take action on items not appearing on the agenda are contained in Government Code Section
54954.2(b)(1)(2)(3).
4. CONSENT CALENDAR
Consent Calendar items are typically non-controversial in nature and are considered for approval by the City Council with one single
action. Members of the audience, Staff or the City Council who would like an item removed from the Consent Calendar for purposes of
public input may request the Mayor to remove the item.
4.1. Minutes of the May 19, 2015 Regular City Council Meeting
The City Council will consider approval of the minutes of the May 19, 2015, Regular City Council
Meeting.
STAFF RECOMMENDATION:
Approve the minutes of the May 19, 2015, Regular City Council Meeting.
4.2. Acceptance of Central Parkway Improvements with Tract 8100; Approval of Regulatory Traffic
Control Devices; and Approval of Improvements within future Fallon Village GHAD Parcels
Constructed with Central Parkway Improvements Tract 8100, Jordan Ranch (BJP-ROF Jordan
Ranch, LLC)
BJP-ROF Jordan Ranch has constructed the Central Parkway improvements for Tract 8100, Jordan
Ranch, in accordance with their Tract Improvement Agreement. It is now appropriate for the City to
accept these improvements and approve the regulatory traffic control devices.

Also, in accordance with their Tract Improvement Agreement for Central Parkway Tract 8100, BJP-
ROF Jordan Ranch has completed construction of landscape and irrigation improvements within
Parcels F and I of Tract Map 8024, which will ultimately be turned over to the Fallon Village Geologic
Hazard Abatement District (GHAD) for ownership. It is now appropriate for the City to approve the
improvements constructed within the future Fallon Village GHAD parcels.
STAFF RECOMMENDATION:
Adopt the Resolution Accepting Central Parkway Improvements with Tract 8100; Approving the
Regulatory Traffic Control Devices; and Approving the Improvements within Future Fallon Village
GHAD Parcels Constructed with Central Parkway Improvements Tract 8100, Jordan Ranch.
4.3. Acceptance of Improvements for Tract 8074; Approval of Regulatory Traffic Control Devices;
and Approval of Improvements within Future Fallon Village GHAD Parcels Constructed with
Tract Map 8074,Jordan Ranch (BJP-ROF Jordan Ranch, LLC)
BJP-ROF Jordan Ranch has constructed the improvements for Tract 8074, Jordan Ranch, in
accordance with their Tract Improvement Agreement. It is now appropriate for the City to accept these
improvements and approve the regulatory traffic control devices.
Also, in accordance with their Tract Improvement Agreement for Tract 8074, BJP-ROF Jordan Ranch
has completed construction of landscape and irrigation improvements within Parcel A of Tract Map
8074, Parcels C and I of Tract Map 8024, Parcel K of Tract Map 7855, and Parcels A and C of Tract
Map 7853, all of which will ultimately be turned over to the Fallon Village Geologic Hazard
Abatement District (GHAD) for ownership. It is now appropriate for the City to approve the
improvements constructed within the future Fallon Village GHAD parcels.
STAFF RECOMMENDATION:

4.4. Designation of Two Council Members as City Representatives to Discuss Compensation with
City Attorney
The City Council will consider the designation of Vice Mayor Gupta and Councilmember Wehrenberg
to serve as the City's representatives to discuss terms of the City Attorney's contract, including
compensation, with the City Attorney.
STAFF RECOMMENDATION:
Designate Vice Mayor Gupta and Councilmember Wehrenberg to discuss compensation with the City
Attorney.
4.5. Adoption of an Appropriations Limit for Fiscal Year 2015-16
Each year the City Council is required by State Law to adopt an Appropriations Limit (Limit) in
conjunction with the annual Budget process. The Limit for Fiscal Year 2015-16 is $270,028,591 and
exceeds the appropriations which are subject to the Limit by $214,880,710, and the City is in
compliance with State Law.
STAFF RECOMMENDATION:
Adopt the Resolution Adopting an Appropriation Limit of$270,028,591 for Fiscal Year 2015-16.

4.6. Approval of Engineer's Reports and Appointing a Time and Place of Hearing Protests for 5
Assessment Districts: Citywide Street Lighting Maintenance Assessment District 83-1;
Landscaping and Lighting Maintenance Assessment District 83-2 (Stagecoach Road);
Landscaping and Lighting Maintenance Assessment District 86-1 (Villages at Willow Creek);
Landscaping and Lighting Maintenance Assessment District 97-1 (Santa Rita Area); Street
Lighting Maintenance Assessment District 99-1 (Dublin Ranch Area and Tracts 7067, 7586,
8024, 8073, 8074)
The City Council will consider approval of the Fiscal Year 2015-16 Engineer's Reports and consider
scheduling a public hearing date of June 16, 2015 for the five assessment districts.
STAFF RECOMMENDATION:
Adopt the Resolutions Approving the Engineer's Reports and setting a public hearing date and time of
June 16, 2015, 7:00 p.m. in the City Council Chambers for the purpose of hearing any comments to the
proposed Fiscal Year 2015-2016 assessments for: Citywide Street Lighting Maintenance Assessment
District No. 1983-1; Landscaping and Lighting Maintenance Assessment District No. 1983-2 (Tract
4719); Landscaping and Lighting Maintenance Assessment District No. 1986-1 (Villages at Willow
Creek); Landscaping and Lighting Maintenance Assessment District No. 1997-1 (Santa Rita Area); and
Street Lighting Maintenance Assessment District No. 1999-1 (Dublin Ranch Area and Tracts 7067,
7586, 8024, 8073, 8074).
4.7. City Manager's Employment Agreement
On March 17, 2015, the City Council appointed an Agency Negotiating Team, consisting of Vice
Mayor Gupta and Councilmember Biddle, to meet with the City Manager to discuss terms and
conditions of employment. This report outlines the Agency Negotiating Team's recommendation that
the City Council approve an amendment to the Agreement with Mr. Foss.
Included in the City's personnel system are Resolutions that address the salary ranges for full- and
part-time personnel. The attached resolution is a proposed amendment to the City Salary Plan for full-
time personnel that would revise the salary for the position of City Manager, effective April 26, 2015,
to conform to the proposed amendment.
STAFF RECOMMENDATION:
Approve and authorize the Mayor to execute the First Amendment to City Manager's Employment
Agreement and adopt the Resolution Amending Salary Plan.
4.8. Updated Guidelines to the Inclusionary Zoning Regulations Ordinance
The City Council will consider proposed revisions to the Guidelines to the Inclusionary Zoning
Regulations Ordinance. Changes are intended to address issues encountered in the ongoing
administration of the below market rate home ownership program.
STAFF RECOMMENDATION:
Adopt the Resolution Approving the Updated Guidelines to the Inclusionary Zoning Ordinance
Regulations.
4.9. Award of Bid—Contract No. 15-02, Annual Sidewalk Safety Repair Program and Curb Ramp
Installation
The City Council will consider awarding the bid for Contract No. 15-02, Annual Sidewalk Safety
Repair Program and Curb Ramp Installation, to JD Partners Concrete. As part of the City's Annual
Sidewalk Safety Repair Program, the City Council will also consider the adoption of a policy for the
repair of public improvements deemed to be pedestrian hazards.
STAFF RECOMMENDATION:
Adopt the Resolution Awarding Contract No. 15-02, Annual Sidewalk Safety Repair Program and
Curb Ramp Installation, to JD Partners Concrete; and adopt the Resolution Establishing a Policy for
the Repair of Public Improvements Deemed to be Pedestrian Hazards (City—Funded Repair Program)

4.10. Adoption of An Ordinance to Amend the City's Retirement Contract with the Board of
Administration of the California Public Employees' Retirement System (Ca1PERS)
This is the second reading of an Ordinance introduced at the regularly scheduled City Council Meeting
of May 5, 2015. The Ordinance authorizes an amendment to the contract with the Board of
Administration of the California Public Employees' Retirement System to provide Employee
Additional Cost Sharing as defined under Article 2. Section 20516 of the California Public Employee
Retirement Law (PERL). The Ordinance proposes increasing City employee contributions by 3.05% to
their Ca1PERS retirement and thus reducing the employer's retirement program costs. This Staff report
is the final legislative step in the schedule of agency actions for amending the Ca1PERS contract.
STAFF RECOMMENDATION:
Waive the reading and adopt an Ordinance of the City of Dublin Authorizing An Amendment to the
Contract Between The City of Dublin and the Board Of Administration of the California Public
Employees' Retirement System.
5. WRITTEN COMMUNICATION
5.1. Consideration of State Legislation AB 718 (Chu)—Removal of Regulatory Authority
The City Council will consider sending a letter to members of the California Assembly indicating the
City's opposition to Assembly Bill 718, which is proposed legislation that would allow an individual to
live within a vehicle anywhere on the City's streets.
STAFF RECOMMENDATION:
Authorize the Mayor to sign and send a letter of opposition to Assembly Bill 718 (Chu) - Removal of
Regulatory Authority: Vehicles Used for Human Habitation.
6. PUBLIC HEARINGS
6.1. Fiscal Year 2015-16 Budget Update
The City Council with consider approval of a Resolution adopting the Fiscal Year (FY) 2015-16
Budget Update, and approval of various other related resolutions, including those establishing salary
plans for full-time and management employees. The City Council will also consider approval of the
City's updated Strategic Plan.
STAFF RECOMMENDATION:
Conduct the public hearing, deliberate, adopt the following resolutions: 1) Resolution Adopting a
Budget for the City of Dublin for Fiscal Year 2015-16; 2) Resolution Adopting an Appropriation for a
City Contribution to Dublin Partners in Education for Fiscal Year 2015-16; 3) Resolution Establishing
a Salary Plan for Full-Time Personnel in Accordance with the Personnel Rules; and 4) Resolution
Establishing a Salary Plan for Management Positions Exempt from Competitive Services; and approve
the Updated Strategic Plan.
6.2. Community Facilities District Formation
The City Council will conduct a public hearing, hold a special mailed ballot election and conduct
related proceedings for the formation of the City of Dublin Community Facilities District No. 2015-1
(Dublin Crossing).
STAFF RECOMMENDATION:
Receive and file the Community Facilities District Report prepared by Goodwin Consulting Group,
Inc., conduct a public hearing regarding (a) the establishment of Community Facilities District No.
2015-1 (Dublin Crossing) ("CFD No. 2015-1") including designation of Improvement Area No. 1 and
Future Annexation Area, and (b) deeming it necessary to incur indebtedness for CFD No. 2015-1, and
take the following actions:
1. Adopt a Resolution Forming and Establishing City of Dublin Community Facilities District
No. 2015-1 (Dublin Crossing) and Calling a Special Mailed-Ballot Election of the Proposition
of Levying the Special Taxes Within CFD No. 2015-1.
2. Adopt a Resolution Deeming it Necessary to Incur Indebtedness for Community Facilities

District No. 2015-1 (Dublin Crossing).
3. Adopt a Resolution Calling a Special Mailed-Ballot Election for Community Facilities District
No. 2015-1(Dublin Crossing).
Following the adoption of the above resolutions, Staff recommends that the City Clerk tabulate the
ballots cast in the special mailed ballot election to be held within CFD No. 2015-1 to enable the
qualified election of CFD No. 2015-1 to consider the ballot questions regarding (a) authorization to
levy special taxes within CFD No. 2015-1, (b) the authorization to issue bonds secured by the levy of
such special taxes and (c) the establishment of an appropriations limit for CFD No. 2015-1.
If the results of the special mailed-ballot election reveal that the propositions have received the
affirmative vote of two-thirds of the votes cast, Staff recommends that the City Council take the
following actions:
1. Adopt a Resolution Declaring the Results of the Special Mailed-Ballot Election for CFD No.
2015-1 and Directing Recording of Notice of Special Tax Lien.
2. Introduce and Waive the First Reading of the Ordinance Levying Special Taxes Within CFD
No. 2015-1.
6.3. Amendments to the General Plan, Dublin Crossing Specific Plan, Eastern Dublin Specific Plan,
and the Dublin Crossing Development Agreement
The City Council has initiated a General Plan and Specific Plan Amendment study with the intent of
making changes to the approved Dublin Crossing project in order to facilitate the acquisition of a 12-
acre school site that can be used by both the City and the School District. In order to effectuate these
changes, the City Council will consider amendments to the General Plan and Dublin Crossing Specific
Plan to: 1) Incorporate the 1.5 acre Chabot Creek into the Community Park and increase the acreage
devoted to Medium Density Residential by 1.5 acres; 2) Re-designate the 13 acre "Mixed Use" site to
"General Commercial/DC High Density Residential"; and 3) Allow use of the site designated "School"
for both school and park purposes. The project will also involve modifications to the Dublin Crossing
Development Agreement, a minor technical amendment to the Eastern Dublin Specific Plan boundary
to be consistent with the Dublin Crossing Specific Plan boundary, and consideration of a CEQA
Addendum.
STAFF RECOMMENDATION:
Conduct the public hearing, deliberate, adopt the Resolution Adopting a CEQA Addendum for
Amendments to the General Plan, Dublin Crossing Specific Plan, Eastern Dublin Specific Plan, and
Development Agreement related to the Dublin Crossing Project; adopt the Resolution Amending the
General Plan, Dublin Crossing Specific Plan, and Eastern Dublin Specific Plan related to the Dublin
Crossing Project; and waive the first reading and INTRODUCE an Ordinance Approving Amendment
No. 1 to the Development Agreement between the City of Dublin and Dublin Crossing Venture LLC
related to the Dublin Crossing Project.

8. NEW BUSINESS
8.1. Potential Alternatives for Youth Advisory Committee
At the May 19, 2015 City Council meeting, the City Council requested Staff investigate potential
alternatives for the appointment process and composition of the Youth Advisory Committee. Staff has
prepared information on several options for the City Council's consideration.
STAFF RECOMMENDATION:
Receive the report and provide direction.
