The City Council will recognize outgoing Camp Parks Commander, Lt. Col. Christopher Gerdes.

Present the Certificate of Recognition.
3.2. Annual Report by Youth Advisory Committee
Members of the Youth Advisory Committee will present an Annual Report on the Advisory Committee's
activities and accomplishments during the past year.
STAFF RECOMMENDATION:
Receive the report.
3.3. Appointment of Student Representative to Parks and Community Services Commission
Mayor Haubert is recommending the appointment of Sabrina Tabaracci as the Student Representative to
the Parks and Community Services Commission for the term of July 2015 through June 2016.
STAFF RECOMMENDATION:
Approve the Mayor's appointment to the Student Representative position on the Parks and Community
Services Commission for the 2015 —2016 term.
3.4. Report on 2015 Dublin Pride Week Activities
The City Council will formally recognize the contributions made by various individuals and
organizations that helped make the 2015 Dublin Pride Week a successful community event. The City
Council will also recognize the Dublin Pride Week Poster Contest and Essay Contest winners.
STAFF RECOMMENDATION:
Receive the 2015 Dublin Pride Week activities report, recognize the sponsors and the poster and essay
contest winners.

3.5. Recognition of Dublin/San Ramon Women's Club's 50th Anniversary and General Federation of
Women's Clubs 125th Anniversary
The City Council will recognize the 50th anniversary of the Dublin/San Ramon Women's Club and the
125th anniversary of the General Federation of Women's Clubs.
STAFF RECOMMENDATION:
Present the proclamation.
3.6. Public Comments
At this time, the public is permitted to address the City Council on non-agendized items. Please step to the podium and clearly state your
name for the record. COMMENTS SHOULD NOT EXCEED THREE(3)MINUTES. In accordance with State Law, no action or discussion
may take place on any item not appearing on the posted agenda. The Council may respond to statements made or questions asked, or
may request Staff to report back at a future meeting concerning the matter. Any member of the public may contact the City Clerk's Office
related to the proper procedure to place an item on a future City Council agenda. The exceptions under which the City Council MAY
discuss and/or take action on items not appearing on the agenda are contained in Government Code Section 54954.2(b)(1)(2)(3).
4. CONSENT CALENDAR
Consent Calendar items are typically non-controversial in nature and are considered for approval by the City Council with one single action.
Members of the audience,Staff or the City Council who would like an item removed from the Consent Calendar for purposes of public input
may request the Mayor to remove the item.
4.1. Minutes of the May 5,2015 Special City Council Meeting and the May 5, 2015 Regular City
Council Meeting
The City Council will consider approval of the minutes of the May 5, 2015, Special City Council
Meeting and the May 5, 2015, Regular City Council Meeting.
STAFF RECOMMENDATION:
Approve the minutes of the May 5, 2015, Special City Council Meeting and the May 5, 2015, Regular
City Council Meeting
4.2. Implementation of Parking Regulations along Bloomington Way
The City Council will consider changes to parking regulations along Bloomington Way at Putnam Court.
These regulations are recommended in order to increase intersection sight distance for motorists exiting
Putnam Court and to improve traffic safety at the intersection.
STAFF RECOMMENDATION:
Adopt the Resolution Amending the Dublin Traffic Code Approving Parking Regulations along
Bloomington Way.
4.3. Drought Emergency Continuance
On March 18, 2014, the City Council adopted a Resolution declaring a State of Emergency in the City of
Dublin due to extreme drought conditions within the State and City. The City Council will consider
continuing the State of Emergency for an additional 30 days.
STAFF RECOMMENDATION:
By motion, as required by Government Code Section 8630(c), which states that the City Council shall
review the need for continuing a local emergency at least once every 30 days until the governing body
terminates the local emergency, continue the State of Emergency that was declared on March 18, 2014,
based on the fact that extreme drought conditions continue to exist within both the State of California
and City of Dublin, and the threat to the safety and welfare of Dublin residents remains.
4.4. Agreement with Tri-Valley Janitorial Service and Supply for Janitorial Services of City Facilities
The City Council will consider an agreement to provide for janitorial service at all City facilities. The
term of this agreement shall begin on July 1, 2015 and shall end on June 30, 2018.
STAFF RECOMMENDATION:
Adopt the Resolution Approving an Agreement with Tri-Valley Janitorial Service and Supply for
Janitorial Services of City Facilities.
4.5. Payment Issuance Report and Electronic Funds Transfer
The City Council will receive a listing of payments issued from April 1, 2015 —April 30, 2015.

4.6. Emerald Glen Recreation and Aquatic Complex- Geotechnical Construction Observation and
Testing Services Agreement
The City Council is being asked to approve an Agreement with BSK Associates in an amount not to
exceed $91,190 for Geotechnical Construction Observation and Testing Services for the Emerald Glen
Recreation and Aquatic Complex project.
STAFF RECOMMENDATION:
Adopt the Resolution Approving the Agreement with BSK Associates for Geotechnical Construction
Observation and Testing Services for the Emerald Glen Recreation and Aquatic Complex in an amount
not to exceed $91,190.
4.7. Approval of Alameda County Transportation Commission (Alameda CTC) Measure BB Master
Programs Funding Agreement
On November 4, 2014, Alameda County voters approved the 2014 Transportation Expenditure Plan
(TEP), Measure BB, authorizing the extension of the existing transportation sales tax and augmenting it
by one-half percent to fund projects and programs. The TEP includes two types of funding distributions:
1) direct fund disbursements to local jurisdictions known as Direct Local Distributions (DLD), and 2)
fund reimbursements for discretionary projects and programs after work is performed. Sales tax revenue
collection for Measure BB commenced on April 1, 2015. The first DLD payments are expected in the
June/July timeframe, shortly after the Alameda CTC receives the first revenues from the California State
Board of Equalization. In order to receive Measure BB DLD funds, local jurisdictions must enter into a
Master Programs Funding Agreement (MPFA) with the Alameda CTC. This MPFA will sunset on June
30, 2016 and will be replaced by a new MPFA.
STAFF RECOMMENDATION:
Adopt the Resolution Approving the Alameda County Transportation Commission Measure BB Master
Programs Funding Agreement.
4.8. Emerald Glen Recreation and Aquatic Complex Special Inspections &Testing Services Agreement
The City Council is being asked to approve an Agreement with Construction Testing Services in the
amount of$69,090 for Special Inspections and Testing Services for the Emerald Glen Recreation and
Aquatic Complex.
STAFF RECOMMENDATION:
Adopt the Resolution Approving the Agreement with Construction Testing Services for Special
Inspection and Testing for the Emerald Glen Recreation and Aquatic Complex in the amount of$69,090.

6. PUBLIC HEARINGS
6.1. Adoption of a Resolution Approving an Adjustment to the Tri-Valley Transportation Development
Fee
In 2008, the Tri-Valley Transportation Council (TVTC) completed a Fee Nexus Study Update and
developed new Tri-Valley Transportation Development (TVTD) Fee amounts for member agency
consideration. The Dublin City Council adopted a Resolution in 2008 approving the proposed new fee
increases, which would have gone into effect on July 1, 2010, across all land use categories. The
Resolution was later rescinded because not all seven TVTC member agency's approved the fee
increases. On October 17, 2013 TVTC became an independent public agency through the adoption of a
new Joint Exercise of Powers Agreement (JEPA), and on June 19, 2014 the Transportation Council
approved the update to the TVTD Fee amounts. Member agency staff is now bringing the approved fee
amounts to their respective elected body to consider adopting the updated fee amounts. If approved by
the City Council,the updated fee amounts would be effective on July 1, 2015.
STAFF RECOMMENDATION:
Conduct the public hearing, deliberate, and adopt the Resolution Adopting the Tri-Valley Transportation
Development Fee pursuant to the Requirements of the Joint Exercise of Powers Agreement.

6.2. Public Hearing: Adoption of Rates for Garbage Collection,Disposal, and Recycling Services
Provided By Amador Valley Industries and Establishing the 2014-2015 Annual Assessment
The Agreement for solid waste services between the City and Amador Valley Industries (AVI) requires
the City to adopt a rate schedule, which is estimated to produce a specified revenue amount as identified
in the Agreement. The City has also adopted an ordinance which requires all parcels in the City to
subscribe to weekly minimum garbage service. For residential properties that are serviced with
individual containers, the City collects the annual cost of minimum service with the property tax bill.
The City Council will consider adopting two separate resolutions establishing the garbage rates effective
July 1, 2015 and establishing the Fiscal Year 2015-2016 refuse related property tax assessment.
STAFF RECOMMENDATION:
Conduct the public hearing, deliberate and adopt the Resolution Amending the Schedule for Service
Rates for Integrated Solid Waste Services; and adopt the Resolution Amending and Establishing the
Collection of Minimum Residential Garbage and Recycling Service Fees for Fiscal Year 2015-2016.
6.3. Parks and Recreation Master Plan
The City Council will consider a Parks and Recreation Master Plan that addresses current community
conditions and demand for parks and facilities. The Master Plan establishes goals and standards to guide
the City in acquisition, development and management of Dublin's parks and facilities.
STAFF RECOMMENDATION:
Conduct the public hearing, deliberate, adopt the Resolution Adopting a CEQA Addendum to the
Mitigated Negative Declaration (MND) to the Parks and Recreation Master Plan; and adopt the
Resolution Adopting the Parks and Recreation Master Plan(2015).

8. NEW BUSINESS
8.1. General Plan and Eastern Dublin Specific Plan Amendment Study Initiation Request for Dublin
Land Company Parcels 2,3 and 4
EXECUTIVE SUMMARY:
The City Council will consider a request to initiate a General Plan and Eastern Dublin Specific Plan
Amendment Study to evaluate a proposal to change the existing land use designations on the portion of
the Dublin Land Company property located north of Dublin Boulevard. The proposal would evaluate
changing the land use designations on the 53.96 acre Study Area from General Commercial,
Neighborhood Commercial, Medium Density Residential, Medium-High Density Residential, High
Density Residential, and Public/Semi-Public to Single-Family Residential, Medium Density Residential,
Medium-High Density Residential and General Commercial allowing development of up to 399 attached
and detached residential units and approximately 90,000 square feet of retail commercial development.
STAFF RECOMMENDATION:
Staff recommends that the City Council adopt the Resolution Approving the Initiation of a General Plan
and Eastern Dublin Specific Plan Amendment Study to evaluate a proposal to change the land use
designation of Dublin Land Company Parcels 2, 3 and 4; or adopt the Resolution Denying the Initiation
of a General Plan and Eastern Dublin Specific Plan Amendment Study to evaluate a proposal to change
the land use designation of Dublin Land Company Parcels 2, 3 and 4.
8.2. Positive Coaching Alliance for City of Dublin Youth Sports Programs
The City Council will receive information regarding the Positive Coaching Alliance (PCA) and the
trainings and workshops the PCA provides for the City of Dublin's youth sports programs.

8.3. Memorandum of Understanding between the City and the Dublin Unified School District for the
Dublin Crossing Project School Site
The City Council will consider a Memorandum of Understanding (MOU) between the City of Dublin
and the Dublin Unified School District (DUSD) to provide a 12-acre school site to the District, at
minimal cost, within the Dublin Crossing project, while maintaining the ability of the public to use the
site for parks and recreational programs and services.
STAFF RECOMMENDATION:
Adopt the Resolution Approving the Memorandum of Understanding between the City of Dublin and
the Dublin Unified School District.
