3.1 Certificate of Recognition to Fallon Middle School Cheer Team (610-50)
The City Council will present a Certificate of Recognition to the Fallon Middle School Cheer
Team for recent accomplishments.
STAFF RECOMMENDATION: Present Certificate of Recognition.
3.2 Public Comments
At this time, the public is permitted to address the City Council on non-agendized items. Please step to the podium and clearly state your name
for the record. COMMENTS SHOULD NOT EXCEED THREE !3) MINUTES. In accordance with State Law, no action or discussion may take
place on any item not appearing on the posted agenda. The Council may respond to statements made or questions asked, or may request
Staff to report back at a future meeting concerning the matter. Any member of the public may contact the City Clerk's Office related to the
proper procedure to place an item on a future City Council agenda. The exceptions under which the City Council MAY discuss andlor take
action on items not appearing on the agenda are contained in Government Code Section 54954.2(b)(1)(2)(3).
4. CONSENT CALENDAR
Consent Calendar items are typically non-controversial in nature and are considered for approval by the City Council with one single action. Members
of the audience, Staff or the City Council who would like an item removed from the Consent Calendar for purposes of public input may request the
Mayor to remove the item.
4.1 Minutes of Adjourned Regular Meeting of March 14, 2011
STAFF RECOMMENDATION: Approve minutes.

4.2 Adoption of Ordinance Extending the Temporary Suspension of the Public Art
Requirement for Residential Projects (450-20)
At the April 5, 2011 City Council meeting, the City Council introduced an ordinance which
extends the current ordinance "Temporarily Suspending the Public Art Requirement for
Residential Projects in excess of 20 units" for a one year term.
STAFF RECOMMENDATION: Waive the reading and adopt Ordinance Temporarily
Suspending the Provisions of Sections 8.58.OSO.A and 8.58.OSO.D of the Dublin Municipal Code
Relating to Public Art Contribution Requirements for Residential Projects in Excess of 20 Units.
4.3 Acceptance of Work - Contract No. 10-08, Village Parkway Stormwater Treatment
Improvements (600-35)
On September 21, 2010, the City Council awarded Contract No. 10-08, Village Parkway
Stormwater Treatment Improvements (CIP No. 960009); to Gradetech, Inc. The project
included installation of two structural treatment units and one vegetated treatment swale to
treat storm runoff originating from Village Parkway. The project improvements are complete
and ready for acceptance, although the maintenance of planted material will continue to be
subject to a maintenance period.
STAFF RECOMMENDATION: Accept the improvements under Contract No. 10-08, Village
Parkway Stormwater Treatment Improvements, authorize staff to file a Notice of Completion;
and authorize the release of retention after 35 days if there are no subcontractor claims.
4.4 Approval of Partial Release of Security for Tract 8036, Neighborhood C-1, Positano/Fallon
Village (K. Hovnanian Homes) (600-60)
K. Hovnanian Homes previously posted bonds to guarantee the construction of tract
improvements associated with Tract 8036. As these improvements are now more than 80%
complete, the City may accept replacement bonds in the amount of 25% of the original bonds,
and the original bonds may be released.
STAFF RECOMMENDATION: Adopt Resolution approving the Partial Release of Security
for Tract 8036, Neighborhood C-1, Positano/Fallon Village.
4.5 Acceptance of In-Tract Improvements for Tract 7853, Neighborhood "A", Positano/Fallon
Village (Braddock and Logan) and Approval of Regulatory Traffic Control Devices (60060)
Braddock and Logan Services, Inc., dba Braddock and Logan Group II, L.P., has constructed
the in-tract improvements for Tract 7853, Neighborhood "A", Positano/Fallon Village in
accordance with the Improvement Agreement for Tract 7853. It is now appropriate for the
City to accept these improvements and approve the regulatory traffic control devices.
STAFF RECOMMENDATION: Adopt Resolution regarding Acceptance of In-Tract
Improvements for Tract 7853, Neighborhood "A", Positano/Fallon Village (Braddock and
Logan) and Approval of Regulatory Traffic Control Devices.
4.6 Approval of Partial Release of Security for Tract 8037, Neighborhood C-2, Positano/Fallon
Village (DR Horton) (600-60)
D. R. Horton previously posted bonds to guarantee the construction of tract improvements
associated with Tract 8037. As these improvements are now more than 80% complete, the

original bonds may be released.
STAFF RECOMMENDATION: Adopt Resolution approving the Partial Release of Security
for Tract 8037, Neighborhood C-2, Positano/Fallon Village.
4.7 Approval of a Budget Change Revising the Funding Source to be used for Fiscal Year
2010/2011 Alamo Canal Trail Project Expenditures (930-30)
The City of Dublin is the lead agency responsible for the construction of the Alamo Canal
Trail I-580 Undercrossing Project. The project is to be funded from a combination of grants.
Based on the project timing and grant funding agreements that are in place, it is appropriate to
adopt an adjustment to the appropriated project funding.
STAFF RECOMMENDATION: Authorize a budget change to appropriate $28,893 in Measure
B grant fundirig for the current year project expenses.

4.8 Award of Bid - Contract No. 11-04, Street Light Pole Painting Contract (600-35)
The Dublin Ranch Street Light Pole Painting Contract (CIP No. 960023) provides for the
painting of 188 decorative street light poles in the Dublin Ranch Street Lighting Assessment
District (99-1).
STAFF RECOMMENDATION: Adopt Resolution Awarding Contract No. 11-04, Street Light
Pole Painting Contract to Color New Co.
4.9 Fiscal Year 2010-2011 Goals and Objectives Quarterly Report and Capital Improvement
Projects Status through March 31, 2011 (100-80)
The City Council will receive a quarterly status report on the adopted Fiscal Year 2010-2011
Goals and Objectives and Capital Improvement Projects. The report includes the current
status of the year's adopted objectives and proposed completion dates for the objectives. The
report also includes the status of funded Capital Improvement Projects.
STAFF RECOMMENDATION: Receive the status report.
4.10 Award of Bid - Contract No. 11-02, Fiscal Year 2010-2011 Annual Sidewalk Safety Repair
Program and Curb Ramp Installation (600-35)
On March 15, 2011, the City Council authorized Staff to solicit bids for Contract No.. l 1-02,
Fiscal Year 2010-2011 Annual Sidewalk Safety Repair Program and Curb Ramp Installation.
The scope of improvements will cover two separate Capital Improvement Projects: 1) the
Annual Sidewalk Safety Repair Program (CIP No. 949102) and 2) The Americans with
Disabilities Act (ADA) Transition Plan (CIP No. 939102). Included in these projects are
improvements adjacent to Dublin High School and Frederiksen Elementary School. The
projects adjacent to the schools have been developed in partnership with the School District.
The City received a total of six bids for the work and the City Council will consider awarding
the bid to the lowest bidder.
STAFF RECOMMENDATION: 1) Adopt Resolution Awarding Contract No. 11-02, Fiscal
Year 2010-2011 Annual Sidewalk Safety Repair Program and Curb Ramp Installation to Weber
Tractor Service; 2) Authorize the City Manager to approve a potential Change Order in an
amount not to exceed $33,399.02 ($10,047.68 General Fund for general sidewalk repairs and
$23,351.34 Measure B Funds for Dublin High School frontage improvements) for the
installation of additional sidewalk replacement locations based on unit prices in the contract
awarded and subject to restrictions on grant funding; and 3) Approve budget change which will
transfer in the amount of $15,824 appropriated for improvements in the Annual Sidewalk Repair
Project to the Americans with Disabilities Act (ADA) Transition Plan Project.
4.11 Amendments to Title 8 of the Dublin Municipal Code (Zoning Ordinance) related to
Implementation of the 2009-2014 Housing Element (430-20)
On March 2, 2010 the Dublin City Council adopted an updated Housing Element for the
2009-2014 planning period and on May 12, 2010 the updated Housing Element was certified
by the Department of Housing and Community Development. The Housing Element contains
programs that define the specific actions the City will undertake to achieve the goals and
policies set forth in the Housing Element. Some of the programs require that the Zoning
Ordinance be amended to facilitate the development of a variety of housing options. The
proposed Zoning Ordinance Amendments include amendments to Chapters 8.08 (Definitions),
8.12 (Zoning Districts and Permitted Uses of Land), 8.16 (Agricultural Zoning Districts), 8.20
(Residential Zoning Districts), 8.24 (Commercial Zoning Districts), 8.28 (Industrial Zoning
Districts), 8.76 (Off-Street Parking and Loading Regulations), and 8.116 (Zoning Clearance)
and the addition of Chapters 8.38 (Reasonable Accommodations for Persons with
Disabilities), 8.45 (Emergency Shelters), 8.46 (Single Room Occupancy Units), 8.47
(Supportive Housing), and 8.50 (Transitional Housing). The City Council will hold a second
reading of City-initiated amendments to Title 8 of the Dublin Municipal Code (Zoning
Ordinance).

STAFF RECOMMENDATION: Waive the reading . and adopt Ordinance Amending Zoning
Ordinance Chapters 8.08 (Definitions), 8.12 (Zoning Districts and Permitted Uses of Land), 8.16
(Agricultural Zoning Districts), 8.20 (Residential Zoning Districts), 8.24 (Commercial Zoning
Districts), 8.28 (Industrial Zoning Districts), 8.76 (Off-Street Parking and Loading Regulations),
and 8.116 (Zoning Clearance) and adding Zoning Ordinance Chapters 8.38 (Reasonable
Accommodations for Persons with Disabilities), 8.45 (Emergency Shelters), 8.46 (Single Room
Occupancy Units), 8.47 (Supportive Housing), and 8.50 (Transitional Housing) City-Wide.
4.12 Approval of Agreement Regarding Proposed Park in Sorrento East (600-60)
The Tract 7982 Final Map subdivided the area bounded by Grafton Street, Gleason Drive,
Lockhart Street and Central Parkway into ten parcels and dedicated easements and streets for
public use. The Conditions of Approval for Tract 7982 requires the Owner, SR Structured Lot
Options I, to dedicate Parcel 8 to the City for a 5.0-acre Neighborhood Park. The Agreement
regarding a Proposed Park in Sorrento East provides for the Owner to complete the street
frontages and rough grading, and to maintain the park site prior to the City's acceptance of the
deed for the park site. The Agreement allows SR Structured Lot Options I to use the
dedication of the park site to satisfy the Neighborhood Parkland component of the Public
Facility Fee requirement for mapping the residential units within Sorrento East.
STAFF RECOMMENDATION: Adopt Resolution Approving Agreement regarding Proposed
Park in Sorrento East.
4.13 Approval of Parcel Map and Tract Improvement Agreement for Tract 10027, Essex Dublin
Station (600-60)
Essex Portfolio, LP has acquired the property at 6700 Golden Gate Drive for the purposes of
constructing a 309-unit residential apartment project and is filing the Parcel Map to dedicate
the required public rights-of-way and easements.
STAFF RECOMMENDATION: Adopt Resolution Approving Parcel Map and Tract
Improvement Agreement for Tract 10027, Essex Dublin Station.
4.14 Check Issuance Reports and Electronic Funds Transfers (300-40)
STAFF RECOMMENDATION: Review and authorize the issuance of payments.
5. WRITTEN COMMUNICATIONS
5.1 Request from Bay Area Breeze Professional Women's Soccer Club to use Fallon Sports
Park (245-20)
The City Council will consider a request from the Bay Area Breeze Professional Women's
Soccer Club for use of the Fallon Sports Park at a reduced rate.
STAFF RECOMMENDATION: Consider reclassifying the Bay Area Breeze from a Group 4b
(Individuals or Other Groups, Non-Resident) to a Group 2b .(Dublin Sports League
Organizations, Adult Sports League Organizations).
6. PUBLIC HEARINGS
6.1 Adoption of a Resolution Approving the Tri-Valley Transportation Council Strategic
Expenditure Plan ZO11 Update and an Increase to the Tri-Valley Transportation
Development Fee (590-80/600-40)
In 2008, the Tri-Valley Transportation Council (TVTC) completed a Fee Nexus Study Update
and developed new Tri-Valley Transportation Development (TVTD) Fee amounts for
member agency consideration. The Dublin City Council adopted a Resolution in 2008
approving the proposed new fee increases, which would have gone into effect on July 1, 2010,
across all land use categories. The Resolution was later rescinded because not all seven
TVTC member agencies approved the fee increases. TVTC has since developed an update to
the Strategic Expenditure Plan that identifies fee allocations to specific transportation
improvement projects and is reconsidering a fee increase to be enacted on January 1, 2012.

STAFF RECOMMENDATION: Conduct public hearing, deliberate, adopt Resolution
Amending the Tri-Valley Transportation Development (TVTD) Fee Schedule and Approving the
2011 Strategic Expenditure Plan Update pursuant to the Requirements of the Joint Exercise of
Powers Agreement; and provide direction to the City of Dublin TVTC representative regarding a
proposed modification to the TVTC Joint Exercise of Powers Agreement that would allow
amendments to the TVTD Fee schedule and the Strategic Expenditure Plan to be approved by a
6-1 vote, rather than by a unanimous vote.

8. NEW BUSINESS
8.1 Report on 2011 Dublin Pride Week Activities (150-80)
The City Council will receive a report on the planned activities for the 2011 Dublin Pride
Week, scheduled for May 7- May 14, 2011.
STAFF RECOMMENDATION: Receive the 2011 Dublin Pride Week activities report.
9. OTHER BUSINESS
9.1 Brief INFORMATION ONLY reports from Council and/or Staff, including Committee
Reports and Reports by Council related to Meetings Attended at City Expense (AB 1234).
