Me~ers of the a~ience or the City Council who would like an item re~ved from the Consent Cale~ar for pur~ses of public in~ my r~uest the Mawr to remve the item~ 4.1 Minutes: Regular Meeting of March 14, 1994 STAFF RECOMMENDATION: Approve 4.2 Purchase of Space in the Chamber of Commerce Community Map Approximately every 2 years, the Dublin Chamber of Commerce updates a community map. In addition to selling adver- tising space in the map, the Chamber has requested that the City split the cost with the Chamber and pay $500 to help underwrite this project° Sufficient funds are available in the Economic Development budget° STAFF RECOMMENDATION: Approve City participation in the Chamber of Commerce map project. 4.3 Informational Report on Status of BART Short-Term Loan One source of funding for the Dublin Boulevard Extension Project was a short-term loan from BART. Subsequent to receiving the loan, the City obtained a commitment from the Alameda County Surplus Property Authority to fully repay the loan due in December of 1995. The agreement requires the City to report to the Authority by April 1994, the outstanding balance and monies currently available to repay the obligation° STAFF RECOMMENDATION: Receive Report 4.4 City Treasurer's Investment Report as of March 31, 1994 The City's investment portfolio equals $18,424,636.13 and funds are invested at an.average annual yield of 5.158% STAFF RECO~ENDATION: Receive Report° 4.5 Award'of Bid 1993-94 Annual Sidewalk Safety Repair Program, Contract 94-02 The City of Dublin, on a Year to year basis, has elected to fund the repair of offset sidewalks which have become tripping hazardso ~ This'contract will fix those sidewalks which are offset more than 1" which require the removal and replacement of concrete sidewalk sections. STAFF RECOMMENDATION: Adopt Resolution awarding bid to Wayne E. Swisher, Cement Contractor, Inc. ($23,400.90) and authorize Mayor to execute Agreement. 4.6 Revision to the Classification Plan In accordance with the Americans with Disabilities Act, the City must comply with Title I related to employment issues and recommendations to assist the disabled and establish a means to review and evaluate requests for accommodations. An updated Associate Planner job specification has been prepared pursuant to the ADA regulations. STAFF RECOMMENDATION: Adopt Resolution. 4.7 Agreement with TJKM to perform Traffic Impact Fee Study for Dublin's Downtown Area This contract will: 1) provide a stUdy to develop a uniform downtown traffic impact fee for the funding of needed future traffic improvements; and 2) perform an air quality study as part of the environmental requirements for the Dublin Boulevard widening project. STAFF RECOMMENDATION: Adopt Resolution and appropriate funds from Fund 300 (Developer Contributions) to pay for the cost of the TIF Study. 4.8 Warrant Register Dated April 11~ 1994 STAFF RECOMMENDATION: Approve 5o WRITTEN COMMTJNICATION 5.1 Correspondence from Ben Tarver and Brad Hirst regarding participation in Pleasanton~s 100 Year Anniversary Parade The Pleasanton Centennial Celebration Committee has invited neighboring jurisdictions to participate in a "100 Years of Good Times'~ parade on Saturday, June 18, 1994o STAFF RECOMMENDATION: Consider request and if appropriate, direct Staff to complete the entry form. 5.2 ReqUest from California Library Association to support SB 1448 (Roberti) related to Library Benefit Assessment Districts SB 1448 establishes a process whereby a local agency could establish a benefit assessment district° With regard to library service~ a benefit assessment district could provide a much needed revenue source for the library with the current shift of property taxes from local government to the State° STAFF REcoMMENDATION: · Adopt ResolUtion supporting SB 1448 and direct Staff to send copy to Assemblymember Rainey. 5.3 Correspondence related to AssoCiation of Bay Area Governments (ABAG) General Assembly Business Meeting Items ABAG has forwarded to its member agencies the Fiscal Year 1994-95 Budget and Work Program, which includes a proposed member rate increase. In addition, ABAG has developed a Proposed Platform on Restructuring Government° The City Council will consider the proposed member rate increase and will deliberate the merits/flaws of both the ABAG Platform and the League of California Cities Committee on Local Government Reform RepOrt. STAFF RECOMMENDATION: Consider proposed dues increase; review and discuss local government reform proposals° 5.4 Dublin Fine Arts Foundation (DFA) Proposal to place a permaneht work of art in the Civic Center Courtyard DFA proposes to place a life-size ceramic figure of a woman seated on one of the benches and reading a book in the inner courtyard° The artwork would be created by Katherine Keefer~ who had other works of art displayed in 1992. STAFF RECOMMENDATION: Consider proposal. 6. PUBLIC HEARING - None 7. UNFINISHED BUSINESS 7.1 City Council Meeting Time As a result of a request by Cm. Houston to begin'City Council meetings at an earlier time, Staff was directed to survey residents with regard to the preferred starting time of city Council meetings° A total of 10,000 surveys were mailed with the 1994 Spring Recreation brochure. Of the 165 residents who responded~ 52 favored the current starting time of 7:30 p.m.~ 5.! favored a 7:00~p.m. start±ng ~ time; 22 favored a 6:30 p.mo starting time; and a combined total of 40 favored other starting times or indicated no preference. STAFF RECOMMENDATION: Determine appropriate City Council meeting time and advise Staff accordingly. 8o NEW BUSINESS 8.1 Acceptance of Gifts to City The City has received several gifts, as a result of successful fundraisers and also cash donations. STAFF RECOMMENDATION: Accept gifts and direct Staff to prepare formal acknowledgments to donors and authorize additional appropriations as indicated in Staff Report° 8.2 Annual Traffic Safety Report and Downtown Intersection Monitoring Report The annual safety report, analyzes the 1993 traffic accident statistics and makes recommendations for any improvements that may be warranted~ The Downtown Intersection Monitoring Report discusses levels of service at 5 downtown intersections. STAFF RECOMMENDATION: Receive report and presentation° 9.
