Certificate of Recognition for Dublin High School Girls' Basketball Team The City Council will recognize the Dublin High School Girls' Basketball team for their 14/15 season accomplishments, including their victory in the CIF Regional Tournament which led them to the NCS Division II finals, and an overall record of 28-4. STAFF RECOMMENDATION: Present the certificate of recognition. 3.2. Recognition of Businesses: 2015 Business Anniversary Awards and Green Shamrock Program The City Council will recognize businesses that have been in Dublin 10, 20, 25, 30, 35, 40, 45 and 50 years, and businesses that have recently attained Silver and Green levels in the Green Shamrock Program. STAFF RECOMMENDATION: Recognize businesses that have been in Dublin 10, 20, 25, 30, 35, 40, 45, and 50 years, and businesses that have recently attained Silver and Green levels in the Green Shamrock Program. 3.3. Public Comments At this time,the public is permitted to address the City Council on non-agendized items. Please step to the podium and clearly state your name for the record. COMMENTS SHOULD NOT EXCEED THREE (3) MINUTES. In accordance with State Law, no action or discussion may take place on any item not appearing on the posted agenda. The Council may respond to statements made or questions asked, or may request Staff to report back at a future meeting concerning the matter. Any member of the public may contact the City Clerk's Office related to the proper procedure to place an item on a future City Council agenda. The exceptions under which the City Council MAY discuss and/or take action on items not appearing on the agenda are contained in Government Code Section 54954.2(b)(1)(2)(3). 4. CONSENT CALENDAR Consent Calendar items are typically non-controversial in nature and are considered for approval by the City Council with one single action. Members of the audience, Staff or the City Council who would like an item removed from the Consent Calendar for purposes of public input may request the Mayor to remove the item. Minutes of the March 17, 2015 Regular City Council Meeting and the March 21,2015 Special City Council Meeting The City Council will consider approval of the minutes of the March 17, 2015 Regular City Council meeting and the March 21, 2015 Special City Council meeting. STAFF RECOMMENDATION: Approve the minutes of the March 17, 2015 Regular City Council meeting and the March 21, 2015 Special City Council meeting. 4.2. Approval of Parcel Map 10276 and Improvement Agreement and Agreement for Long-Term Encroachment for Landscape Features for Persimmon Place (Regency Village at Dublin, LLC) Regency Village at Dublin, LLC is filing Parcel Map 10276 (Persimmon Place) to create five parcels for commercial retail development. Parcel Map 10276, Persimmon Place is bounded on the north by Dublin Boulevard, on the east by Hacienda Drive, on the south by Martinelli Way, and on the west by Arnold Road. STAFF RECOMMENDATION: Adopt the Resolution Approving Parcel Map 10276 and Improvement Agreement for Persimmon Place; and adopt the Resolution Approving the Agreement for Long-Term Encroachment for Landscape Features for Parcel Map 10276, Persimmon Place. 4.3. Appointment of a City Representative to the Alameda County Community Choice Aggregation Steering Committee The City Council will consider appointing a representative to the Alameda County Community Choice Aggregation Steering Committee. STAFF RECOMMENDATION: 1) Appoint Assistant to the City Manager Roger Bradley as the City's representative to the Alameda County Community Choice Aggregation Steering Committee, 2) Appoint Environmental Coordinator Martha Aja as the alternate representative, and 3) authorize the City Manager to send a letter to the County indicating these appointments. 4.4. Resolution of Intention to Approve an Amendment to Contract between the Board of Administration California Public Employees' Retirement System (Ca1PERS) and the City of Dublin The City of Dublin is a contracting agency of the California Public Employees' Retirement System (Ca1PERS). The Employees' Pension Reform Act of 2013 (PEPRA) was implemented effective January 1, 2013. The City of Dublin has only non-represented employees. With the passing of PEPRA, the City of Dublin is required to approve a Resolution to begin a contact amendment process to continue to share the costs of Ca1PERS employer contributions with its non-represented employees. STAFF RECOMMENDATION: Adopt the Resolution of Intention to Approve an Amendment to Contract between the Board of Administration California Public Employees' Retirement System (Ca1PERS) and the City of Dublin. 4.5. Adoption of Disposal Service Agreement with Waste Management of Alameda County The City Council will consider extending the contract term within the Disposal Service Agreement with Waste Management of Alameda County for solid waste disposal services at the Altamont Landfill. The proposed extended term will be for a single period of ten years and terminate on June 30, 2025. Additionally, the proposed contract extension includes the adoption of a per-ton disposal fee for each year of the extended term. STAFF RECOMMENDATION: Adopt the Resolution Approving the First Amendment to the Disposal Service Agreement with Waste Management of Alameda County, Inc. Report on 2015 Dublin Pride Week Activities The City Council will receive a report on the planned activities for the 2015 Dublin Pride Week, scheduled for April 25 —May 2, 2015. STAFF RECOMMENDATION: Receive the 2015 Dublin Pride Week activities report. 4.7. Arbor Day Proclamation 2015 The City Council will approve the proclamation for Arbor Day, April 24, 2015. STAFF RECOMMENDATION: Approve the proclamation. 4.8. Revisions to the Personnel System The City's Personnel System is governed by several documents. Each document addresses a specific set of areas within the City's human resources function. The Staff Report identifies proposed changes to the City's current Personnel System. As discussed below, these proposed adjustments are based on the need to amend and delete certain job classifications and add one position to the City's Position Allocation Plan for Fiscal Year 2014-2015. STAFF RECOMMENDATION: Adopt the following Resolutions: (1) Resolution Amending the Classification Plan; (2) Resolution Amending the Salary Plan for Full-Time Personnel and for Management Positions Exempt from Competitive Service; (3) Resolution Amending the Management Position Exempt from Competitive Service and Prescribing Leave Benefits for the Designated Positions; and (4) Resolution Amending the City of Dublin Position Allocation Plan for Fiscal Year 2014-2015. 4.9. National Library Week Proclamation The City Council will approve a Proclamation in recognition of National Library Week, which is April 12-18, 2015. STAFF RECOMMENDATION: Receive report and approve the Proclamation for National Library Week. 5. WRITTEN COMMUNICATION—None. 6. PUBLIC HEARINGS 6.1. Weed and Combustible Refuse Abatement Order In accordance with Resolution 13-15 (adopted February 3, 2015), the City Council declared that there is a public nuisance created by weeds and combustible debris growing and accumulating upon the streets, sidewalks and property within the City. Notice of this declaration was posted and letters sent to those property owners with violations. STAFF RECOMMENDATION: Conduct the public hearing, deliberate, and, by motion, direct Staff to continue the weed abatement process. 7. UNFINISHED BUSINESS 7.1. Grafton Plaza Project Update The Grafton Plaza is a 14-acre vacant parcel located at the southeast corner of Dublin Boulevard and Grafton Street. The site has a General Plan/Eastern Dublin Specific Plan land use designation of Mixed Use 2/Campus Office and Planned Development Zoning. The developer has a vested right to develop up to 496,519 square feet of development, including up to 235 residential units. On October 6, 2014, the City Council held a Study Session and received a presentation by the Applicant outlining their development proposal for the project site. The City Council provided the Applicant with feedback and direction regarding the proposed project. Staff has been working with the Applicant to revise the development proposal to address the feedback from the City Council. The Applicant will present the revised development proposal which includes a hotel, future retail commercial, and up to 122 townhomes. April 7,2015 Dublin City Council Agenda Page 3 of 4 .,.,, STAFF RECOMMENDATION: Receive a presentation by the property owner and provide feedback and direction regarding the proposed development of the project site. 8. NEW BUSINESS 8.1. Police Services Contact Extension The City of Dublin contracts for Police Services with the Alameda County Sheriff's Office. The City Council will receive a comprehensive evaluation of the services provided over the past five years and a proposed contract for the next five years, starting July 1, 2016 through June 30, 2020. STAFF RECOMMENDATION: Receive the report and adopt the Resolution Approving a Five-year Agreement with the Alameda County Sherriff's Office for Law Enforcement Services within the City of Dublin. 8.2. General Plan Amendment and Eastern Dublin Specific Plan Amendment Study Initiation Request to Create Additional Parkland on Subarea 3 and Reduce the Density on the Jordan Ranch Mixed Use Site The City Council will consider a request by Staff to initiate a General Plan and Eastern Dublin Specific Plan Amendment Study to evaluate changing the land use designation on Subarea 3 to create additional parkland. The proposal for Subarea 3 includes changing 10.75 acres from Rural Residential/Agriculture to Parks/Public Recreation. This proposal is intended to off-set the loss of parkland in Jordan Ranch resulting from the proposed school site acquisition being facilitated by the City. The City Council will also consider a request by Mission Valley Properties to initiate a General Plan and Eastern Dublin Specific Plan Amendment Study to evaluate changing the land use designation on a 4.6-acre site in Jordan Ranch from Mixed Use to Medium Density Residential. The developer proposes to construct 46 residential units —a net reduction of 69 units and 5,000 s.f. of commercial development. The reduced development proposal on this site will help to offset the impacts of developing the Jordan Ranch school site on the Community Park site. STAFF RECOMMENDATION: Either: 1) Adopt the Resolution Approving the initiation of a General Plan and Eastern Dublin Specific Plan Amendment Study to change the land use designation on 10.75 acres within Subarea 3 of Dublin Ranch from Rural Residential/Agriculture to Parks/Public Recreation and 4.6 acres within Jordan Ranch from Mixed Use to Medium Density Residential; or, 2) Adopt the Resolution Denying the 1 initiation of a General Plan and Eastern Dublin Specific Plan Amendment Study to change the land use 1 designation on 10.75 acres within Subarea 3 of Dublin Ranch from Rural Residential/Agriculture to Parks/Public Recreation and 4.6 acres within Jordan Ranch from Mixed Use to Medium Density Residential. { i 9.
