CALL TO ORDER 2. STAFF RECOMMENDATION: Approve 4°2 Agreement with S. R. Hansen & Associates for Testing of the NPDES Pervious Concrete Pilot Project As part of the local program of the National Pollution Discharge Elimination System, the City of Dublin has been given a grant for a pilot project to attempt to reduce storm water borne pollutants from entering area creeks. The project has been constructed and this contract will cover the testing phase. STAFF RECOMMENDATION: Approve Agreement and authorize Mayor to sign for the City° 4.3 Acceptance of Work, Contract 93-09 Dublin Swim Center Bathhouse Renovation This project, which was completed within total funds budgeted~ constructed modifications required to meet the Americans with Disabilities Act (ADA)~ .as well as other improvements° The cost of the project is paid by Community Development Block Grant funds and Parkland In-Lieu fees. STAFF RECOMMENDATION: 1) Approve Change Order #5; 2) Accept improvements; 3) Appropriate $7,457 from Fund 209 CDBG fund and $136 from Fund 215 Parkland Dedication funds; 4) Authorize $10~338.26 final payment to Skyline Construction. 4°4 Annual Sidewalk Safety Repair Program Contract 94-02 Sidewalk Remove & Replace and Contract 94-03 Sidewalk Grinding These 2 projects will repair sidewalks which are offset more than 3/4" and which may pose a tripping haZard. The City Council has determined that costs will be paid by the city rather than residents for Fiscal Year 1993-94. STAFF RECOMMENDATION: Authorize Staff to advertise for bids for 2 separate contracts and authorize an additional $50,000 appropriation from General Fund Revenues and reduce the contribution from Fund 300 by same amount° 4.5 Financial Report for Period Ending February 28, 1994 STAFF RECOMMENDATION: Receive Report. 4.6 Dedication of New Street Lighting Systems to the City of Dublin Street lighting in residential subdivisions is presently dedicated to PG&E. It is of economic benefit to both the City and the developer to dedicate street lights to the City° STAFF RECOMMENDATION: Adopt Resolution° 4°7 City Treasurer's Investment Report as of February, 1994 The City's investment portfolio totals $18,413~698o63 and funds are invested at an average yield of 5o133%~ STAFF RECOMMENDATION: Receive Report° 4°8 Warrant Register Dated March 14, 1994 STAFF RECOMMENDATION: Approve 4°9 Reduction in Obligation for Dedication of and Improvements to Dublin Boulevard for the Home Express Project The Dublin Municipal Code requires that~ as a condition of certain City approvals, the dedication and improvement of future adopted street widenings be made° The DMC also provides that when the City Engineer determines that this requirement is unreasonable, he may recommend to the City Council that this requirement be reduced or eliminated. STAFF RECOMMENDATION: Adopt Resolution approving reduction in dedication and improvement obligation. 5. WRITTEN COMMUNICATION 5.1 Proposed Alameda County Flood Control and Water Conservation District - Zone 7 Water Connection Fee Increases Zone 7 has undertaken a study to determine the methods to obtain future water supplies to the Valley. To finance the cost of developing these supplies, Zone 7 is proposing to raise future water connection fees. STAFF RECOMMENDATION: Receive presentation from Zone 7 and provide direction to Staff for letter to be presented at Zone 7's public hearing on March 16, 1994. 6o PUBLIC HEARING 6.1 Hansen Hill Ranch Development Agreement 1993-94 Annual Review In conformance with the conditions of the Development Agreement and Section 8o12o140 of the Dublin Municipal Code, the City Council must hold a public hearing to conduct an annual review of the Hansen Hill Ranch Development Agreement° STAFF RECOMMENDATION: Conduct public hearing; deliberate; adopt Resolution° 7. UNFINISHED BUSINESS 7.1 Award of Bid~ Contract 94-01 Village Parkway Reconstruction/ Overlay As part of the Dublin street maintenance program~ bids for the reconstruction of Village Parkway were opened and ready for award° STAFF RECOMMENDATION: Adopt Resolution awarding bid to reconstruct Village Parkway from Kimball to Amador Valley Boulevard (Alternate 1) to Meridian Construction; authorize additional appropriation of $63,791 from the General Fund and $62~435 from SB 300 Funds; and authorize Mayor to execute agreement° 8o NEW BUSINESS 8ol Enforcement Policy for City of Dublin's NPDES Permit This policy presents guidelines for minimum enforcement of the City's storm water ordinances which is a requirement of the Federal Clean Water Act° STAFF RECOMMENDATION: Adopt Resolution. 8.2 1994-95 Community Development Block Grant (CDBG) Program Project Applications A total of $81~299 is available from the CDBG Program for Fiscal Year 1994-95. Staff proposes to submit an application for this amount~ to be spent as-follows: 1) $17~162 - Housing Rehabilitation; 2) $65,528 Jurisdiction Improvement Projects (less $7,991 Advance of FY 94-95 allocation for Bathhouse Renovation); and 3) $6,600 General Administration° STAFF RECOMMENDATION: Direct Staff to submit applications for funding as outlined in Staff Report. 8.3 Changes in the Ralph M. Brown Act~ Government Code Section 54950 et seq. The Ralph M. Brown Act~ known as the Open Meeting Law, has been significantly amended by the State Legislature. Three amendments which were signed into law in October o~ 1993, will go into effect on April 1, 1994o The rules for the conduct of the meetings of the Dublin City Council~ established by Resolution~ has been amended to incorporate these changes. STAFF RECOMMENDATION: Adopt Resolution. 9.
