3.1. Introduction of Dublin Police Services Kc-9s: Duco and Baron
Dublin Police Service Police K-9's, Duco and Baron will be introduced along with their handlers
Officers Sean Parker and Eric Chaloner.
STAFF RECOMMENDATION:
Welcome Dublin Police Services K-9's, Duco and Baron along with their handlers Officers Sean
Parker and Eric Chaloner.
3.2. Introduction of New Employee: Greg von Shottenstein
A new member of City Staff will be introduced: Greg von Shottenstein, Events and Marketing
Coordinator, Parks and Community Services.
STAFF RECOMMENDATION:
Welcome new City of Dublin Staff member.
3.3. Acceptance of Charitable Donation from Anthony,Angie and Lauren Bilich
Dublin Police Services' Crime Prevention Unit was given a $1,000 donation from the Bilich family to
purchase a 6-foot by 10-foot trailer. The Dublin City Council will present the Bilich family with a
Certificate of Appreciation for their donation.
STAFF RECOMMENDATION:
Accept the $1,000 donation and recognize the donor.
3.4. Recognition of Dublin Participants in the Tri-Valley Restaurant Month Campaign
The Tri-Valley Convention and Visitors Bureau, now referred to as Visit Tri-Valley, organized the 4th
Annual Tri-Valley Restaurant Month campaign, which took place in January 2014. Both Visit Tr -
Valley and the City conducted a variety of outreach efforts to promote the event to local restaurants
and regional restaurant-goers including an In.stagram photo contest. Many Tri-Valley establishments
participated in the event, including nine Dublin restaurants.
STAFF RECOMMENDATION:
Present the participating Dublin restaurants with Certificates of Appreciation for their involvement in
Visit Tn-Valley's Restaurant Month.

3.5. Acceptance of Gift from MCE for Reconfiguring the Existing Softball Field to an Intermediate
Baseball Field at Dublin Sports Grounds
In Fall 2013, the City received a request from Dublin Little League to reconfigure an existing Softball
Field at the Dublin Sports Grounds (DSG) to a 50/70 Intermediate Baseball Field. As part of its
agreement with the City to provide maintenance services, MCE donates $15,000 worth of services
annually. MCE agreed to donate its services this Fiscal Year to make this intermediate size field a
reality for the community.
STAFF RECOMMENDATION:
Recognize MCE and formally accept the contributions.
3.6. Public Comments
At this time,the public is permitted to address the City Council on non-agendized items. Please step to the podium and clearly state your
name for the record. COMMENTS SHOULD NOT EXCEED THREE (3) MINUTES. In accordance with State Law, no action or
discussion may take place on any item not appearing on the posted agenda. The Council may respond to statements made or questions
asked, or may request Staff to report back at a future meeting concerning the matter. Any member of the public may contact the City
Clerk's Office related to the proper procedure to place an item on a future City Council agenda. The exceptions under which the City
Council MAY discuss and/or take action on items not appearing on the agenda are contained in Government Code Section
54954.2(b)(1)(2)(3).
4. CONSENT CALENDAR
Consent Calendar items are typically non-controversial in nature and are considered for approval by the City Council with one single
action. Members of the audience, Staff or the City Council who would like an item removed from the Consent Calendar for purposes of
public input may request the Mayor to remove the item.
4.1. Minutes of the February 4,2014 Regular City Council Meeting
The City Council will consider approval of the minutes of the Regular City Council meeting of
February 4, 2014.
STAFF RECOMMENDATION:
Approve the minutes of the Regular City Council meeting of February 4, 2014.
4.2. Adoption of Ordinance Converting the existing"Yield" Control to "Stop" Control on Callan
Street at Burnham Way
The City received a request to review traffic safety in the area of Burnham Way. Staff has reviewed the
request and found that it is appropriate to convert the existing "yield" control on the Callan Street
approach at Burnham Way to "stop" control in order to increase traffic safety. On January 21, 2014,
the City Council waived the reading and introduced an Ordinance approving these traffic control
modifications.
STAFF RECOMMENDATION:
Waive the reading and adopt an Ordinance Amending the Dublin Traffic Code Modifying the Callan
Street Approach to Burnham Way to Stop- Controlled.
4.3. Approving Partial Release of Securities for On-Site Improvements with Tract 8074,Jordan
Ranch
Mission Valley Properties, dba BJP-ROF Jordan Ranch LLC, recently constructed more than 80
percent of the required on-site improvements for Tract 8074 in accordance with the Tract Improvement
Agreement for Tract 8074. In accordance with the Subdivision Map Act, Mission Valley Properties
has requested a reduction of the securities provided for these improvements.
STAFF RECOMMENDATION:
Adopt Resolution Approving Partial Release of Securities for On-Site Improvements with Tract 8074,
Jordan Ranch.
4.4. Acceptance of Work—Contract No. 13-08,2013 Storm Drain System Improvements
The City Council is being asked to accept the 2013 Storm Drain System Improvements Contract (CIP
No. 960017) which provided for repair and/or replacement of storm drain pipeline at eight (8) different
sites throughout the City of Dublin.
STAFF RECOMMENDATION:
Accept improvements under Contract No. 13-08, 2013 Storm Drain System Improvements, and release
retention after 35 days if there are no subcontractor claims.

4.5. Street Tree Ordinance
The Street Tree Ordinance establishes guidelines to preserve and maintain all street trees and plantings
on or adjacent to City property. The intent of the Ordinance is to ensure that all trees and plantings in
or adjacent to streets and within easements, public right-of-way and other public spaces are protected
by regulating the planting, maintenance and removal of trees.
STAFF RECOMMENDATION:
Waive the reading and adopt an Ordinance Adding a new Chapter 7.56 Relating to Street Trees.
4.6. Approve the City of Dublin's Truck Route Map
The City Council will consider approval of a City of Dublin Truck Route Map. Maintaining a truck
route map is required under the General Plan Policy 5.6, and approval of the City of Dublin's Truck
Route Map will fulfill this requirement. It will enhance truck circulation in the City by improving
access to commercial areas and minimizing cut-through truck traffic in residential areas. The City
Council introduced an ordinance approving the City of Dublin's Truck Route Map and authorizing
Public Works Director to designate truck routes at their January 21 meeting.
STAFF RECOMMENDATION:
Waive the reading and adopt an Ordinance Amending the Dublin Traffic Code Approving the City of
Dublin's Truck Route Map and Authorizing Public Works Director to Designate Truck Routes.
4.7. Partial Acceptance of Work—Contract Number 13-02 Public Safety Complex Project
On June 18, 2013, the City Council awarded the Contract to Midstate Construction to construct two
Capital Improvement Projects, including the Maintenance Yard Facilities Project and the Public Safety
Complex Project. Midstate has completed the Public Safety Complex Project, which entails 14,000 sq.
ft. of tenant improvements for the Alameda County Fire Department Administrative Offices. Staff is
recommending a partial acceptance of the Contract as the Public Safety Complex is on a separate site
and the intended use will not interfere with completion of the Maintenance Yard Facilities Project.
STAFF RECOMMENDATION:
Adopt Resolution Partially Accepting the Improvements Under Contract 13-02, Public Safety
Complex Project; and, authorize the City Manager to approve a Budget Change, if necessary during
Fiscal Year 13-14, in an amount not to exceed $75,000 from the General Fund Undesignated Reserve.
4.8. City Treasurer's Informational Report-Investments for the Quarter Ending December 31,2013
The City of Dublin's Investment Policy calls for a semi-annual report of investments. This report is
for the quarter ending December 31, 2013, and includes a monthly transaction ledger. The City's
investment portfolio for this period totaled $150,263,628 (book value) with an average book yield of
0.53%. All investment transactions continue to comply with the City's Investment Policy and the
California Government Code. As required by the Policy, the City Treasurer (Administrative Services
Director) affirms that the City is able to meet its expenditure requirements for the next six months.
STAFF RECOMMENDATION:
Receive the Report.
4.9. Check Issuance Report and Electronic Funds Transfers
The City Council will receive a listing of payments issued from January 1, 2014 — January 31, 2014
totaling $7,367,023.75.

4.10. Agreement to Employ Christopher L. Foss as City Manager and Establishment of Flat Monthly
Salary for the Position of City Manager
At the September 24, 2013 adjourned regular meeting, City Council appointed an Agency Negotiating
Team, consisting of Councilmember Hart and Councilmember Haubert, to meet with the prospective
manager to discuss the terms and conditions of his employment as City Manager. Also at that meeting,
the Council reported that it had selected Christopher L. Foss to succeed Joni Pattillo as City Manager
upon the effective date of her resignation, contingent upon the City Council's approval of an
employment agreement. Since that time, the Team and Mr. Foss have discussed the terms and
conditions of employment. As a result of those discussions, the Agency Negotiating Team is

recommending that the Council approve an agreement with Mr. Foss for his employment as City
Manager. In addition, included in the City's personnel system are Resolutions that address the salary
ranges for full-time and part-time personnel. The attached Resolution is a proposed amendment to the
City Salary Plan for full-time personnel that would establish a flat monthly salary for the position of
City Manager, effective April 26, 2014, to conform with the proposed Agreement.
STAFF RECOMMENDATION:
Approve, and authorize the Mayor to execute the Agreement, with Christopher L. Foss for employment
as City Manager and adopt Resolution Amending the Salary Plan.
5. WRITTEN COMMUNICATION -None.
6. PUBLIC HEARINGS
6.1. Dublin Ranch Subarea 3 General Plan/Eastern Dublin Specific Plan Amendment, Planned
Development Rezone with a Stage 1 Development Plan,Development Agreement and CEQA
Addendum (PLPA 2013-00033) (Related agenda item: 3; action on the General Plan and Eastern
Dublin Specific Plan Amendment will be deferred to item 3)
The Applicant is representing a General Plan Amendment (GPA) and Eastern Dublin Specific Plan
Amendment (EDSPA) and Planned Development rezone with proposed related Stage 1 Development
Plan for the 64-acre area, a Development Agreement and a CEQA Addendum. The proposed
GPA/EDSPA would modify the acreage allocated to land uses as follows: a) Medium Density
Residential (6.1 to 14 units per acre) — from 27.2 acres to 38 acres; b) Medium-High Density
Residential (MHDR) (14.1 to 25.0 units per acre) — from 8.6 acres 7.5 acres; c) Rural
Residential/Agriculture — from 0 acres to 14.5 acres (as a partial replacement for 24.9 acres of Open
Space); and d) Stream Corridor — from 1.3 acres to 2 acres. No changes are proposed for a two-acre
Neighborhood Park. The Request also includes Planned Development Zoning and a Stage 1
Development Plan consistent with the GPA/EDSPA. A conceptual project of approximately 437 units
is anticipated. The developer will make a community benefit payment of$1.8 million to assist with the
completion of the Fallon Sports Park Phase II improvements which is included as a term in the
proposed Development Agreement.
STAFF RECOMMENDATION:
Conduct the public hearing, deliberate, adopt Resolution adopting a CEQA Addendum for the Dublin
Ranch Subarea 3 Project and adopting a related Statement of Overriding Considerations; waive the
reading and INTRODUCE an Ordinance approving a Planned Development Zoning District with a
related Stage 1 Development Plan to replace uses adopted by Ordinance 24-97; and waive the reading
and INTRODUCE an Ordinance approving a Development Agreement between the City of Dublin and
Lennar Homes of California, Inc.
6.2. The Groves at Dublin Ranch (Lot 3) General Plan and Eastern Dublin Specific Plan
Amendment,Planned Development Rezone with a Stage 1 and Stage 2 Development Plan, Site
Development Review, and Vesting Tentative Map 8164 for 122 townhouse/condominium units
(PLPA 2013-00034) (Related agenda item: 3; action on the General Plan and Eastern Dublin
Specific Plan Amendment will be deferred to item 3)
The Applicant is requesting a Planned Development Rezone and related Stage 1 and Stage 2
Development Plan, Site Development Review Permit, and Vesting Tentative Map 8164 for 122
townhouse/condominium units on approximately 6.36 net acres. The Applicant is also requesting a
General Plan/Eastern Dublin Specific Plan Amendment to change the land use designation from High-
Density Residential (25+ units per acre) to Medium-High Density Residential (MHDR) (14.1 to 25.0
units per acre)which will be heard under a separate Staff Report.
STAFF RECOMMENDATION:
Conduct the public hearing, deliberate, waive the reading and INTRODUCE an Ordinance rezoning
The Groves Lot 3 to a Planned Development Zoning District and approving a related Stage 1 and 2
Development Plan; and adopt Resolution approving the Site Development Review Permit and Vesting

Tentative Map 8164 (Lot 3) for 122 townhouse/condominium units for an 8.8 acre site (6.36 net acres)
known as The Groves at Dublin Ranch (Lot 3) located along the north side of Dublin Boulevard
between Keegan Street and Lockhart Street in the Eastern Dublin Specific Plan Area.
6.3. Dublin Ranch Subarea 3 and The Groves Lot 3 General Plan and Eastern Dublin Specific Plan
Amendment(PLPA 2013-00033 and PLPA 2013-00034) (Related agenda items: 1,2)
The proposed Subarea 3 General Plan Amendment and Eastern Dublin Specific Plan Amendment
would modify the acreage allocated to land uses as follows: a) Medium Density Residential (6.1 to 14
units per acre) — from 27.2 acres to 38 acres; b) Medium-High Density Residential (MHDR) (14.1 to
25.0 units per acre) — from 8.6 acres to 7.5 acres; c) Rural Residential/Agriculture — from 0 acres to
14.5 acres (as a partial replacement for 24.9 acres of Open Space); and d) Stream Corridor— from 1.3
acres to 2 acres. No changes are proposed for the 2-acre Neighborhood Park. A conceptual project of
approximately 437 units is anticipated.
The proposed The Groves Lot 3 General Plan Amendment and Eastern Dublin Specific Plan
Amendment would change the land use designation from High-Density Residential (25+units per acre)
to Medium-High Density Residential (MHDR) (14.1 to 25.0 units per acre).
STAFF RECOMMENDATION:
Conduct the public hearing, deliberate and adopt Resolution Amending the General Plan and Eastern
Dublin Specific Plan for Dublin Ranch Subarea 3 and The Groves Lot 3.
7. UNFINISHED BUSINESS
7.1. Fallon Sports Park Phase II
In Fiscal Year (FY) 2013/14, funding was approved to proceed with the design of Phase II of Fallon
Sports Park. In September 2013, the City Council approved an agreement with Carducci and
Associates to prepare the design and construction documents. At the time, a mini-phase was
envisioned for the park due to funding constraints. Staff is proposing completing all of the standard
improvements and amenities in one phase and adding some of the optional amenities to the project
identified as desirable by the City Council. A change order is required to increase the scope of work
for the additional design services. The City Council will also consider approval of an Addendum to the
Fallon Sports Park 2005 Mitigated Negative Declaration and 1993 Eastern Dublin EIR to satisfy
California Environmental Quality Act(CEQA)requirements.
STAFF RECOMMENDATION:
Approve modifications to the design scope for the Lower Terrace; approve Change Order #1 for
Additional Consultant Services; and approve the Addendum to the Fallon Sports Park 2005 Master
Plan Mitigated Negative Declaration and 1993 Eastern Dublin EIR.
8. NEW BUSINESS
8.1. Human Services Commission Fiscal Year 2014-2015 Community Grants Program Funding
Recommendations
The Human Services Commission, as part of their appointment,has been tasked to provide Community
Grants Program funding recommendations to the City Council each year. On January 23, 2014, the
Commission held a public meeting related to the Fiscal Year 2014-2015 Community Grants Program.
The Commission received presentations from community organizations that applied for grant funding
and reviewed Staff funding recommendations. After deliberation, the Commission recommended 23
projects/programs to receive grant funding.
STAFF RECOMMENDATION:
Adopt 1) Resolution Approving Funding Recommendations for Fiscal Year 2014-2015 Community
Grants Program; and 2) Resolution Approving Funding Recommendations for a City Contribution to
Dublin Partners in Education for Fiscal Year 2014-2015.

8.2. Smoking Pollution Control Ordinance Report for Apartment Housing
On July 19, 2011, the Dublin City Council adopted an Ordinance that amended Chapter 5.56 of the
Dublin Municipal Code, titled Smoking Pollution Control, which required that apartment complexes
(with 16 or more units) designate 75 percent of their units as non-smoking. The City Council will
receive a report outlining compliance with the Ordinance provisions.
STAFF RECOMMENDATION:
Receive the report.
8.3. Airport Land Use Compatibility Plan for the Livermore Municipal Airport
In August 2012, the Alameda County Airport Land Use Commission adopted a comprehensive update
to the 1986 Airport Land Use Compatibility Plan for the Livermore Municipal Airport. Pursuant to
State Law, jurisdictions affected by the Plan are required to review and update their local plans for
consistency with the Airport Land Use Compatibility Plan. Staff has reviewed the updated Airport
Land Use Compatibility Plan and is proposing amendments to the General Plan and Zoning Ordinance.
Before these amendments are adopted by the City Council they must first be reviewed by the Airport
Land Use Commission for consistency with the Airport Land Use Compatibility Plan. Staff is seeking
direction from the City Council on whether to submit the proposed amendments to the Airport Land
Use Commission for a consistency determination.
STAFF RECOMMENDATION:
Receive the report and direct Staff to submit proposed General Plan and Zoning Ordinance
Amendments to the Alameda County Airport Land Use Commission for a land use compatibility
determination.
9. OTHER BUSINESS
