The packet is available in the Ciry Clerk's Office and also at the Dublin Library. REGULAR MEETING 7: 00 P.M. 1. CALL TO ORDER 2. PLEDGE OF ALLEGIANCE TO THE FLAG 3. ORAL COMMUNICATIONS 3.1 Introduction of New Employee: Stephanie Mein, Recreation Coordinator, Parks and Community Services (700-10) 3.2 Acceptance of Donation Grant from the Altamont Cruisers Car Club (150-70) Dublin Police Services' Crime Prevention Unit was given a generous grant from,the Altamont Cruisers Car Club. The grant amount of $3,000 will be used for presenting an afternoon forum to educate parents of Dublin middle and high school students on teenage prescription drug diversion. The Dublin City Council will present the Altamont Cruisers Car Club with a Certificate of Appreciation for their donation. ~ STAFF RECOMMENDATION: Accept the $3,000 donation, approve the Budget Change and formally recognize the donor. 3.3 Acceptance of Donation from the Valley Spokesmen Touring Club (150-70) Dublin Police Services' Crime Prevention Unit was given a generous donation from Valley Spokesmen Touring Club. The donation amount of $1,500 will be used to expand the Dublin Police Services bicycle safety program. The Dublin City Council will present Valley Spokesmen with a Certificate of Appreciation for their donation. STAFF RECOMMENDATION: Accept the $1,500 donation, approve the Budget Change and formally recognize the donor. . 3.4 National Blood Donor Month Proclamation (610-50) ~ The City of Dublin will present a proclamation regarding "National Blood Donor Month." STAFF RECOMMENDATION: Present proclamation. . 3.5 Public Comments ~ At this time, the public is permitted to address the City Council on non-agendized items. Please step to the podium and clearly state your name for the record. COMMENTS SHOULD NOT EXCEED THREE (3) MINUTES. In accordance with State Law, no action or discussion may take place on any item not appearing on the posted agenda. The Council may respond to statements made or questions asked, or may request Staff to report back at a future meeting concerning the matter. Any member of the public may contact the City Clerk's Office related to the proper procedure to place an item on a future City Council agenda. The exceptions under which the City Council MAY discuss and/or take action on items not appearing on the agenda are contained in Government Code Section 54954,2(b)(1)(2)(3),. CONSENT CALENDAR Consent Calendar items are typically non-conlroversial in nalure and are considered for approval by the City Council with one single action. Members of the audience, Staff or the City Council who would like an item removed from the Consent Calendar for purposes of public input may request the Mayor to remove the item. 4.1 Minutes of Regular Meeting of December 21, 2010; Minutes of Special Meetings of December 7, 2010 and December 21, 2010 STAFF RECOMMENDATION: Approve minutes. 4.2 Support for Regional Funding Priorities at the National Level for the Federal Fascal Year 2012 (660-50) The Tri-Valley Cities, including~Danville, Dublin, Livermore, Pleasanton, and San Ramon, undertake an annual process to develop a federal legislative agenda for consideration by members of the congressional delegation in January of each year. This year, congressional leaders have requested a resolution in support of the jointly identified federal priorities from the participating cities. STAFF RECOMMENDATION: Adopt Resolution regarding Support for Regional Funding Priorities at the National Level for the Federal Fiscal Year 2012. 4.3 2011 St. Patrick's Day Festival & Street Closures (950-40) California Vehicle Code section 21101, subdivision (e), provides that local authorities may, by ordinance or resolution, temporarily close a portion of any street under their jurisdiction for "celebrations, parades, local special events, and other purposes" as long as the authorities determine that the closing is "necessary for the safety and protection of persons who are to use that portion of the street during the temporary closing." In order to close streets affected by the 2011 St. Patrick's Day Parade and Shamrock SK Fun Run and Walk, it is necessary for the City Council to adopt a resolution. STAFF RECOMMENDATION: Adopt Resolution Authorizing Temporary Street Closures for the 2011 St. Patrick's Day Parade and Shamrock SK Fun Run and Walk. 4.4 Supplemental Reports~Prepared by the Auditors for the Fiscal Year Ending June 30, 2010 (310-30) In addition to the audit which is incorporated in the Comprehensive Annual Financial Report (CAFR), the external auditors also prepare additional reports for the City. The CAFR was presented as part of the City Council Agenda on December 21, 2010. Caporicci and Larson (C&L), a subsidiary of Marcum, LLP, issued supplemental reports related to: Federal grant expenditures (Single Audit); Review of the Appropriations Limit Calculation; and Measure B ~ Transportation Funds. STAFF RECOMMENDATION: Receive and file the reports. 4.5 Fiscal Year 2010-2011 Goals and Objectives Quarterly Report and Capital Improvement Projects Status through December 31, 2010 (100-80) The City Council will receive a quarterly status report on the adopted Fiscal Year 2010-2011 Goals and Objectives and Capital Improvement Projects. The report includes the current status of the year's adopted objectives and proposed completion dates for the objectives. The report also includes the status of funded Capital Improvement Projects. STAFF RECOMMENDATION: Receive the report. 4.6 Check Issuance Reports and Electronic Funds Transfers (300-40) STAFF RECOMMENDATION: Review and authorize the issuance of payments. 5. NEW BUSINESS 8.1 City Councilmember Dublin Pride Week Committee Appointments (150-SO) The City Council will consider confirming the Mayor's appointments to the 2011 Dublin Pride Week Committee for a limited term beginning January 2011 and ending December 2011. The Dublin Pride Week Committee plans and prepares this annual event, which seeks to engage individuals and/or groups in action based activities to help improve the community. STAFF RECOMMENDATION: Confirm the Mayor's appointment of himself and Councilmember Biddle to the Dublin Pride Week Committee and confirm the appointments for the limited term of January 2011 through December 2011. STAFF RECOMMENDATION: 8.2 Consideration of a Request for Sewer Capacity Assistance (600-40) The City Council will provide direction to Staff regarding a request from Bratts Entertainment for participation in the City's Sewer Capacity Assistance Program. STAFF RECOMMENDATION: Provide direction regarding the request for participation in the Program. 8.3 Positano Neighborhood Park - Agreement for Landscape Architectural Services and Consideration of Name for Park(600-30) In November 2010, Staff circulated a Request for Proposals to six landscape architectural firms to complete the design and construction documents for the 4.6 Acre Neighborhood Park in the Positano Development. As a result of the process, Staff has determined that MPA Design has the experience necessary to complete the project. STAFF RECOMMENDATION: Adopt ltesolution Approving an Agreement with MPA Design for the Positano Neighborhood Park; and provide direction regarding a name for the park. 9. OTHER BUSINESS 9.1 Brief INFORMATION ONLY reports from Council and/or Staff, including Committee Reports and Reports by Council related to Meetings Attended at City Expense (AB 1234). 10.
