SUBJECT: Temporary Road Closures for Camp Parks Veterans Run

EXECUTIVE SUMMARY:
Parks Reserve Forces Training Area (PRFTA) is sponsoring a Veterans Day 5k/10k Run that
will partially be run on City streets. The City Council will consider adopting a Resolution
authorizing the temporary closure of City streets for the 2014 Camp Parks Veterans Day 5k/10k
Run on Saturday, November 15, 2014.
FINANCIAL IMPACT:
The estimated cost is $8,700 for the City to provide Police and Public Works services to set up,
manage and takedown the road closure for the event. Sufficient funds are available in the
Fiscal Year 2014-2015 Community Promotions budget to provide the road closure services for
PRFTA.
RECOMMENDATION:
Staff recommends the City Council adopt the Resolution Authorizing Temporary Street Closures
for the 2014 Camp Parks Veterans Day 5k/1 0k Run.

DESCRIPTION:
The City has been exploring a variety of partnerships with Parks Reserve Forces Training Area
(PRFTA) with regards to use of facilities, community events, enhanced communication and
other potential service arrangements.
One of the goals of PRFTA is to provide more opportunities for Dublin residents to access the
Post for community events. Last year the PRFTA sponsored an NFL Punt, Pass, Kick event for
the community on base, and partnered with the City for the event.

This year PRFTA is adding a Veterans Day 5k and 10k Run as a new community event.
PRFTA has developed a partnership with the Sean Brock Foundation to coordinate the race
planning and logistics. The event will be held on Saturday, November 15. Attachment 1 is the
event flyer. As planned, the race start and finish will be on Arnold Drive and 98 percent of the
course will be on Post. The event parking, and the pre-race and post-race activities, will be held
on private property east of Arnold Drive.
The City's Traffic Committee has reviewed the necessary road closures and developed a Traffic
Control Plan (Attachment 2) for the temporary closures as follows:
Arnold Drive from Dublin Boulevard to Gleason Drive, and
Westbound Gleason Drive from Gleason Drive to Arnold Drive, and
Central Parkway from Hacienda Drive to Sybase Drive.
Start: Saturday, November 15, 2014 at 7:00 A.M.
End: Saturday, November 15, 2014 at 11:00 A.M.
Attachment 3 is a Resolution authorizing the temporary road closures noted above.
NOTICING REQUIREMENTS/PUBLIC OUTREACH:
Following the City Council approval of the temporary road closures, notices will be sent by Staff
to the property owners and businesses affected by the closures.

A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF DUBLIN
AUTHORIZING TEMPORARY STREET CLOSURES FOR THE
2014 CAMP PARKS VETERANS DAY 5K/10K RUN
WHEREAS, the California Vehicle Code section 21101, subdivision (e) provides that local
authorities may, by ordinance or resolution, temporarily close a portion of any street under their
jurisdiction for "celebrations, parades, local special events, and other purposes: as long as the authorities
determine that the closing is "necessary for the safety and protection of persons who are to use that
portion of the street during the temporary closing"; and
WHEREAS, the Camp Parks wishes to conduct a Veterans Day 5K/10K run which the course will
be partially on City streets; and
WHEREAS, the City has determined that it is necessary for the safety and protection of the public
to temporarily close City streets as follows;
Arnold Drive from Dublin Boulevard to Gleason Drive; and
Westbound Gleason Drive from Gleason Drive to Arnold Drive; and
Central Parkway from Hacienda Drive to Sybase Drive.
Start: Saturday, November 15, 2014 at 7:00 A.M.
End: Saturday, November 15, 2014 at 11:00 A.M.
WHEREAS, the City's Traffic Committee has developed a Traffic Control Plan for the temporary
road closure; and
WHEREAS, signs giving notice of the street closures will be posted at all road entrances; and
WHEREAS, traffic control devices erected by the City to effectuate the road closures will conform
to the uniform standards adopted by the State Department of Transportation.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Dublin does hereby
authorize the temporary street closures for the 2014 Camp Parks Veterans Run.
PASSED, APPROVED AND ADOPTED this 7th day of October, 2014.
