EXECUTIVE SUMMARY:The City Council will consider approval of a three-year agreement with Consiliant LLC for the Situational Awareness Camera (SitCams) program. SitCams can capture real-time footage of an entire area, such as a major intersection. This allows an intersection to be reviewed for investigative leads on vehicles involved in a crime or other criminal activity. Consiliant LLC oversees the installation, training, maintenance, and upkeep of the SitCam Program established, owned, and operated by the City of Dublin.
STAFF RECOMMENDATION:Adopt the Resolution Approving a Contract Services Agreement with Consiliant LLC.
FINANCIAL IMPACT:Dublin Police Services has received a three-year contract proposal from Consiliant LLC for the renewal of software subscriptions, licensing, hardware, and software support for the current City of Dublin SitCam Program. The total cost of the proposal is $139,359 and will be billed on two invoices. The first-year cost in the amount of $46,453.20 will be paid in Fiscal Year 2021-22, and sufficient funds are included in the Adopted Budget for this purpose. The cost for years two and three in the combined amount of $92,905.54 will be included in the future year budget requests.
DESCRIPTION:Consiliant LLC, founded in 2002, provides technical services including the management of Situational Awareness Cameras (SitCams) utilizing Hitachi products. Consiliant LLC oversees the installation, training, maintenance, and upkeep of the SitCam system established, owned, and operated by the City of Dublin. The high-resolution SitCams can capture real-time footage of an entire area, such as a major intersection, where the cameras are currently installed. This allows an intersection to be reviewed for investigative leads when a vehicle is not detected by an Automated License Plate Reader camera or when a vehicle does not have license plates. SitCams

can also capture criminal activity and suspect descriptions in situations when a vehicle is not involved. Depending on location and angle, SitCams can detect vehicle license plates anddescriptions of vehicle occupants, as well as rotate and zoom to monitor live situations. Currently, there are 83 SitCams deployed in the City of Dublin, which were deployed in two phases from 2018 to 2019.In order to ensure all SitCams continue to function properly and efficiently, Staff is seeking approval of a three-year Contract Services Agreement with Consiliant LLC for the renewal ofsoftware subscriptions, licensing, hardware, and software support. The total cost of the Contract Services Agreement is $139,359 as described in Attachment 2.

A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF DUBLIN
APPROVING A CONTRACT SERVICES AGREEMENT WITH CONSILIANT LLC
WHEREAS,Dublin Police utilize Hitachi Technology managed by Consiliant LLC to
operate the Situational Awareness Camera (SitCams) Program; and
WHEREAS, there are currently 83 SitCams deployed throughout the City of Dublin which
provide investigative leads on vehicles involved in crimes or other criminal activity; and
WHEREAS, Consiliant LLC oversees the installation, maintenance and upkeep of the
SitCam Program established and owned and operated by the City of Dublin; and
WHEREAS, in order to ensure all SitCams continue to function properly and efficiently the
City desires to enter into a three-year Contract Services Agreement with Consiliant LLC for the
renewal of software subscriptions, licensing, hardware and software support; and
WHEREAS, Consiliant LLC has proposed a three-year Contract Services Agreement for
the renewal of software subscriptions, licensing, hardware and software support for the City of
Dublin’s SitCam program with a total cost of $139,359.

NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Dublin does
hereby approve the Contract Services Agreement with Consiliant LLC, attached hereto as
Exhibit A.
BE IT FURTHER RESOLVED that the City Manager is authorized to execute these
Agreements and make any necessary, non-substantive changes to carry out the intent of this
Resolution.
