CITY COUNCIL MEETING DATE: March 25, 1991
SUBJECT: 1991-92 Annual Budget and Update to Five Year Capital
Improvement Program (CIP) Hearings and Contract Review

Update, and Contract Evaluation.
FINANCIAL STATEMENT: None.
DESCRIPTION: The City annually reviews evaluation of contract
services in conjunction with the City's Annual Budget and Capital
Improvement Program Hearings.
During the City's Goals .& Objectives meeting in February 1991 , the City
Council agreed that Staff would do a comprehensive evaluation of only those
contracts, where the term was ending. Based on that direction, the
contracts that will need to be reviewed for the upcoming Fiscal Year will
include:
1 . Building Inspection
2. Engineering Services
3. Traffic Engineering Services
4. Library
5. Street Sweeping
6. Vector Control
Staff will provide information regarding the cost of current and different
service levels of those contracts not being evaluated this year as part of
the Annual Budget.
If the Council is desirous of a comprehensive evaluation being undertaken
for any other services provided to the City, it should so indicate at this
time.
The City's Annual Budget process is proposed to follow the approximate time
frame outline below.
• City Departments prepare Operating Budget and April 1991
Capital Improvement Project Requests
• Finance Department prepares Revenue Estimates April 1991
• Park & Recreation Commission conducts public April 9, 1991
meeting with school groups, sports groups, &
other interested persons for input on Park/School
Facility Capital Improvement priorities
• City Manager review budget request & develops May 1991
Preliminary Budget and Update of Five Year CIP
• Budget & Update to CIP delivered to City Council May 30, 1991
• Planning Commission reviews Update to 1990-95 CIP
for conformity to General Plan
• City Council reviews Contract Evaluations and holds Last week of
Public Hearings for Update to 1990-95 CIP and June 1991
Annual Budget
It is recommended that the City Council establish two meeting dates during
the last week in June in addition to the regular City Council meeting of
June 24, 1991 for the purpose of conducting Contract Service Review and the
1991-92 Annual Budget and CIP Hearings.
