SUBJECT: Tri-Valley Community Television (CTV) Board of Directors Request for

RECOMMENDATION~iOritize the CTV programs using the CTV program ranking form.
FINANCIAL STATEMENT:
The CTV Board of Directors is attempting to determine possible
service reductions to programming due to reduced funding levels.
For Fiscal Year 1993-94, CTV'requested a total of $41,000 from each of
the four cities. This represents a $7,000 decrease in requested
funding from Fiscal Year 1992-93. The City of Dublin approved a
funding level of $9,000 for Fiscal Year 1993-94.
DESCRIPTION: At the most recent meeting of the Tri-Valley Community Television (CTV) Board
of Directors, the CTV Board decided to poll the City Council's from Pleasanton, Dublin, Livermore and
San Ramon. The information will be used to assist the Board in determining a programming plan for
the upcoming year. The request stems from issues related to a reduced funding level for Fiscal Year
1993-94.
Briefly, the Board would like to know whether programs such as 580/680 News, the Mayor's Report,
Valley Forum and Valley Magazine meet expectations for community programming. In addition, the
CTV Board is considering replacing Valley Magazine with a monthly newsletter aimed at the issues
and events in Dublin.
The attached list provides the current CTV programs for your review and comment. The CTV Board
requests that the City Council prioritize the programming. In order to facilitate the City CounciTh
ability to rank the programming, staff has created the ranking form attached as Exhibit 2. Exhibit 2
lists the CTV programs under consideration The scoring system provides options of ranking each
program from 4 to 1. A score of 4 indicates the program is a high priority, while a score of 1 means the
program should be taken off the air. Additionally, Exhibit 3 provides brief descriptions of the different
programs provided by CTV. Staff proposes the City Council utilize this ranking form to prioritize
those programs at the City Council meeting.
The City's CTV representatives will then communicate the Council's priorities to the CTV Board of
Directors. The priorities of each of the four cities will assist the CTV board in determining
programming.

Dear Mr. Ambrose,
The Tri-Valley Community Television Corporation (CTV) board of directors is requesting your
help as they develop a new programming plan for the upcoming year.
CTV reduced its 1993/94 funding request to the cities 16% from last year, and has increased
use of outside revenue to maintain programming service levels. However, actual 1993/94
funding is below the requested amount, and it appears that some programming adjustments will
be necessary.
The purpose of this letter is to ensure that CTV's. programming is meeting the needs of the
cities, and to request from you and your city council the city's priorities for programming
services. The board will use this information in preparing the programming plan.
The board would like to know whether '580/680 News', 'Mayor's Report', 'Valley Forum', and
'Valley Magazine' meet Dublin's expectations for community programming. Which segments
. of the public does the city wish to reach v.'it.'1 CTV programs? \Vould the Council find :l special
monthly 'newsletter' program, devoted to issues and events in Dublin, useful? CTV staff has
suggested that Valley Magazine could be reformatted as such a program. In general, how can.
CTV best apply its limited budget to meet the highest priority needs of Dublin's residents?

Description of CTV Programs
1. 580/680 News: News stories and programs which relate to issues in the Tri-Valley.
2. Mayor's Report: Mayor's from the four cities use the Mayor's Report to highlight important
issues related to the Cities.
3. Valley Forum: Allows a neutral forum for a variety of individuals, including the public, to
speak on different interests and current events.
4. Valley Magazine: Provides feature stories and special interest stories.
5. Newsletter: This is a proposed program, which would potentially replace Valley Magazine.
Provides the cities with television exposure related to specific city programs or services.
6. Election Returns: Election coverage
7. Young at Heart: Focuses on the senior population reporting stories related to issues important
to seniors.
8. Superintendents Report: Similar to the Mayor's Report allowing the Superintendent's from
Tri-Valley Schools to provide information regarding school issues and events.
9. Conversations: Human interest stories of people in the Tri-Valley.
10. Media Roundtable: Individuals from the media meet to discuss relevant current events.
11. Everything Local: When CTV receives press releases, they would potentially turn the press
release into a feature story for everything local.
12. Backstage Pass: Promote and cover events relating to performing arts, arts in general and
music.
13. County Report: Currently not on the air. County report would cover regional issues related to
County.
14. Time for a Story: Currently not on the air. This show would target pre-school and
kindergarten age children. They would attempt to have celebrities as well as community
leaders read different stories. The program would promote libraries as well.
